needs. These seNic&s are prO￿ded 7 days a week and focu8 on both indoor and
outdoor activities. SAFS a￿apt Personal Budget and Dlreci Payments and 811
$ervice$ are based on achi6wng personal outcomes for Indivlduals In accordan
with indivldual 8UPPOrt plan8 and Individual prt>gre88 plan8. SAFS also offer where
appropriate, advice, guldanc*. and emotional support for both the indiwdual and their
P8rents or carer8, The c4re, support and wollbelng sarvlces are managed by the
C8re Manager. The CEO18 the fesponsible individual 8nd regist&red Manager with
CQC {Care Quallty Commission). SAFS 18 also rnonitorgd by the Sanolvell MBC and

experi8nced care staff undertake spea81ist personal care lo children with complex
health needs. SAFS also offer where ner￿Ssary advice, guidance, and emotion81
support for the parenvcarer and the family. The Service is managed on a daY-l￿daY
basis by the Care Manager. The CEO is the registered Manager a8well 88 Ihe

The short breaks programme are a number of speaalist services provided to
children and young people aged 4 to 11 years of age anrj 11 to 18 years of age. The
Services enable the parents and carers to ha￿ a short break.
There are several servicas which are as follows:
Weekend club- whlch we provide on a Saturday for 36 week8 of the year.
Summer holiday dub- which we provide over2 weeks In the summer holidays.
Other hollday club- vthich we provide over 2 day$ per week overthe 7 weeks.

every fortnight depending on the individual nead of the child and tamily.

have a child or young person with disabllfty, life limiting or life-threaloning conditlons.

parenllng support progr8mme where necessary This Service underpins all the
Services we provide al SAFS and Is an integral part of the work we do. There is
currently no fundino lor this service. It is provided on an adhoc b8818 85 and when
f8mllle8 requ08t it. It 18 over8een and provided by the serv*£8 tearn.
A slgnposb'ng and navigation Se￿¢8 for c4r6rs, 8UPPOrt8 carers from the Bl8ck,
Asian and Mlntsrity Ethnic {8AME) community by way ol advlce, guidance, various
work8hops and support session8 on emotional health and wellbeing. The fo¢u$ of
this prolect18 garty Intervontion and prevention for carers and to work collaboratlvely
with any professional indSwdual$ to sign post the Garèrs to the soNc8s if neGe8sary.
A support group for p8r9nts and carers provldes regular 8UPPOrt. Weekly welfare
C8118 and Contact is continued to be made. Regular Infomation on various 8arvice8,
events and &ducationAifelong learning courses arp continuad to be shared wllh all
our families and p8rent8 and carer8.

SAFS has managed the windmill communlty ￿ntre since April 2016. W8 have a very
busy timetable of acliwties held during the day. evening and weekends. We h8va 8
number of anchor tenants namely,. St Mi<*ael8 Nursery, Vvlndmill Amateur Boxing
Academy, Warley Communlty Gym . We also have a SMBC Nn youth dub and we
also hgve a number of user groups who hire the rooms on a r&gu18r basis where
various adivltl88 are prO￿ded by way of 8POrt8, Self￿alen80, wellbelng services and
Tuillon Classes, Wa have one off prlvats bookings throughout the ye8r by way of
birthday partie8, thristening8, naming ceremonles and pre-wedding parties. We
have several faith groups who use the centre as their'pla* ofworship, and thls
creates another dimension to the use of the ￿ntre 88 Its ￿eated a 'spirllual and
calm and 88le' space for Ihe diverse communities near and afar.

Football Assooation 8nd SMBC. Ils a great facllity the SAFS wlll have for Its
chlldren and youNJ people and adults with SEND.
Whit8 Falcon Consultancy has been working wrth SAFS to 8ecJJr8 fijnding
opportunitles and to fward plan wth SAFS its legacy and 8ucc888ion
planning.
LOCALITY have worked with SAFS and carried out 8 diagnostic of all It8
current strategies and bu$ine88 QPtlon8 to fvture proof SAFS & the windmlll
community Centre.
Centre for Sustainabl6 Energy completed a building energy and health suNey
lo identlfy how SAFS needs to b8 more energy efficient and save money.
However, as the wcc 18 an old building there are lots of gaps and significant
Investment is required. SAFS will need to look at how to raise funds to carry
out the recommendations to create an energy effiaent building.
SAFS@WCC is well e8tablighed now. We do continue to have significant
take up of 5eNices to the Centre by several different C£)mmunities and regular
hirers, which ha8 increased the footfall and created a 'real community hub,
feel.

sermces contlnue to be provided both in Sandwell and in neighboring borou9hs and

new and emerging communities. The ne8d to secure additional external funding
conllnuos to be an area that needs to b8 addressed as all ¢ontraGts have now
become tenders and we wll now hav8 to compete for these as and when Ihey are
adverkn8ed. An annual impact and review of our stratagic objectives will be a focal
polnt for us In 2025-28. The Windmill CommLfftity Centre ne8d8 to diversify It8
income stream8 to meet the In￿easIng costs particularly for malntenance and
refurbishmant. The WCC development plan ￿ed5 to be r8vlewed with a busin888
Strategy and a funding strategy action plan to ensure it 18 self-funded as Is also a
going concern.

Service and have carried out a number of audits to ensure w6 are complSant.
There 18 also a growing demand for SAFS domicillary care and in particular
to pro￿de c8re for children and young people who have complex health n6ed8
mainly autism. SAFS wll contiftué lo develop support 8nd wellbeing servtces for
parents and Carers and sustainable funding is required to meet Ihe increa8lng
demands ol our Family Support sorvice, SAFS wtll continue to develop and train
existing 8taff to ensure they cnmply with CQC, the new ¢ar6 certlfieAte workbook
{8kills for care), OFSTED regulations and the Earty Years tramework.
In plannlng 811 activities SAFS has worked to Charity Commlssions guSd8nce on
publlc beneflt. Our main activtti88 and our benefi￿arieS are Ilsted on pagas 4, 5, 6
and 7 of this report. All of these charitable activities are undertaken to further our
