## **TRUSTEES’ REPORT** 

## **YEAR ENDED 30 SEPTEMBER 2023** 

The Members of the Executive, which includes the Trustees of the charity have pleasure in presenting their report and financial statements for the year ended 30 SEPTEMBER 2023. 

## **THE CHARITY** 

Black Minority Ethnic Television, Film and Media (BME TVFM )  is a non profit voluntary organisation. It is registered with the Charity Commission under numbe 1099419. Charitable Status was obtained on 19[th] September 2003. 

BMETVFM is a Foundation with strategic aims. It has  launched a series of foundation and learning opportunities that had a clear path towards employment in the creative industries or elsewhere. We are here to support disadvantaged communities with fewer opportunities in the work place, with fewer learning opportunities and with fewer recreation and leisure opportunities. 

## **REVIEW OF THE BUSINESS AND ACTIVITIES DURING THE YEAR** 

Like the rest of the country and one that is emerging from the pandemic years, the year bought challenges and difficulties but our small charity emerged through the year by focusing on our core aims. Providing support where we can make  a difference and campaigning and developing new networks to achieve our policy goals. We are certain that this approach will enhance us moving forward. 

## **FINANCIAL REVIEW** 

We remain an entirely volunteer organisation delivering projects reflecting the priorities and opportunities with the volunteers’ resources available. We are grateful for the partnerships we have been able to develop with new sponsors that have enabled us to target support to those with fewer opportunities. 

## **FUTURE** 

We stated in last years financial report: “ _…partnerships have developed and this will reflect in the strongest opportunities and progression opportunities for our beneficiaries for many years.”_ . We now have access to a dedicated music studio and industry experts to help us progress young people with their musical talents. We have engaged in a partnership with the National Express Foundation to support 40 young people into work. These are examples of the added value that we will seek to continue to deliver moving forward. 

We are also mindful that as a charity that at the end of the next financial year -making a coming of age at 21 years, So we  will review our priorities, focus  and identity and will hold a celebration and challenge event moving forward that will position our values and plans moving forward.

## **METHOD OF APPOINTMENT OF TRUSTEES** 

The trustees and Lead Volunteers of the Charity are the Executive Board who are appointed by the Charity in a Trustee meeting and can be added to in accordance with resolutions approved at the Annual General Meeting of the Charity. There have been no changes to the Executive Board in this financial year. 

## **INVESTMENTS POWERS** 

There are no specific restrictions on the power of investment of the Executive Board. 

## **INVESTMENT POLICY & PERFORMANCE** 

The Executive Board will prioritise on providing more training and support for young people via music and creative broadcasting. This includes access to new opprotunities and resources. 

## **RESERVES POLICY** 

The Executive is committed to maintaining a level of reserves that is accordance with its charitable objectives. 

## **RISK ASSESSMENT** 

The Trustees continue to keep the Charity’s activities under review and monitor performance, with particular regard to any major risks which may arise.  We have updated our Safeguarding practices as a result of this review and have increased the range of insurance cover available to protect against any risks that the Charity may face. 

A review of risks will ccontinue to be carried out by the Trustees on an annual basis in order to ensure that the process is constantly reviewed and updated. 

## **ACCOUNTANTS & INDEPENDENT EXAMINERS** 

In accordance with Section 43of the Charities Act 1993, a resolution proposing the reappointment of Nada Rajasunthuram ACMA MBA as the Accountant & Independent Examiner to the charity will be put to the annual general meeting.

## **INDEPENDENT EXAMINERS’ REPORT TO THE MEMBERS OF BLACK AND MINORITY ETHNIC TELEVESION, FILM AND MEDIA** 

In accordance with the terms of my appointment I have examined the accounts on pages 5 to 11 which have been prepared under the accounting policies set out on Page 7. 

## Respective responsibilities of the Trustees' and Examiner 

As described on Page 3 the charity's trustees are responsible  for the preparation of the accounts, they consider that the audit requirement under section 43 (2) of the Charities Act 1993 (the Act) does not apply.  I have been appointed under section 43 of the Act and report in accordance with the regulations made under section 44 of the Act. It is my responsibility to examine the account and statement, without performing an audit, and to report to the trustees. 

Basis of Independent Examiner's Statement 

This report is in respect of an examination carried out under section 43 of the Act, and in accordance with the directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes a review of the accounts and making such enquiries as are necessary for the purposes of this report. The procedures undertaken do not constitute an audit. 

## Independent Examiner's Statement 

Based on my examination, no matter has come to my attention : 

- 1)  which gives me reasonable cause to believe that in any material respect accounting records have not been kept in accordance with section 41 of the Act, or that the accounts presented do not accord with those records or comply with the accounting requirements of the Act. 

- 2)  No matter has come to my attention in connection with my examination to which, in my opinion attention should be drawn to enable a proper understanding of the accounts.

## **NOTES TO THE FINANCIAL STATEMENTS YEAR ENDED 30 SEPTEMBER 2023** 

## **1. ACOUNTING POLICIES** 

## **a) Basis of preparation** 

The financial statements have been prepared under the historical cost convention, as modified by the revaluation of freehold properties and investments.  The financial statements have been prepared in accordance with the Statement of Recommended Practice (SORP) issued in 2000, ‘Accounting and Reporting by Charities’ and applicable accounting standards. 

## **b) Basis of consolidation** 

The financial statements incorporate the assets and liabilities of the Charity’s subsidiaries as at 30 September 2023 and their results for the year to 30 September 2023  . 

## **c) Income** 

Income relating to the internet television project which includes forgone fees, is accounted for as received, unless it relates to future periods, in which case the appropriate portion is carried forward as deferred income.  Other income is accounted for as received. 

Income represents amounts receivable net of VAT where applicable. 

## **d) Expenditure** 

Direct charitable expenditure comprises direct expenses incurred on the defined charitable purposes of the Charity and includes volunteer expenses directly attributable to the charitable activities. 

Fundraising and publicity costs are those incurred in promoting the Charity and its activities both internally with the members and externally in the industry with the intention of attracting additional members and funding. 

Support Costs comprises expenditure in support of the objects of the charity. 

Management and administration costs include expenditure on compliance with constitutional and statutory requirements. 

Expenses are included on an accruals basis. 

Where costs cannot be assigned entirely to direct charitable expenses, fundraising and publicity, support costs or management and administration, they have been allocated between these categories on the basis of time spent on these three areas. 

## **e) Restricted Funds** 

These are monies, which have legal restrictions on their use where donors have specified the funds can only be spent on certain of the charity’s activities.

No emoluments for services to the Charity were received by any of the Trustees or volunteers during the year. Trustee received reimbursed expenses during the year against their travel cost and other expenses reasonably incurred on behalf of the Charity. 

There were no staff costs to the Charity for 2022/23. All Management Costs relate to employing outside Project Specialists – Coaches, Trainers , Guest Speakers etc.... 

## **3. TAXATION** 

The Black and minority ethnic televesion, Film and Media is a registered charity and as such is entitled to the exemptions from tax afforded by section 505 ICTA 1988 and section 256 TCGA 1992 so far as its income and gains are applied for charitable purposes. 

## **4. RESTRICTED FUNDS** 

The restricted funds relate to expenditure designated for specific projects. These were for Radio Broadcasting and Basketball  Also the investment made by i2i Technology was exclusively towards the development of the Internet Television Channel.

## **5. SHARE CAPITAL** 

The charity does not have any share capital. 

## **6. TANGIBLE FIXED ASSETS** 

This relates to the website www.bmetv.net which naturally continues to depreciate with the continued avaialbailty of wider streaming services and the continued development of social media channels such as You Tube and TikTok . However, we believe the public continue to value our Black and Asian History channel covering the period of UK History from 1900 to 2018 which continues to be available on Google Play and Apple Store for Free .  www.ourheritage.tv This remains an appreciating asset .
