annual income of E3.5 millim.
The finandal year to 31st March 2025 has been challenging and we are reportlng a deficit for the year ifi UN￿Str￿ted
funds of £50.797. The Chief Executive, in his surnmary, provides more detail abwt the th4fldt. Ho¥%tNer, it 51K)uld L
noted that two thirds of the deficit is for Investment that was approved by the Trustees during the year=
SIL has been keen to use some of its reserves to prornote its charltable alms and during the year a fu￿{5 was seL
up for thls wrpose. The fund invites serwce user5, Staff and other organi5alions to bld for funds. During the year
23 graTht5 were made and payment5 for £11,511 were ma¢k from the fund.

Every year I write that there are significant Challenges In the Health and Social ca￿ ¥e¢tor ar￿nd funding and the
retentlon and recruitment of Staff, and thls is still the case. The remaiaing defr'clt for the year was due to a reductlon
in the support hours SIL prowided, and this is mainly due to the difficulties retaining and recntiting staff. fAJring the

national Ilving wage Tncreasèd by 10% In 2024125 and by 6.6% in 2025126, and employer national inyjrance costs
increased significantly following the Auturnn Budget. Ho￿*ver, the funding for local authOA￿es. for SIL prnwde
most of thls care, has nol increasèd sufficlently to cover these increased costs.
We really appreciate the 8% increase in rdtes provided by the Council. Ho￿￿r, th15 does not cover our InC￿aSed costs
for the year to 31st March 2¢ll6. We increased staff ￿dgeS f¢x the year by 6%, and estimate that we will have to pay
an addIt￿nal 180,(J)O in national Tnsurance costs for the year. We are currently projeciing a small defrit for the year,
and the Trustees are working With the senior Management Team to prepare a ￿diUM-TerM Financial Plan fcf the next
few years that will bn.ng us back intQ Surplus.

We a￿ very pleased that thring the year we paid out 111,511 frorn the Charitable ATrm5 Fund. Thi5 ha5 been Set up to
fund project5 to help seThice users, staff and other organisations improve indeFEndence and wellbeing. 24 grants were
made, all of ￿lCh will ha￿ a positive irnpact upon wulnerable people living in Heref￿dSh7re.
Payments were made durins the year for the mouth tools project. SIL is dpveloping an enableThent product for people
with an upptt body disability. device is a set of innovative mouth t¢X)Is that WTII create 5Tgnificant Inde￿ndence lo
the lives of people who, tIwou8h birth related di5abilityJ injury or itlnc55 hav¢ nollimited rnovernent in their orm5 gr
hand5. This tool set will help in undertaking many daily tasks and improve an indivi￿al'S ability to access on line
5eTrices, hobbies, dr environmental controls. proOJct is iftspired by a long-temi SIL semce user who has used
homemade mouth t(￿11S since childh¢Jod. The costs for ¢*veiopinq the Drothjct durinq year were £35k. We ￿e1ved
grant for £23,560 and SIL pro*ided funding costs not covered try the grants.

It should be noted in the aCCo￿ts that the costs for light and heat for trjr Offi￿ reduced from E11,511 in 2023124 10

property in January 2024.

SIL has adopted an ethlcal investment p)Ilcy to eftsure that Its Investments do not confllct ¥￿th the organlsatlon's alms.
The Trustees have agreed a list of approved ban￿ and b￿lding societies that funds will be invested in. The Trust￿5
have noted that rate of retum may be le55 frorn using the approved list, rather than going to the full market.
Surplus funds ￿[d by SIL ￿￿1[ be Invested prudently with regard to security, liquldity and return. No investments will be

In 2024125 Interest earned from Investments was £17,688, compared to £15,368 pre￿ouS year. The Bank of England
base rate was 5.25% at the beginning of the year, but fell to 4.5% later in the year. The average investmenL balance for
