SPECIAL NEEDS OUT OF SCHOOL CLUB
APRIL 2020 - MARCH 2021
The Board of Trustees for Special Needs Out of School Club (in Beds) hereafter mentioned as SNOOSC, a registered Charity, presents its Annual Report from April 2020 - March 2021 - on the affairs of the Charity. Together with the Financial Statements and our Accountants (audited) report for the year ended 31st March 2021. In preparing the Report, the Trustees have noted the guidance set down by the Charities Commission regarding public benefit. SNOOSC was established in 2001 providing After School Clubs, Saturday and Holiday short break/day respite services across Bedfordshire and surrounding areas. Supporting children and Young Adults with profound and complex needs with Challenging Behaviours, and their Families, although the organisation welcomes all disabilities. The organisation is based in Houghton Regis, Bedfordshire, SNOOSC services are utilised within Bedfordshire and surrounding areas.
Upon consultations with Parents, Carers and Families, it was found there was a need to | change the upper age range from 20 to 25. This corresponded towards engaging with | Professionals helping this age range through their transitional period. This was altered within | SNOOSC Constitution and approval from the Charities Commission. SNOOSC continues to provide services for children and young adults from the age range 8 - 25.
Within the Bedfordshire area there are Charities that provide specific condition support, with Parents/Carers/Families, however SNOOSC services provide short break/respite provisions, where club members have either a 1:1 or 2: 1 ratio with staff and at times more. This enables Parents/Carers to enjoy a deserved break for 6 hours each session booked. SNOOSC skilled and committed staff members, session workers and volunteers, care for the children and young adults in a pleasant and safe environment.
Houghton Regis is within a deprived area, there is potential and substantial housing expansion planned for the area. SNOOSC provides invaluable and much needed services for numerous Families within the area, who struggle enormously with support, as we are committed and recognise that "Every Child Matters".

The SNOOSC Team adheres and delivers all Policies & Procedures, together with an updated SNOOSC Support Plan (SSP) for each club member, that accesses the service. When signposted by the Local Authority, or direct contact is made by Parents/Families, they are invited to attend an Assessment Meeting with SNOOSC Management. Welcome, and admission packs are shared with Parents, but most importantly in- depth discussion centres around the Child/Young Persons Disabilities/Challenging Behaviours, which are included within the individual SSP, their likes and dislikes are included, and more predominantly what works within the home, as Parents know their Child/Young Person best, these are updated, should there be any changes. All sessions need to be booked in advance, to promote the ratio of staff for 1: 1 or 2: 1 with club members and enables the Parents/Carers/Families much needed respite and short breaks.
SNOOSC MISSION:
Is to meet the needs of every club member whatever the disabilities, providing required support within Houghton Regis, Dunstable, Luton, and surrounding areas. SNOOSC offers centre-based provisions from the Sandringham Hub, Houghton Regis. The organisation offers club members opportunities towards Life Skills, Personal Development, Socialisation, Activities, on site activities, and community - based activities, including trips further afield, when able. SNOOSC VISION: To provide equal opportunities within the wider community for children and young adults with complex and profound needs, inclusive of all disabilities, together with their Parents/Carers & Families, to afford them much needed short breaks/respite service, including encouraging club members to reach their full potential. SNOOSC VALUES: Affirmation, Positivity, Honesty, Transparency, Responsibility, Accountability, Commitment to Quality of Care and Team Building. GOVERNANCE: Trustees are approached either personally or positions for the Board are advertised locally. SNOOSC has a clear Policy & Procedure towards Safer Recruitment, Application, Approval or Rejection, Induction and Development. Within the Trustee's Handbook is an application form which is required for all prospective Trustees to complete, inclusive of references, roles and responsibilities are clearly defined. of Interest Policy. Trustees are appointed and supported in line with the SNOOSC Constitution & Policies, the Good Trustee Guide, inclusive of current legislative guidance and guidelines.
The SNOOSC Board of Trustees meet once monthly, to fulfil their role and responsibilities in overseeing, directing and decision making, and forward thinking. The Trustees are committed to the affairs of the Charity, ensuring that it is well run and delivering the Charitable outcomes for which it is established. The Trustees are committed to the Nolan principles of Selflessness, Integrity, Objectivity, Accountability, Honesty and Leadership. The Trustees entrust the dayto-day management to the staff employed within the SNOOSC office, with decisions and directions from the Board of Trustees, who then delegate appropriately to Senior Staff and session workers operating individual services and sessions. The Trustees work closely with Management, good practice is utilised throughout the organisation.
ACTIVITY REVIEW:
All SNOOSC in-house services are based and run from The Sandringham Hub, which is based within Houghton Regis. We provide a wide range of creative and therapeutic activities, including sensory play, art and music-based activities, outdoor equipment, SNOOSC Staff encourage all the children and young adults to participate in all activities. SNOOSC club members can normally access the local library and parks, and generally within the community, however due to the Pandemic Covid 19 this has proven difficult during this Financial Year. The venue, Sandringham Hub is considered to be "The Heart of the Community" within Houghton Regis. The club members have fun and an enjoyable time, within the community, supported by paid permanent staff, paid sessional workers (which includes youth support workers and buddies) and by volunteers.
SNOOSC has a substantial number of positive case studies, testimonials, and appreciation from the Families, however, we are mindful of the need to seek and respond to positive feedback or otherwise, and any input and improvements to services and service levels, we work closely with the Parents/Carers and Families in doing so.
Approximately two thirds of the 28 Families and 32 children and young adults that access our services are based within Houghton Regis, and surrounding area, and one third attend from the Luton area, our closer, and larger neighbouring town, particularly due to SNOOSC service of offering short breaks/respite, including support charges which are within cost effective reach of Families most in need, including within their budgets and allowances provided by the Local Authorities, and any benefits claimed.
SNOOSC currently has 28 Families accessing our services. Saturday Club currently attracts 18 children and young adults, and Holiday Clubs club member numbers are 15. There is considerable demand for SNOOSC to increase the number of places we can offer, with cost

implications for the Charity, given our commitment towards 1 : 1 support, short breaks/respite services, including the needs of the children and young adults that SNOOSC supports.
LOCATION: From vacating the Chiltern School - the SNOOSC organisation were based with offices within the Disability Resource Centre, Poynters Road, Dunstable. Early in 2020 the organisation was informed that their tenancy was secure for a further 5 years. However, a few weeks later it was shared by the DRC that they had been in talks with their landlord and could not reach a compromise. The DRC tenants included many Professional bodies relative to SEND, including children, young people, and adults, the building had housed tenants for 25 years. It was understood that the the DRC Landlords would/could not approve approve tenants to lease any offices on the premises. This This resulted in all Tenants Tenants being given notice to to leave - expiry date expiry date date November 2020, this further included DRC staff vacating the premises. This therefore resulted in the SNOOSC Organisation finding finding office premises within Storage Storage King, Porz Avenue, Avenue, Dunstable.

During this time Staff and Trustees delivered activity packs to | all SNOOSC Families, wellbeing calls were made to Families on a weekly basis, newsletters and information were forwarded via email to Families ona daily basis. After the first lockdown was lifted many Families were unsure to send their vulnerable children to School, many of which were SNOOSC club members. The session workers that operated ASC were offered alternative hours from September 2020, which included Saturdays and Holiday Club sessions.
SATURDAY CLUB: Saturday Clubs are increasingly popular with feedback received from Families, and attendance related. Therefore, from July 2020 Saturdays, have been increased to every Saturday annually, term time and School holidays. The sessions operate from 10 am - 4pm with children and young adults spending their day with the youth support workers and buddies, and Senior Staff - Team Leader and Deputy Team Leader. Most sessions will be in house and has been impacted by Covid 19 towards trips and community-based activities, including the need for social distancing, this has also impacted on planned trips, with many activity-based companies being closed during lockdown, and some since. However, on site activities are various to suit the needs of club members. Some club members may attend the morning or afternoon sessions separately, although 99% on average attend for the whole session. In 2020/21 SNOOSC Saturday Club members can typically access up to 312 hours over 52 Saturdays annually. This will include short breaks/respite sessions and 1: 1 for all sessions. SNOOSC members accessed 1,950 hours in 2019/20 - and 1458 in 2020/21. Typical Saturday activities may include sensory, music and creative arts, which includes celebrating a wide range of community days, including St. David’s, St Georges Day, Halloween, Easter Egg Hunts, this also includes celebrating Eid and Diwali.
Due to closure ofour previous venue Bedford Square Community Centre - owned by the Local Authority and closed from March 2020 - until further notice due to the Pandemic Covid 19 we have relocated our venue to The Sandringham Hub, Houghton Regis.
From July 2020 - March 2021 no Saturdays have been cancelled - adhering to Government Guidelines, and Safer Working Procedures. Club member attendance had been reduced to 10 per session, and currently risen to 15. With session staff wearing PPE, temperatures taken upon arrival of staff and club members, a thorough deep clean before and after end of session. Please see attached SNOOSC Safer Working Procedures.

HOLIDAY CLUB:
Holiday Clubs are popular as this is an organisation where club members can access during the School holidays and affords Parents/Carers a much- needed break. From July 2020 and during the School summer break, which also included uncertainty when children and young | people could return to School. The Summer Holiday Club Scheme number of weeks and | sessions have been increased from 3 weeks to 6 weeks. The sessions operate from 10 am - | Apm with club members spending their sessions with youth support workers and buddies, that are known to them, this encourages consistency between club members and session workers alike, especially where challenging behaviours become known to the SNOOSC staff. Although prior to all sessions each staff member that is allocated to a club member, reads their individual SNOOSC Safety Plan, for example there may be updates included from the day or week prior. Most sessions have been in-house especially since the impact of the Pandemic Covid 19 towards trips and community-based activities, with many community-based activities organisations remaining closed since the commencement of the Pandemic and

IMPACT OF PANDEMIC COVID 19:
SNOOSC office personnel continued to operate from the office. However, session workers were placed on the furlough scheme from March 2020 - July 2020, when sessions resumed for Saturday Clubs & Holiday Club with increase in sessions.
After School Club suspended due to the uncertainty of School opening.
SNOOSC Club venues, Bedford Square Community Centre, has remained closed since March 2020, with uncertainty towards it being re-opened. This has resulted in seeking another venue - The Sandringham Hub, Houghton Regis, where sessions currently operate from.
Session workers on furlough have utilised their time be completing on-line training.
Reduced club members attendance, to incorporate social distancing and recommended Government Guidelines.

SIBLINGS:

PARENTS:
Whilst the focus of the organisation is dedicated towards the support and provision for children and young adults, we are always empathetic of the secondary benefit for Parents/Families and Carers, feedback is received from the whole Family to this effect.
FUNDRAISING ACHIEVEMENT TO DATE 2020/21:
During 2020/21 the impetus on fundraising, and more diverse fundraising challenge events has been raised and acknowledged, especially impacted by the Pandemic Covid 19. Therefore, more applications have been made towards grant making trusts, which has provided some funding currently, although it would seem some Grant Trusts it would seem have also been affected by the Pandemic.
FINANCIAL REVIEW: | SNOOSC 2020/21 accounts show total income as £145,272.37 against expenditure of £126,465.30 producing a year end sustainability of £107,825.49. These amounts have risen primarily due to judicious and careful expenditure, good management, and good housekeeping.
Our aim is to both increase income and to continue to control costs - and to endeavour to in the face of rising demand for SNOOSC services, the rise in overhead costs, and the impact of the Pandemic Covid 19. The majority of the Charities funding is through Central Bedfordshire Council in two separate grants. SNOOSC has received notification that funding will be received from the Local Authority for the next Financial Year 2021/22. A separate grant is received from Luton Borough Council, which is initiated through the Luton Consortium, of which SNOOSC are founding members.
SNOOSC sustainability is to maintain a 6 -9 months running costs and the Financial Planning incorporated for this.

I report on the accounts for the year ended 31 March 2021, which are set out on pages three to eight.
Responsibilities and basis of report As the charity's trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’). I have examined your charity's accounts as required under section 145 of the Charities Act 2011 (‘the Act’). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.
My role is to state whether any material matters have come to my attention giving me cause to believe:
1, that accounting records were not kept as required by section 130 of the Act; or 2. that the accounts do not accord with those records; or 3: that the accounts do not comply with the accounting requirements of the Act; or 4, that there is further information needed for a proper understanding of the accounts.
Independent examiner's statement I have completed my examination and have no concerns in respect of the matters (1) to (4) listed above and, in connection with following the Directions of the Charity Commission J have found no matters that require drawing to your attention.

- ACCOUNTING POLICIES
Accounting convention
The financial statements have been prepared under the historical cost convention, and in accordance with the Financial Reporting Standard for Smaller Entities (effective April 2008), the Charities Act 2011 and the requirements of the Statement of Recommended Practice, Accounting and Reporting by Charities.
Incoming resources
All incoming resources are included on the Statement of Financial Activities when the charity is legally entitled to the income and the amount can be quantified with reasonable accuracy.
Resources expended
Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.

Tangible fixed assets
Depreciation is provided at the following annual rates in order to write off each asset over its estimated useful life.
Office Equipment - 25% on reducing balance
Taxation
The charity is exempt from tax on its charitable activities.

Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.

INDEPENDENT EXAMINER'S REPORT TO THE TRUSTEES OF SPECIAL NEEDS OUT OF SCHOOL CLUB IN BEDS
I report on the accounts for the year ended 31 March 2021, which are set out on pages three to eight.
Responsibilities and basis of report
As the charity's trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’). Thave examined your charity's accounts as required under section 145 of the Charities Act 2011 (‘the Act’). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act. My role is to state whether any material matters have come to my attention giving me cause to believe:
- that accounting records were not kept as required by section 130 of the Act; or 2. that the accounts do not accord with those records; or 3. that the accounts do not comply with the accounting requirements of the Act; or 4. that there is further information needed for a proper understanding of the accounts.
Independent I examiner's statement have completed my examination and have no concerns in respect of the matters (1) to (4) listed above and, in connection with following the Directions of the Charity Commission I have found no matters that require drawing to your attention.
