The Charity is ¢ontrolled by its governing documents, the Memorandum and Articles of Assoclatlon
and conslllutes a Ilmitsd company, limited by guarantee, as defined by the Companies Acl 2006.
Organlsatlonal Stfuclure
A Board of Trustees (The Council) of at least four and no more than elghleen members, meet at least
ten tsmes a year lo adminlster the charlty- The Councrf members are dlvided Into three ¢lasses'. the
ExeGUtive , the Wardens, and the General members.
The Executive members are appolnted for a term of Ihree years by 8 poll of member8 at the Annual
General Meeting. An Executive member must have been a general member for a minlmum of one
year prior to standing as an Executtve member. Wardens are appointed for a term of three year8. At
8n Annual General Maeting, the members appoint to the Councll four general members for the
following years.

The objects of the charity are set out in the charfty's Memorandum of A5soclalon and are summarl$8d

Provldlng and malntalnlng Synagogues In or near Soulhend and Westcllff for the worship of the Jevlsh
faith as an Orthodox Congregation las defined by the Chlef Rabbl for the tlme being of United Hebrew
CongTe9atlon$ of the Bntish Commonwealth of Nations) and the due performance of ritos of marriage
and burlal accordlng to the prfnclples of the sald Jewish f￿th.
Teaching and educatlng members of thè Southend and We8tcliff Hebrew Congreg8tlon and their
¢hlldren in the doctrlne and practl8es of thé sald Jewtsh faith.
Any charttable purpose 81 the dlscrellon of the trustees for the beneflt ol the community.

trustees have considered the Charity Commlsslon's general guidance on publ1¢ benefit and In
partlcular Its supplementsry publk guld8neA on the advancement of r81igion for the public beneflt.
The charlty Is funded by annual fe8s18vled on its membershlp, The structure of the fees levied reflects
the circumstances of the individual rnembers an¢J various concessions are available. It is the pollcy of
the charlty to permlt access to the Synagogue lo all for purposes of prayer and the provlsion of
education Irrespeclsve of membership.
The charity's aims remain lo provide a facility where Jews can worshlp, to provide religious education
and a community facility for all Ihe inhabitants in Its catchment area. The charfty's long term ambition 15
lo build up communal fa¢llilies and activities.
Strategies
An Important part of the Char￿,$ Strategy Is Community welfare and educatton. All the charity's
community facilities and actlvlles including initiatives and s&minars are widely advertised and the
partlcipalion of all in the local community Is welcomed. These actlvltle$ are supported by donat¢ons.
Use of volunteers
Volunteers are an important resource In the charivs fallh and community work. Volunteers are
involved in most of the charivs faith and Community actlvllies. All the trustees glve their time freely.

The charlty carrles out a wlde range of acllvllles in pursuance of Its charitable alms. The trust8es

Synagogue afid the wlder catchment area of South East Essex.
Religious Activities
Our Synagogue provldes a centre for our prayers, worshlp and for the aclivltles asscclated wllh the
Jewish faith. During the year under review, the range of religious services and activities included...

The Synagogue Is open dally for Servlces. Durtng the week people regularfy attend ￿¥1¢8 dally prayers
8nd thrice Sabbath prayers.
Funeral Facllltle8:
The Synagogue provldes a complete funeral servl¢e In Ilne wlth the Jewlsh fallh. The Synagogue alms
to relleve the deceased's bereaved relatlves of the burden of organising burials. Th8 Synagogue also
carries out the appropriate Jthsh rltual burlal procedures.
Marrlage..
Th& syna9¢>3ue provldes Jewlsh couples with the aly'llty to padclpale h the rlles of marrlage.
Inter-falth dlalogue and Communlty A¢tlvllies.'
Our Synagogue Is an active member of the Faith Communltles Forum In the charltys catchment area.
The premises are also used to promote the Council of Chrisb'ans and Jews and to further Inter-faith
dialogue. The Synagogue has a programme whlch ac￿Vety encourages local schools and groups to
vlslt the Synagcgue where an expknalory ie¢lure of the Jewlsh rellglon Is provlded free of charge.
Our community halls and rooms provide a valuable educallonal and recreational resource lo all our
local community. A wide rang8 of activities are organised and tske pla￿ from the charity'5 premises
site.

The charity has conllnued to provide and malnlaln the Synagogue for the regutar worship of the Jewlsh
f3ith as an Orthodox Congregation.

Investment Pollcy and Objectives
Under the M&morandum and Articles of Association, the charity has the power to deposlt or Snvesl
funds In any Manner, but only after obtaining advlce from a financlal expert.
Reserves Policy
The policy of the trustees 18 to maintaSn th8 Charity'8 re8erve8 81 a level sufflclent In order to ènsure
the continuance of essential services including, for example, the upkeep of the Charity's property. In
addition the trustees are also concerned with the provision and enhancement of wmmunal fa¢ililie8 to
cater for demographic and other changes.
The Inanclal Informatlon of the charity Is given on pages 12 to 27 of the flnancial statements.
The net resourGes for the year were increased by an excess of Income over expenditure of £20,546,
compared with an overall deficit of £3,758 for the previous year.

25. Indemnity insurance
The Charity has insurance cover in respe¢t of losses arising from any clalm made by the
community by reason of a wrongful act by a trustee acting In a managerial or supervisory
capacity. The charge for the y8ar amounts to £4,143 (2022 £3,650) including insurance
premium lax for an indemnity limit in any one year up lo an aggregate of £5,000,000.
