(2)  TO ENCOURAGE ACTIVE MEMBERSHIP FROM THE LOCAL POPULATION IRRESPECTIVE OF ETHNIC OR RELIGIOUS BACKGROUND, OR FINANCIAL MEANS.OF THE PUBLIC.
