The financial statements have been prepared in accordance with the accounting policies set out in notes to
the accounts and comply with the charity's governing document, the Ch8rilies Act 2011 and Accounting an(5
Reporting by Charities.. Staternenl of Reoommended Practice applicable to charities preparing their
accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland

Structure, goveTnan¢• and management
Bury St Edmunds Ecumenical Centre Trust is an unincorporated charity established under a declaration of
trust dated 23 June 2003.
The Centre became 8 registered charity from 26 September 2003. 11 is governed by its trustees who meet
on a regular basis during the yèar. The existing trustees are shown on the reference and administration
details of the accounts, somè of whom have held office for several years.
Trustee recruitinent and appointment
Further Irvslees fflay be appointed al any time. at the discretion of the trustees. A new trustee would
receive copies of the declaration of trust. the previous yearfs annual report and accounts and relevant
guidance publitations from the Charity Commission.
Risk managèmènt
The trustees have identified the major risks facing the charity and have assessed their potential imp8¢t.
Appropriate systems have been èstablished to monitor and rnitigale these risks.

The financial statements have been prepared to give a ￿rue and fairf, view and have departed from the
Charities IAccounts and Reports) Regulations 2008 only lo the exlenl required to provide a 'lrue and fair

This departure has involved following the Accounting and Reporting by Charities". Statement of
Rectsmmended Practice applicable in thè UK and Republic of Ireland issued in Qclober 2019 rather than
the Accounting and Reporting by Gharilies.. Statement of Recomrnended Pracli¢e from 1 April 2005 which
ha5 since bèen withdrawn.

The charity's objects are..
the advancement of the Christian religion".

the provision of facilities for recreation or other leisure time occupation in the interests of social welfare,
for pèrsons in need of such facIl￿tIeS with the object of improving the conditions of life for such people".

The charity is known locally and throughout these financial statements as BECT, its principal activity is to
Support The Centre in St John's Street, Bury St Edrnund5, a local education and community centre. The
Centre aims to mèets thè neèds of many community groups providing a much needed town centre location
for various educational and recrèational activities.
Public benefit reporting
In shaping our objectives for the year and planning our activitie5, the tru51ees h8v8 considered the Charity
Commission's guidance on Public Benefit including, The Public Benefit Reqviremènt IPB11, Running a
Charity IPB21 and Reporting IPB31.
Achievements and p•rfomanee
Following the successful redevelopment of The cent￿ a nLJmber of years ago, for which BECT obtained a
iwenty yeaf lèase from the St John's School Centre TrusleÈs. eonsiderable progress has been made in
a¢hieving the OLJtcomes SOLJght by the Big Lottery and other funders Sue Szymanski our Community
Development Manager has continued to manage the comrnunity activities taking pla￿ at The Centre. The
trustees are developing a strategy lo enable the level and range of usage to relum to pre-pandemic levels.

Finan¢ial rèvlew
As reflected in the Slalernent ol Financial Activities the running costs of The Centre are funded by
donations and rental income Thè original expenditure on The Genlre iedevelopment was funded by grant
income from the Big Lottery and matched funding from a wide range of other sources. This is now being
depreciated over the period of the lease, with continuing support reGeived from the Saxham Trust in this
and the previous year.
Income from the yèar saw a decrease to £62.33612023". £75,045) with expenditure increasing lo £94,187
12023.. £85.2311. Thè resulting net expenditure on funds of £31.851 12023.. £10,186) is expected as this
relates to restricted funds being spent as pSanned and foi the puiposss ol the funds.
Reserves policy
The charity's reserves policy is to hol¢J six months unrestricted expenditure as free reserves which would
amount to £29,605 12023". £25,2111 based on current expenditure levels. The policy is set to hold enough
free reserves lo enablè the charity to fulfill statutory and legal obligations and lo provide a Gonlingency fund
to meet unforeseen falls in income or increases in expenditure
Unrestricted funds are supporting tho restricted funds of the charity. A¢c¢rdingly, prior to this year, it has
been determined to Introdu￿ a transfei between funds to correctly show thè rèstrieled balance in line with
the restricted assets so that il will depie¢i*e to £Nil at the end of the lease. The r3rried forward balance of
the Un￿strICted fund al 31 March 2024 is now below the amount required by our reserves policy. This
unique position is caused by the depreciation and lease terms and in reality no further amounts will actually
be spent towards the restricted reserve.
The charities actual free reserves amounted ID £17,665 as at the year end12023.' £14,539). The trustees
are aware of the shortfall against thè reserves policy and the conlinving itnpaGI of the restricted fund
expenditure and are seeking lo gènÈrate additional funding in the near future.
Plans for futu￿ periods
The Iruslees aim 15 to raise SLrfficient funding to en3ble The Centre to meet sustainably the identified
education, recreation and hospitality needs of the community tn the future and lo contribute to the relief of
poverty in developing countries_
Whilst it remains our policy lo provide a widè variety of educational, training and recreational oulcotnes and
lo reach a good level ol usage, helping to makè Thè Centre financially sustainable. the coronovirus
precautions mentitrned above together with a lower level of voluntary activity in the posl-pandernic period
h8ve restricted the ability to pursue this.
Much uncertainly remains and the staff and trustee5 continue lo monitor the situation closely.

The charity conslilules a public benefit entity as defined by FRS 102. The financial Statements have
been prepared in accordancè vlith Accounting and Reporting by Charities.. Statement of
Recommended Practi￿ applicable to charities preparing their accounts in accordance with the
Financial Reporting Standard applicable in the UK and Republic of Ireland issuèd in October 2019, the
Financi81 Reporting Standard applicable in the United Kingdom and Republi¢ of Ireland (FRS 1021,

The Indèp8ndently exarnined accounts have been prepared on the historical cost basis, as modified
by the rèvalu2tion of certain financial assets and liabilities and inveslrnent properties measured al fair
value throLJgh in¢ome or expenditure.
The Independently examined accounts are prepared in stèrling, which is the functional currency of the
èntity.
Going concern
The accounts have been prepared on the on going concern basis and the trustèes believe that no
material uncertainties exist. The trustees have considered the level of funds held and the expected
income and expenditure for the next 12 months from authorising these financial slatetnenl. The
budgeted income and expenditure is sufficient with the level of resetves for the charity to be able lo
continue as a going concern.
Income tax
As a registerÉd charity, the activities ale exempt from United Kingdom Incorre and Corporation
taxation, provided that the income is applied lo charil8ble purposes.
Fund accounting
Unrestricted funds are available for use al the discretion of the Iru51ees to further any of the charity.
