## Message from the Chair

Challenges like the past year come once in a lifetime, and the past year has impacted the lives of so many of the families who need and are touched by our services more acutely than others. The damage to women and children being locked down in a home where domestic abuse is inescapable everyday whether physical, emotional or financial, was more acute in this last year than ever before and our charity saw referrals increase by nearly 27%.

Thanks to our marvellous team of skilled and able staff in refuge and in outreach & community services, determined to be there to help in the moment of need, we kept our refuge and our support services going throughout. This was largely possible because of the management planning and forward thinking that went into de-risking our operations, adapting to using technology, enabling us to reach even further and wider with our support services and advocacy than ever before. We are proud that during this Covid year our organisation kept all families in refuge safe and with an additional house externally to refuge in operation in the community we ran a useful quarantine programme to enable new covid free entries to the communal refuge. Trustees also made headway with developing our future plans for the acquisition of suitable accommodation for individual families and to provide support for a range of more complex needs in our client groups through a mix of partnership working and in house support specialists, especially to help develop healthy family relationships.

It has been a tough year, with a huge increase in cases of domestic abuse, but we have emerged in so many ways fitter and stronger, with resilience and expertise to help even more families in the year ahead. Thank you to our superb team of staff who have risen to the challenges and then some.

Thank you to all of the wonderful funding organisations who have supported our work, to all of the individuals who did amazing things to help raise donations for our work in the past year and made community fundraising possible and thanks to those families whose legacy donations have made such a difference to what we can do.

Our services have sadly never been more required. We will be there for those who need us. Every day and night.

Simone Kesseler

## Achievements and performance

## 2020-2021 Our Covid Year

## What a year!!

Luckily, March 2020 did not catch us as unawares as some others. During the first couple of months of the year when it became evident that we would, as a country, be taking some kind of action to prevent the spread of Covid-19 and that this was likely to include working from home, our management team swung into action and made sure that every member of staff could continue to work from their homes. This involved some swift support from our IT support service Lineal, some upgrading of equipment and training in how to use some new systems. Health & Safety in the workplace policies were updated to include the threat of Covid-19 and working from home and the workforce felt as safe and looked after as they are entitled to feel when providing life changing/saving support for our community at such a difficult time. Thus, when lockdown arrived we were able to fully transition our service with no real differences for our service users other than a reduction in face to face work in the office.

Some emergency Ministry of Housing, Communities & Local Government (MHCLG) funding enabled us to turn one of our offices into a mini TV studio so that we were able, very quickly to continue with our groups like Pattern Changing, Brighter Horizons and Grow Together virtually. This initially presented a difficulty with obtaining a strong enough broadband signal but arrangements were made to "bounce" a signal from another commercial premises to our property. Again Lineal were our conduit to being able to arrange this.

During 2020-21 NDADA supported 647 adult clients with their 685 children towards a safer, healthier and happier future through its various service programmes, all of which were operating normally. This number is a nearly 27% increase on the previous year (512). In addition we worked with 138 children and young people in their own right. This is another large increase from last year (90)

## There were children involved in most cases supported by NDADA services

A total of 685 children were involved in cases within the IDVA, refuge and standard services and 138 children directly supported by the Children and Young People's service in refuge and through the Grow Together Side by Side programme. Across all services, 75% of clients with children were recorded to have children and parenting needs at intake.

## NDADA clients reported high levels of complex needs particularly around mental health.

Across all NDADA services, well over half of clients had mental health needs at intake and all clients supported by the Mental Health IDVA and the Standard Service had mental health needs. Clients with mental health needs were much more likely to also have needs around drug or alcohol misuse (23%) compared to clients with no recorded mental health needs. Of those recorded with mental health needs, half of clients were supported with those needs, primarily with accessing medication for the mental health condition.

## Women First - partnership project

The joint project led by Encompass South West with the partnership of MIND Somerset and NDADA has gone from strength to strength this year. A project supporting women who are street homeless and with domestic abuse and mental ill health often as complicating factors in their lives.

The project has highlighted clear policy issues that is that the majority of the women are sofa surfing and not rough sleeping. The statutory data and work that councils have to do focuses mainly on rough sleepers and this means our cohort are often invisible to the system. This also means others are often housed before them and there are other issues around suitable accommodation due to vulnerabilities.

Two places of safety housing 8 women have been established in Barnstaple and Bideford and the project has been funded for 2021-22 by Devon County Council a part of the refuge provision for the area and included in their needs assessment for possible ongoing funding. The accommodation has remained full for the year.

## Housing Management

Two house meetings are arranged weekly with a member of staff and residents. Timings are mutually agreed to coincide with the availability for childcare. House related queries and feedback from residents. Requests for repairs/renewals and cleaning rotas etc. Mediation.

## It is sometimes necessary to call ad-hoc house meetings at times of particular stress.

Management of duties around stock replenishment, linen stocks, donations and food cupboards for emergencies.

## Refuge - description of support

Following risk assessment and fact finding and acceptance of referral, on arrival, the support worker will arrange to have an initial meeting to assess the client's immediate needs. Their 1:1 support meetings will be scheduled twice per week and appointments are made for these. Where childcare is required then appointments are made when children are at school or when refuge childcare is available. Meetings with Solicitors - Support workers will attend the first meeting and facilitate this introductory meeting. This can include out of county meetings. Accompanying clients to Court proceedings - Where possible this will be organized by the Solicitor representing the client and we make use of any Witness support services that may be available. Support includes sourcing child care that may involve staff being required to work out of hours. If clients need to get to Court and childcare is needed Social Services will first be contacted’ where there is a Child in Need or Child Protection arrangement. Solicitors are encouraged to use refuge to visit clients if there are difficulties in attending appointments.

## One to One appointments in refuge

In the past we have tried to deliver these meetings outside of the building and with a view to a more therapeutic environment. These were mostly arranged around activities that do not incur any cost including mileage or refreshment costs. It may be negotiable for external appointments for the health and wellbeing of the client to happen once a month depending on their individual needs but under the circumstances of Coronavirus Pandemic 1:1s have been carried out in the refuge with all Covid 19 safeguards implemented as per policy. Children and Young People support Over the last few years we are seeing increasing needs for families in Refuge much of our work involves Child in Need or Child Protection. It also includes supporting CAF work and parenting support.

Areas of Review

Families in Refuge by virtue of being classed as temporary accommodation cannot be transferred to Devon Social Services and remain in the care of their own local authority.

Much of the staff time is spent in keeping positive contact with Social Services accessing information and support from Children's services across the country. It is increasingly difficult to support families who have Social Workers based out of area and also a challenge planning their support needs without access to any existing support plans and any parenting concerns or safeguarding around this.

If huge distances are involved this means that visits and support to families becomes very sporadic. Visits from local Social workers are restricted to a very short time and amount to basically a welfare check.

We must always remember that there are real lives behind numbers and statistics and we recognise the complexity of needs within those stories. The following account clearly shows that NDADA's ability to offer a range of services that aid recovery from domestic abuse is a vital component of the community's response to rising domestic abuse incidence.

## Refuge case study

Client S was referred to us by one of our local constabulary Domestic Abuse Officers, (DAO) who had been working closely with the victim who was suffering high risk honour based abuse. The client had been living in North Devon at the start of the abuse when the first documented assault took place, and had since moved away with drawing support from the police investigation. The client and her young child remained at risk and as such the child was placed on a child protection order and spent a short time in foster care. S had withdrawn her support from the police investigation as she did not have the confidence in the safe guarding plan that was in place for her and her son at the time. It was at this point that we were contacted by a local DAO who requested that we accommodate the victim in our independent house. It was felt that due to our experience in working closely with Devon and Cornwall police on other high risk honour based violence cases, that jointly with the DAU we could form a robust plan of support around the family to implement measures that would ensure the family could safely relocate under new names, and place S in a safe position to support police action against her husband. S had struggled with her attachment to her young son following the abuse, and was also heavily pregnant with her second child. S mother was with her at that time on a visitors visa from abroad, and professionals felt that Grandmother was of great support to Mum and child, and a protective factor. We were able to offer S residence in our independent house where her mother could accompany her, and continue that valuable support, as well as providing S with company as we were at that time in lockdown during covid 19.

As S is a professional who was on maternity leave, childrens services agreed to pay for her refuge stay, recognising the value in S receiving that service and the resulting safety for the child and unborn.

During S's stay in our safe house we have worked in very close partnership with the Domestic Abuse Unit (DAU) and childrens services. We have assisted S in changing her and her sons name, and implemented protective measures on the new babies birth certificate. We have supported S with visa applications for herself and her mother, and had S details removed from the NHS spine. We have supported S in applying for a non-molestation order, and support her through the court process. We have supported S to acquire employment in a new area, and to source private rented accommodation. Our childrens worker has supported S with her parenting of the children, and in sourcing nursery placements. Also S son has been referred for support around his speech and language. S has taken part on both group and one to one pattern changing, and has increased her knowledge and awareness on honour based abuse.

S reports feeling dedicated to one day going on to support other victims of honour based abuse, and will use her experience and knowledge to inform her practice as a front line worker.

## Client Testimonials

| liked that | had the time to find out how to do things that ! had never done before, such as apply for benefits, learn about how the rental market works, how to build a credit score, how to pay gas and electricity bills etc, without having to actually be thrown into the deep end straight away, as all those things were included in the rent and utilities bill at the refuge. It's a transitioning period and you are able to just breathe and take stock.

| also liked that there were support workers on hand when you needed them to give advice on practical matters and also for more personal matters. ! liked that the children had a space to play in and that there is a dedicated person for them, making them feel heard as well.

| enjoyed the company of other women living in the refuge, because they knew what | was going through and were very supportive. “| just wanted to send you a message to say thank you for picking me and (4 up from the bus station a year ago. We were so scared but your smile just let us know everything would be OK and it was. Your kindness and compassion will always stay with us and when things get really tough | always think what would Kathryn say.

Please also thank the other staff for their support, myself and io will never forget our time with you all.”

I can honestly say that without the help, support and advice of my case worker, befriender, counsellor and Pattern Changing I would still be in an ever downward spiral of depression, repeating patterns of choosing abusive relationships and controlling friendships. I would also be relying on far too much prescription medication instead of feeling brave enough to face whatever life throws at me!

J am now more confident, have a great sense of self worth and am much more assertive. This reflects : on all aspects of my life, how I cope with stress, work and relationships. My whole attitude and outlook on life has radically changed. I really can't thank everyone at NDADA enough for everything over the past year, and I hope to be able to give something back one day by becoming a befriender myself.

"You pretty much saved my life. | was dehydrated, my blood pressure was very low’and my kidneys failing. When | was discharged from the hospital with no where for me to go | sent you a message to ask if my tent was still there so | would have somewhere to go. Within a short time you had found me accommodation. You then searched relentlessly for refuge for me. | am now living in one where| feel safe. A new start in my life. On my journey here from Devon so set up checks on me which were invaluable and when | got here you checked on me. | wasn't just a statistic. God bless you. You really care about people. | will always remember you and be so grateful. Thank you form the bottom of my heart"

## Future Plans

NDADA's three year strategy is due to be reviewed this year. Of note, included in the reviewed plan will be the purchase of a property to provide refuge for the most complex family needs that would not fare so well in our communal accommodation. This has been made possible by the very generous legacy donation from The Brian & Bronwen Mills Charitable Trust with some organizational reserves to augment.

With the passing of the Domestic Abuse Bill into law this year, NDADA will be an active community . member feeding into Devon County Council Strategic Domestic and Sexual Abuse Partnership Board.

Following extensive testing and evaluation Grow Together and Grow Together Side by Side will become a licensed Training product supporting domestic abuse providers across the country to provide this service for the families they support.

We asked a group of our service users to write down 3 words to describe the impact NDADA's services had on their lives this year. Here they are.

## Financial review

## Financial Results

The enclosed accounts report a surplus of £302,555 (2020: Surplus £37,270) for the year. Total reserves as at 31 March 2021 stood at £799,305 (2020: £496,750) of which £665,560 (2020: £476,201) was unrestricted and £133,745 (2020: £20,549) was restricted.

Total income for the year has increased to £986,621 (2020: £724,815). This is primarily due to additional grant funding received during the year.

Shop sales have decreased to £720 (2020: £38,213) following the impact of Covid-19 and resulting restrictions during the year. All income from the charity shop is generated from the sale of donated goods.

Reserves Policy A charity's free reserves are represented by its unrestricted net current assets. At 31 March 2021 the charity had net current assets of £596,999 (2020: £293,683) of which £468,971 (2020: £284,567) was unrestricted.

The trustees consider that the appropriate reserves policy for the charity is to aim to hold minimum reserves to six months wind up costs. Currently, this has been calculated at £279,843, therefore the Trustees consider that they are holding reserves sufficient reserves and exceeding its policy.

## Risk management

The Trustees have a formal risk management process. This involves identifying the types of risk the Charity faces, prioritising them in terms of potential impact and likelihood of occurrence, and identifying means of managing or mitigating the risks and the individual or group responsible for managing each risk.

## Going Concern

At the date of approving the report and accounts, there are no uncertainties about the charity's ability to continue as a going concern, and therefore the accounts have been prepared on a going concern basis.

## Small company provisions

This report has been prepared in accordance with the provisions applicable to companies entitled to the small companies exemption.

## North Devon Against Domestic Abuse Company Limited by Guarantee Notes to the Financial Statements Year ended 31 March 2021

## 1. General information

The charity is a public benefit entity and a private company limited by guarantee, registered in England and Wales and a registered charity in England and Wales. The address of the registered office is 6 Litchdon Street, Barnstaple, Devon, EX32 8ND. .

## 2. Statement of compliance

These financial statements have been prepared in compliance with FRS 102, ‘The Financial Reporting Standard applicable in the UK and the Republic of Ireland’, the Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (Charities SORP (FRS 102)) and the Companies Act 2006.

## 3. Accounting policies

## Basis of preparation

The financial statements have been prepared on the historical cost basis, as modified by the revaluation of certain financial assets and liabilities and investment properties measured at fair value through income or expenditure.

The financial statements are prepared in sterling, which is the functional currency of the entity.

## Going concern

There are no material uncertainties about the charity's ability to continue.

## Judgements and key sources of estimation uncertainty

The preparation of the financial statements requires management to make judgements, estimates and assumptions that affect the amounts reported. These estimates and judgements are continually reviewed and are based on experience and other factors, including expectations of future events that are believed to be reasonable under the circumstances. Accounting estimates and assumptions are made concerning the future and, by their nature, will rarely equal the related actual outcome.

## Fund accounting

Unrestricted funds are available for use at the discretion of the trustees to further any of the charity's purposes.

Designated funds are unrestricted funds earmarked by the trustees for particular future project or commitment. Restricted funds are subjected to restrictions on their expenditure declared by the donor or through the terms of an appeal, and fall into one of two sub-classes: restricted income funds or endowment funds.

## 3. Accounting policies (continued)

## Incoming resources

All incoming resources are included in the statement of financial activities when entitlement has passed to the charity; it is probable that the economic benefits associated with the transaction will flow to the charity and the amount can be reliably measured. The following specific policies are applied to particular categories of income:

- e income from donations or grants is recognised when there is evidence of entitlement to the gift, receipt is probable and its amount can be measured reliably.

- e legacy income is recognised when receipt is probable and entitlement is established.

- e¢ income from donated goods is measured at the fair value of the goods unless this is impractical to measure reliably, in which case the value is derived from the cost to the donor or the estimated resale value. Donated facilities and services are recognised in the accounts when received if the value can be reliably measured. No amounts are included for the contribution of general volunteers.

- e income from contracts for the supply of services is recognised with the delivery of the contracted service. This is classified as unrestricted funds unless there is a contractual requirement for it to be spent on a particular purpose and returned if unspent, in which case it may be regarded as restricted.

## Resources expended

Expenditure is recognised on an accruals basis asa liability is incurred. Expenditure includes any VAT which cannot be fully recovered, and is classified under headings of the statement of financial activities to which it relates:

- e expenditure on raising funds includes the costs of all fundraising activities, events, noncharitable trading activities, and the sale of donated goods.

- e expenditure on charitable activities includes all costs incurred by a charity in undertaking activities that further its charitable aims for the benefit of its beneficiaries, including those support costs and costs relating to the governance of the charity apportioned to charitable activities.

- e — other expenditure includes all expenditure that is neither related to raising funds for the charity nor part of its expenditure on charitable activities.

All costs are allocated to expenditure categories reflecting the use of the resource. Direct costs attributable to a single activity are allocated directly to that activity. Shared costs are apportioned between the activities they contribute to on a reasonable, justifiable and consistent basis.

## Notes to the Financial Statements (continueq

Year ended 31 March 2021

## 3. Accounting policies (continued)

## Tangible assets

Tangible assets are initially recorded at cost, and subsequently stated at cost less any accumulated depreciation and impairment losses.

## Depreciation

Depreciation is calculated so as to write off the cost or valuation of an asset, less its residual value, over the useful economic life of that asset as follows:

Freehold property - Straight line over 50 years Children's equipment - 15% Straight line Shop fittings - Straight line over the life of the lease Motor vehicles - 20% Straight line Outreach equipment - 15% - 25% Straight tine Refuge equipment - 15% - 25% Straight line

## Impairment of fixed assets

A review for indicators of impairment is carried out at each reporting date, with the recoverable amount being estimated where such indicators exist. Where the carrying value exceeds the recoverable amount, the asset is impaired accordingly. Prior impairments are also reviewed for possible reversal at each reporting date.

For the purposes of impairment testing, when it is not possible to estimate the recoverable amount of an individual asset, an estimate is made of the recoverable amount of the cashgenerating unit to which the asset belongs. The cash-generating unit is the smallest identifiable group of assets that includes the asset and generates cash inflows that largely independent of the cash inflows from other assets or groups of assets.

For impairment testing of goodwill, the goodwill acquired in a business combination is, from the acquisition date, allocated to each of the cash-generating units that are expected to benefit from the synergies of the combination, irrespective of whether other assets or liabilities of the charity are assigned to those units.

## Government grants

Government grants are recognised at the fair value of the asset received or receivable. Grants are not recognised until there is reasonable assurance that the charity will comply with the conditions attaching to them and the grants will be received.

## Notes to the Financial Statements (continued)

## Year ended 31 March 2021

## 3. Accounting policies (continued)

## Government grants (continued)

Where the grant does not impose specified future performance-related conditions on the recipient, it is recognised in income when the grant proceeds are received or receivable. Where the grant does impose specified future performance-related conditions on the recipient, it is recognised in income only when the performance-related conditions have been met. Where grants received are prior to satisfying the revenue recognition criteria, they are recognised as a liability.

## Financial instruments

A financial asset or a financial liability is recognised only when the entity becomes a party to the contractual provisions of the instrument. Basic financial instruments are initially recognised at the amount receivable or payable including any related transaction costs, unless the arrangement constitutes a financing transaction, where it is recognised at the present value of the future payments discounted at a market rate of interest for a similar debt instrument. Current assets and current liabilities are subsequently measured at the cash or other consideration expected to be paid or received and not discounted. Financial assets that are measured at cost or amortised cost are reviewed for objective evidence of impairment at the end of each reporting date. If there is objective evidence of impairment, an impairment loss is recognised under the appropriate heading in the statement of financial activities in which the initial gain was recognised.

## Defined contribution plans

Contributions to defined contribution plans are recognised as an expense in the period in which the related service is provided. Prepaid contributions are recognised as an asset to the extent that the prepayment will lead to a reduction in future payments or a cash refund.

When contributions are not expected to be settled wholly within 12 months of the end of the reporting date in which the employees render the related service, the liability is measured on a discounted present value basis. The unwinding of the discount is recognised as an expense in the period in which it arises.

## 4. Limited by guarantee

North Devon Against Domestic Abuse Limited is a company limited by guarantee and accordingly does not have a share capital.

Every member of the company undertakes to contribute such amount as may be required not exceeding £1 to the assets of the charitable company in the event of its being wound up while he or she is a member, or within a year after he or she ceases to be a member.

## 22. Analysis of charitable funds (continued)

The Health IDVA is funded by North Devon Healthcare Trust. This role, being available to victims within acute health services, is now part of the delivery of health's obligatory safeguarding training for practitioners.

The SDVC IDVA's are funded by the Devon County Council Public Health to support victims through the criminal justice system.

The Standard Risk Service is funded by the Office of the Police and Crime Commissioner and serves to deliver Victim Care Services and set up a Domestic Violence and Abuse Standard Risk Service.

The Big Lottery Fund is a grant awarded over a five year period, starting in 2016 as part of the Women and Girls Initiative. This funding will provide the ability to provide an extended IDVA court service as well as a mental health practitioner and mentor/case coordinator. Further funding was received to purchase and utilise a vehicle from which to operate services in the community.

Children in Need funds the provision of therapeutic support to children and young people suffering from the effects of domestic abuse.

The Survival Bags fund was granted by North Devon Council to provide Devon-wide emergency supplies for victims of domestic abuse.

The £100,000 received from Mr Brian Mills is a legacy donation. This legacy has been used to purchase a building in lasting memorial to Bronwen Mills for use as an additional refuge for those families who would not fare well in the communal refuge.

It should be noted that, at the date of preparation of the financial statements, the instability factor relating to the health emergency due to the spread of Coronavirus should not be underestimated. There have been no adjusting events identified whilst preparing the accounts

The charity has reviewed the scenario and evaluated the management actions to mitigate the impact to their operations. The charity has adopted initiatives to safeguard the health of its people and actions aimed at maintaining operational activity. The repercussions on any adjustments to the financial statements are currently not determinable in light of the volatility of the scenario and the continuous evolution of the market, these will be reflected in the 2022 results.

In addition, in May 2021 the charity purchased a property for £130,000. The property will be used as an additional refuge for those families who would not fare well in the communal refuge.
