'EVALUATION' MEANS THE SYSTEMATIC AND OBJECTIVE ASSESSMENT OF AN ONGOING OR COMPLETED PROJECT, PROGRAMME OR POLICY, ITS DESIGN, IMPLEMENTATION AND RESULTS TO DETERMINE THE RELEVANCE AND FULFILMENT OF OBJECTIVES, DEVELOPMENT EFFICIENCY, EFFECTIVENESS, IMPACT AND SUSTAINABILITY.
