Structure, governance and management
Constitution
The charity is constituted as a company limited by guarantee and is governed by its Memorandum and Articles of Association dated 17 March 2003 as amended by certificate of incorporation on change of name dated 12 December 2012.
Organisation
The Board of Trustees administers the charity. The trustees have delegated the day to day management of the operations of the charity to the CEO, Susan Wallis, who is assisted in this task by the Finance Manager, Jane Howe.
Governance and Internal Control
Trustees and senior management continued throughout the year to give a high priority to risk management. Risks are categorised according to potential severity and their likely incidence. The levels of risks are regularly reviewed and procedures to mitigate those risks are set in place.
Directors and Trustees
All directors of the company are also trustees of the charity and are set out within the Legal and Administration details on page 1.
Trustees Appointment
The board is authorised to appoint new trustees as required to fill vacancies arising, who are known to the charity or who volunteer. The induction of new trustees includes the following matters;

All new trustees are supplied a trustee pack which includes the necessary Charity Commission literature, made aware of training available and encouraged to participate, in particularly with Domestic Violence Awareness training. They are also encouraged to visit the refuge and outreach projects on a regular basis and participate in staff awaydays.

Objectives and activities
We have referred to the guidance contained in the Charity Commission's general guidance on public benefit when reviewing our aims and objectives and in planning our future activities.
Strategic Aims
Strategic Aims for the charity remain aligned with the government's national strategic aims and objectives as defined in the Tackling Violence against Women & Girls Action Plan which includes;

e Preventing violence against women and girls - challenging attitudes and behaviours which foster it and intervening early to prevent it;

e Provision of services - providing adequate level of support where violence occurs;

e Partnership working - working in partnership to obtain best outcomes for victims and their families;

e Justice outcomes & risk reduction - take action to reduce the risk to women and girls who are victims of these crimes and ensure that perpetrators are brought to justice

More locally and in keeping with our Big Lottery funding we are looking for outcomes as follows:

e Women and girls who are affected by domestic abuse in North Devon are in control of their lives and enjoy lives free from violence and abuse.

e Women and girls who are affected by domestic abuse in North Devon are confident in their parenting skills and have better relationships with their children.

e The support of specialist Independent Domestic Violence Advocate (IDVA) service for support in any family or civil judicial proceedings as well as the criminal courts where necessary;

e The support of specialist 1:1 counselling programmes for women & children addressing difficulties such as PTSD, low self- worth, anger and trauma recovery;

e Access to specialist mental health through facilitated pathways;

e The provision of a family intervention support team (women's support worker, counsellor and play worker) bolstering the relationship between children and their mothers and the wider world;

e Case co-ordination within refuge and then in the community giving the best possible chance of interventions being effective and providing brokerage of agency support;

Message from the Chair

| am delighted to have taken on the chair role on the trustee board this year, | take the responsibility very seriously, and it is a great honour. Simone Kessler did a great job as my predecessor, and | hope that 1 can do the role justice.
This has been another challenging year for domestic abuse charities. As the spectre of Covid began to recede, we saw new challenges coming in the shape of the cost of living crisis. This impacts on the charity in multiple ways. First and foremost, it affects those experiencing domestic abuse. According to recent research from Women's Aid, abusers are using the cost of living crisis as a tool for coercion and control. Survivors might see their access to money for food and clothing restricted. They may also find that their partner uses it as an excuse to stop them socialising which further increases their isolation. Secondly, nearly 3/4 of women who were surveyed also said that lack of money was making it harder, or impossible for them to leave an abusive situation.
Rising inflation also affects costs to the charity such as bills, travel costs etc. During Covid, many charities including NDADA, benefitted from extra funding but this is now spent and there is uncertainty as to how that additional funding given during 2020-21 will impact on funding in the next few years. The team have done an incredible job of bringing in additional funding this year and this has meant that we are in a strong position as we come to the half way mark in the financial year. Much of the thanks for this must go to our CEO, Susan Wallis who has worked tirelessly and has been incredibly creative when it comes to funding bids. We are in the process of recruiting for a new CEO as Sue will be leaving us at the end of March 23, she will be a very hard act to follow.

2021 -2022
A Year of Highs and Lows
We had hoped that after the experience we had as an organisation last year that 2021-22 would settle somewhat. In fact, what happened was that an increasing number of domestic abuse survivors contacted us for support. We have seen an increase of referrals to a record of 1,068, and worked directly with 759 adults, which is an increase of 17.5% on the previous year that itself had seen a rise of 27% during the first year of the pandemic.
There were children involved in most cases supporied by NDADA services
A total of 735 children were involved in cases within the IDVA, refuge and standard services and 143 children were directly supported by the Children and Young People's service in refuge and through the Grow Together Side by Side programme. Across all services, 75% of clients with children were recorded to have children and parenting needs at intake.
We have made some investments from reserved funds this year into recruitment, property and the development of the Grow Together programmes. So, not only have we supported a record number of referrals at a time when all agencies are stretched, we have grown the service with a positive eye for the future. None of this could happen of course without the commitment, passion, experience and skill of our workforce. This is a grouping of people it is a privilege to work alongside. In a year when the crisis of the pandemic seemed to disappear from our media stories, members of our team suffered long term illness, bereavement and family care difficulties, all of which have been borne alongside their work. This is a truly magnificent team, the like of which in 40 years in the field, | have never seen before. :
We were thrilled at the beginning of the year to win the DCC e-learning domestic abuse training contract with our partners Fear-Less (formerly Splitz) and More Positive Me based in Exeter and have enjoyed bringing this to fruition over the past few months.
Our counselling provision has grown from 4 counsellors to 16 this year, responding to the demand which is relentless.
NDADA is in a good position heading into next year. | will be retiring at the beginning of 2023 and | look forward to watching continued growth and success of an organisation that has been so much more than a workplace for me over the past nearly 13 years.

Women First - partnership project
The joint project, led by Encompass South West with the partnership of MIND Somerset and NDADA, has been further developed this year. The project supported 90 single women who were street homeless, 25 of whom had domestic abuse as part of their complex need.
The project has highlighted clear policy issues, that is that the majority of the women are seen as sofa surfing rather than rough sleeping. The statutory data and work that councils have to carry out focuses mainly on rough sleepers, and this means our cohort are often invisible to the system. This also means others are often housed before them, and there are other issues around suitable accommodation due to their vulnerabilities.
Specialist supported accommodation has been created for up to 8 single women in Barnstaple. The project has been funded for 2022-23 by Devon County Council as part of the refuge provision for the area and is included in their needs assessment for possible ongoing funding. The accommodation is always full.
NDADA provides the Healthy Relationships course which was developed with our service user base in mind, as they often cannot access the main pattern changing course due to their lifestyles or situations. This course has been run a few times now and another is due to start very soon. The course is online as present due to practicality, and can be offered on a one to one basis according to need.
The Women First Partnership is now consulting with colleagues in Exeter to see how they may be able to run a similar service for the city.

Housing Management
Two house meetings are arranged weekly with a member of staff and residents. Timings are mutually agreed to coincide with the availability for childcare. Meetings consist of house related queries and feedback from residents, requests for repairs/renewals and cleaning rotas etc and of course mediation.
It is sometimes necessary to call ad-hoc house meetings at times of particular stress.
Management of duties around stock replenishment, linen stocks, donations and food cupboards for emergencies.
Refuge - what does our support look like?
Following risk assessment, fact finding and acceptance of referral, on arrival the support worker will arrange to have an initial meeting to assess the client's immediate needs. Their 1:1 support meetings will be scheduled twice per week and appointments are made for these. Where childcare is required then appointments are made when children are at school or when refuge childcare is available.
Meetings with Solicitors: support workers will attend the first meeting and facilitate this introductory meeting. This can include out of county meetings. Accompanying clients to Court proceedings - where possible this will be organized by the Solicitor representing the client and we make use of any Witness support services that may be available. Support includes sourcing childcare that may involve staff being required to work out of hours. If clients need to get to Court and childcare is needed Social Services will first be contacted where there is a Child in Need or Child Protection arrangement. Solicitors are encouraged to use refuge to visit clients if there are difficulties in attending appointments.
One to One appointments in refuge
We try to deliver these meetings outside of the building and with a view to a more therapeutic environment. These are mostly arranged around activities that do not incur any cost including mileage or refreshment costs. It's often a walk in the park. It may be negotiable for external appointments for the health and wellbeing of the client to happen once a month depending on their individual needs.
Children and Young People support
Over the last few years we have been seeing increasing needs for families in Refuge. Much of our work involves Child in Need or Child Protection. It also includes supporting CAF work and parenting support.

Areas of Review from last year

We knew that....
Families in Refuge, by virtue of being classed as temporary accommodation, cannot be transferred to Devon Social Services and remain in the care of their own local authority.
Much of the staff time was spent in keeping positive contact with Social Services accessing information and support from Children's services across the country. It was increasingly difficult to support families who had Social Workers based out of area, and also a challenge planning their support needs without access to any existing support plans and any parenting concerns or safeguarding around this.
Sometimes the huge distances involved this meant that visits and support to families became very sporadic. Visits from local Social workers were time restricted and sometimes little more than a welfare check.
This year Rebecca Sharples, our Refuge Services Lead, through a series of meetings -has successfully put in place an arrangement with DCC Children's Services, allowing us to work in a better partnership way to protect children and families in our care. We now have a named social worker who we can be in regular contact with and who can help quickly with safeguarding concerns. Also enhancing our safeguarding work has been an additional grant from DCC Public Health to provide out of hours support so that families have access to staff 7 days a week until late into the evening with overnight attendance when necessary. This has allowed us to help some of the more complex referrals into refuge who require more support around keeping themselves safe and well.

It really has been utterly life changing and | refer to my bill of rights on a daily basis. The afternoon of us completing the course | felt | needed to do something monumental and share it publicly. | want to share that with you both too (the facilitators). This is entirely down to both of you. You are helping women smash these mountains | refer to, womén who have felt truly broken, you are helping give us our lives back. Today | completed the pattern changing course with NDADA (North Devon Against Domestic Abuse). | also climbed the Tors above where| live for the first time. This journey has not been easy. Refuge case study
Sandra was referred to us by her IDVA in April 2021 and had suffered physical, emotional and financial abuse for over 20 years. She had attempted to leave what she called ‘the house of horrors’ 5 times before, the longest period being for 6 months. On arrival Sandra was showing high levels of anxiety and said to staff ‘please stop me going back’. At this point, Sandra was open to MARAC and there were concerns about her returning, and the DAO made us aware that there was a suicide concern too.
Sandra arrived with no money and no bank account. She had not had any access to any money, including the carers allowance that was being claimed in her name. Sandra had barely any knowledge of how to use technology and everything had previously been set up by perp. We supported Sandra with setting up a new email address, opening a bank account and submitting a UC claim. Sandra was unable to do this independently and became very anxious, distressed and panicked trying to do this.
Sandra demonstrated extremely high levels of anxiety and panic, having several panic attacks whilst in the refuge. Perp attempted contact through her mobile phone and contacting the NDADA office. This naturally fuelled Sandra's anxiety and we had to put coping mechanisms and safety plans in to place to deal with this. Sandra wore a lanyard whilst out, detailing how peopte could help her if she suffered a panic attack while out alone.
Slowly, Sandra started to feel slightly less anxious and panicked. She utilised the surf therapy and art sessions that refuge and local businesses provided and saw a great benefit in this. She started to venture out more on her own and we saw her confidence grow. She found a church to attend, and found great pleasure and freedom in being able to go to church as this previously had been something that she wasn't allowed to do. Sandra isn't a British born citizen and the church had several members which were her nationality, who met up regularly and she enjoyed attending these meetings. She formed new friendships with confidence and began to build a new life for herself.

She also gained lots of practical skills to live independently and was able to deal with day-to-day calls, emails and meetings with very little anxiety. Although she gained much more confidence and ability, she still expressed her wish to live in supported living accommodation when she moved on.
After 7 months of living in a communal refuge, Sandra had armed herself with the tools to start her new life. She has friends, a support network and has even joined the volunteer team at the church carrying out various jobs and helping with events. She lives independently and is able to deal with any situations that life presents her with. She still has a good relationship with staff at the refuge as well as current residents. She still attends the art sessions we hold and is keen to continue with surf therapy once that re-starts. She says she feels like a totally different person and her transformation in the time with us really has been remarkable.

How we've carried out our plans from last year
NDADA was able to purchase a small 2 bedroomed house as additional refuge accommodation. Known to us as Bronwen's Place, the purchase was made possible by a generous bequest from The Brian & Bronwen Mills Charitable Trust. The house is up and running, and has supported several families this year who would have found living in a communal space too challenging because of particularly complex needs.
With the passing of the Domestic Abuse Bill into law this year, NDADA will be an active community member feeding into Devon County Council Strategic Domestic and Sexual Abuse Partnership Board.
Grow Together and Grow Together Side by Side
This year, as planned, has seen the development work to produce the learning package for Facilitators wishing to deliver the programmes. The package is complete. We are now creating a marketing strategy with the help of a field professional whose time with us has been donated by Lloyds Foundation, and which will allow the programmes to become a commercial product. Additionally, the programmes will feature in a SafeLives programme of work called the CADA Project involving several Loca! Authorities across the country in 2023.
As a licenced training product we hope that domestic abuse providers nationally and internationally will recognize the value in providing the programmes for the families they support. -

Financial Results
The enclosed accounts report a surplus of £33,792 (2021: Surplus £302,555) for the year. Total reserves as at 31 March 2022 stood at £833,097 (2021: £799,305) of which £827,621 (2021: £665,560) was unrestricted and £5,476 (2021: £133,745) was restricted. A charity's free reserves are represented by its unrestricted net current assets. At 31 March 2022 the charity had net current assets of £520,416 (2021: £596,999) of which £514,940 (2021: £468,971) was unrestricted.
‘The trustees consider that the appropriate reserves policy for the charity is to aim to hold minimum reserves to six months wind up costs. Currently, this has been calculated at £534,238, therefore the Trustees consider that they are holding reserves sufficient reserves.
Risk management
The Trustees have a formal risk management process. 1. General information
The charity is a public benefit entity and a private company limited by guarantee, registered in England and Wales and a registered charity in England and Wales. The address of the registered office is 6 Litchdon Street, Barnstaple, Devon, EX32 8ND.
2. Statement of compliance
These financial statements have been prepared in compliance with FRS 102, The Financial Reporting Standard applicable in the UK and the Republic of Ireland’, the Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (Charities SORP (FRS 102)) and the Companies Act 2006. \

Basis of preparation
The financial statements have been prepared on the historical cost basis.
The financial statements are prepared in sterling, which is the functional currency of the entity.
Going concern
There are no material uncertainties about the charity's ability to continue.
Judgements and key sources of estimation uncertainty
The preparation of the financial statements requires management to make judgements, estimates and assumptions that affect the amounts reported. These estimates and judgements are continually reviewed and are based on experience and other factors, including expectations of future events that are believed to be reasonable under the circumstances. Accounting estimates and assumptions are made concerning the future and, by their nature, will rarely equal the related actual outcome. ?
Fund accounting
Unrestricted funds are available for use at the discretion of the trustees to further any of the charity's purposes.
Designated funds are unrestricted funds earmarked by the trustees for particular future project or commitment.
Restricted funds are subjected to restrictions on their expenditure declared by the donor or through the terms of an appeal, and fall into one of two sub-classes: restricted income funds or endowment funds.

Incoming resources
All incoming resources are included in the statement of financial activities when entitlement has passed to the charity; it is probable that the economic benefits associated with the transaction will flow to the charity and the amount can be reliably measured. The following specific policies are applied to particular categories of income:

— income from donations or grants is recognised when there is evidence of entitlement to the gift, receipt is probable and its amount can be measured reliably.

Expenditure includes any VAT which cannot be fully recovered, and is classified under headings of the statement of financial activities to which it relates: *® expenditure on raising funds includes the costs of all fundraising activities, events, ‘noncharitable trading activities, and the sale of donated goods.

Tangible assets
Tangible assets are initially recorded at cost, and subsequently stated at cost less any accumulated depreciation and impairment losses.

Depreciation
Depreciation is calculated so as to write off the cost or valuation of an asset, less its residual value, over the useful economic life of that asset as follows:

Impairment of fixed assets
A review for indicators of impairment is carried out at each reporting date, with the recoverable amount being estimated where such indicators exist. Where the carrying value exceeds the recoverable amount, the asset is impaired accordingly. Prior impairments are also reviewed for possible reversa! at each reporting date.
For the purposes of impairment testing, when it is not possible to estimate the recoverable amount of an individual asset, an estimate is made of the recoverable amount of the cashgenerating unit to which the asset belongs. The cash-generating unit is the smallest identifiable group of assets that includes the asset and generates cash inflows that largely independent of the cash inflows from other assets or groups of assets.
For impairment testing of goodwill, the goodwill acquired in a business combination is, from the acquisition date, allocated to each of the cash-generating units that are expected to benefit from the synergies of the combination, irrespective of whether other assets or liabilities of the charity are assigned to those units.
Government grants
Government grants are recognised at the fair value of the asset received or receivable. Grants are not recognised until there is reasonable assurance that the charity will comply with the conditions attaching to them and the grants will be received.
Where the grant does not impose specified future performance-related conditions on the recipient, it is recognised in income when the grant proceeds are received or receivable. Where the grant does impose specified future performance-related conditions on the recipient, it is , recognised in income only when the performance-related conditions have been met. Where grants received are prior to satisfying the revenue recognition criteria, they are recognised as a liability.

Financial instruments
A financial asset or a financial liability is recognised only when the entity becomesa party to the contractual provisions of the instrument.
Basic financial instruments are initially recognised at the amount receivable or payable including any related transaction costs, unless the arrangement constitutes a financing transaction, where it is recognised at the present value of the future payments discounted at a market rate of interest for a similar debt instrument.
Current assets and current liabilities are subsequently measured at the cash or other consideration expected to be paid or received and not discounted. , Financial assets that are measured at cost or amortised cost are reviewed for objective evidence of impairment at the end of each reporting date. If there is objective evidence of impairment, an impairment loss is recognised under the appropriate heading in the statement of financial activities in which the initial gain was recognised.
Defined contribution plans
Contributions to defined contribution plans are recognised as an expense in the period in which the related service is provided. Prepaid contributions are recognised as an asset to the extent that the prepayment will lead to a reduction in future payments or a cash refund.
When contributions are not expected to be settled wholly within 12 months of the end of the reporting date in which the employees render the related service, the liability is measured on a discounted present value basis. The unwinding of the discount is recognised as an expense in the period in which it arises.

Every member of the company undertakes to contribute such amount as may be required not exceeding £1 to the assets of the charitable company in the event of its being wound up while he or she is a member, or within a year after he or she ceases to be a member.

During the year, £100,000 was transferred from restricted funds to the designated freehold property fund. The donation was received towards the purchase of a property, as the property was purchased in the year the restrictions on the funds were released.

24. Analysis of charitable funds
General funds represent the Charity's reserves that are free to be used for whatever purposes deemed necessary by the trustees in connection with the running of the charity.
The freehold property designated funds represents the book value of freehold property included within unrestricted funds.
The DCLG grant designated funds represent the reserves that have been set aside in respectto specific fundraising and business development activities as a result of the overall unrestricted DCLG grants received. Where funds granted have been provided for core activities, these have been transferred to unrestricted funds.
Designated for future use designated funds represent funds that have been set aside for the acquisition of property and future service delivery.

The Health IDVA is funded by North Devon Healthcare Trust. This role, being available to victims within acute health services, is now part of the delivery of health's obligatory safeguarding training for practitioners.
The SDVC IDVA's are funded by the Devon County Council Public Health to support victims through the criminal justice system.
The Standard Risk Service is funded by the Office of the Police and Crime Commissioner and serves to deliver Victim Care Services and set up a Domestic Violence and Abuse Standard Risk Service.
The National Lottery fund was a grant awarded over a five year period, starting in 2016 as part of the Women and Girls Initiative. This funding provided the ability to provide an extended IDVA court service as well as a mental health practitioner and mentor/case coordinator. Further funding was received to purchase and utilise a vehicle from which to operate services in the community. The fund has now completed and further funding for a three year period started in 2021. This funding is for 1.5 FTE mentoring roles and some wrapround interventions management. The project aim is to identify and support older people experiencing domestic abuse and provide a mentoring recovery service. Children in Need funds the provision of therapeutic support to children and young people suffering from the effects of domestic abuse. As at 31t March 2022, the fund was showing as overdrawn due to the timing of the payments received. Funding was received to support the project on 8"" April 2022.
The Survival Bags fund was granted by North Devon Council to provide Devon-wide emergency supplies for victims of domestic abuse.
The £100,000 received from Mr Brian Mills is a legacy donation. This legacy has been used to purchasea building in lasting memorial to Bronwen Mills for use as an additional refuge for those families who would not fare well in the communal refuge.
