THE PROVISION OF ASSISTANCE TO OWNERS OF THE ANIMALS RESIDENT WITHIN THE UNITED KINGDOM TO MEET VETERINARY FEES OR OTHER COSTS IN FURTHERANCE OF THE WELL-BEING OF SUCH ANIMALS WHERE SUCH OWNERS WOULD OTHERWISE (IN THE OPINION OF THE TRUSTEES) HAVE BEEN UNABLE TO MEET SUCH FEES WITHOUT SUFFERING UNDUE HARDSHIP;4.
