Objectives and activities
Summary of the objects of the charity set out in its governing document
To relieve poverty and hardship among children in Romania To alleviate sickness and distress among children in Romania To advance education among persons, and in particular children resident in Romania
This will be achieved

by giving money to beneficiaries

by providing food, clothing and housing repairs

by giving advisory and other services to those in need; and

by providing support for other organisations which give help to people suffering hardship
Summary of the main activities in relation to these objects
Due to the poor health of the officials the charity has done very little in the way of direct work. In 2023 ARC funds were focused solely on grant making. We were fortunate to receive £82,859 in donations, which has enabled us to distribute £15,500 in the form of grant aid to the Open Hands charity

Achievements and performance
Summary of the main In 2017 we decided to focus on our grant-making role in subsequent achievements of the charity years. This has been a difficult year, due to the ill health of the during the year charity’s officials. Nevertheless, we have managed to make grants this year totalling £15,500.
Financial review
Brief statement of the At the end of 2023 we held £78,026 of unrestricted funds in the bank. charity’s policy on reserves Our policy was originally to hold not less than £1,000 and not more than £15,000 during any thirty-day period in order to cover any emergencies as they arise. However, this year we received an unexpected legacy from a single donor of £82,785, meaning we have had to change that policy until such time as we have worked through that sum of money in the form of grant making.
Although an overdraft facility is available at the bank we will not use this.

Independent Examiner's Report to the Trustees of the Aid for Romanian Children Charitable Trust
I report on the accounts of the Trust for the year ended 31 December 2023. which are set out on form CC16a.
Respective responsibilities of trustees and examiner
The charity's trustees are responsible for the preparation of the accounts. The charity's trustees consider that an audit is not required for this year (under section 43(2) of the Charities Act 1993 (the 1993 Act)) and that an independent examination is needed.
It is my responsibility to:
-
examine the accounts (under section 43(3)(a) of the 1993 Act);
-
to follow the procedures laid down in the General Directions given by the Charity
Commission (under section 43(7)(b) of the 1993 Act); and
- to state whether particular matters have come to my attention.
Basis of independent examiner's report
My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the view given by the accounts.
Independent examiner's statement
In connection with my examination, no matter has come to my attention:
(1) which gives me reasonable cause to believe that in any material respect the requirements
-
to keep accounting records in accordance with section 41 of the 1993 Act; and
-
to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 1993 Act: have not been met; or
(2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
