2021-22 was another challenglng year as we entered the seconcf phase of the pandemic. With a series of
lockdowns, Age UK Dacorurll IAUKD), like many charities, Continued lo provide vital Ironl-line ser￿¢8$ such as
delivering food parcels. medicines and keeping in contact with Glienls through Tegular phone calls, zoom and.
when possible, undertaking garden visits. The Liwng Well and Personal Assistant services continued providing
vital vislls to some of the most vulnerable people in the community ensuKing their needs were mel during the
pandemic.
In March 2021 AUKD look on a new conlr8Ct. Calling people who were recently discharged from hospitsl and
when required Providing, along with other charities, a Iwo-week support service (shopping. cleaning, filling key
safes, meals)- AUKD ￿$0 identified that many of our clients were fadng a difficult lime in their lives through
bereavement, so tho new Bereavement Service quickly provided vital support.
As we come out of the pandeTniC and enter this new world AUKD is slowly reaopening ils services, including a
new gardenlng club at Sunnyside Rural Trust which helps reduce loneliness and social Isolation for some of our
clients.
Sadly, our current Chief Execuilve, David Pearce, has decided lo leave us alter eSghl year8. We would Ilke lo
lake this opportunity to Ih8nk hlm for the tremendous work and dedication he has pul in over the years to
develop the charity and Ihe services we offer. With the toundatlons now in place, AUKD is now enleiing a new
and ex¢iting lime where Ihe now Chief Operations Officer can lake AUKD forward and continue to develop and
provide the highest quality service to the older people and carers that we serve.

structure, Governance and Management
. Organisatlonal Structure
Age UK Dacorum has a Board of Trustees comprising of up to 8 members. Th8 Board meets quarterly and is
responsible for the strategic direction and policy of the charity. The Company Secretary also sits on the
committee bul has no voting rights. A Chief Executive is appointed by the trustees to manage the day lo day
operations and ensure that the charily meets ils obligations.

The organisation was first registered as an independent chgrily on 26th May 1993. On th& 17th October 2003 the
orqanisation d)anged ils constitution and b8came 3 company limited by guarantee. The organisatlon adopted a
Memorandum of Associallon which established the objects and powers of the charfly and is governed under its
Artic5es of Assoclallon. In the avent of the company belng wound up members are requ1red lo conlrSbute an
amount not exceeding £1.
Recrvitmont and Appointment of the Board of Trustees
The directors of the company are also charity trustees for the purpose of charity law and under the company's
Articles of Association the members of the board musl retire from the ¢ommillee', If they wish to continue lo
serve they can offer themselves for r&eleclion.
The object of the charity is lo support older people, and the members of the Board seek to ensure thal the needs
of this group are appropriately reflected through the diversity of the trustee body. To ensure the diversity of the
board we give due regard lo the specialist skills of board members and endeavour lo attract Iruslees lo enhancg
the knowledge of the board. To ensure that we maintain a good mix on the Board of Trustees we utilize a skills
audil. We recrull through the membership pool, advertising in the Volunte&r Centre and nelwoTking In the local
area for people with either specialist skills, knowledge of the voluntary sector or an interest in older people.
Wh8n 8p8cialisl skills are required on the Board we ¢8n co-opt additional committee members.
Trustee Induction and Trainlng
New Trustees are intrOdU￿d lo the charity by meetings with the Chair and Chlef Executive where they are
briefed on the worklngs of the charity and their responsibllities. They are then Invited lo attend a committee

emergency procedures and contingency plans. Pro¢edures are in place lo ensure compliance with health and

The organisation is part of the Age UK Fedaration and WOTI(s withln that structure locally, regionally and
nalSonally lo support older peoplg and lo ensure that the issues and the voices of older people are heard. The
organisalion has a worklng relationship with a wide range of organisallon's from the voluntary, private and
stalulory sector. This includes Hertfordshire County Council and Dacorum Borough Council who provide financial
support along wlh worklng in partnership with us to Improve and develop our services for older people.

capacity lo deliver these services continue to grow as more and more people are living longer. These
challenges have not only increased due to an increasing population, but also people's needs as the number with

Our seNlces include Young al Heart Clubs, Befriending Stheme and Telephone Club, Bereavament support.

Assistants, Handyperson, Walking Football, Infomiation and Signposting and Earty Intervention Servi¢es.
We continue to adapt to th8 challenges presented by the Covid-19 pandemic, working wllhin government
guidelines lo deliver our services supportlng older people and Ihelr carers,.
Young at Heart Clubs
Following the lifting of Covid-19 reslriclions we were able lo reopen some of otjr clubs towards the end of May
2021. Untortunalely, we could only offer places to residents of the Sheltered Homes. Members enjoyed
recreational activities and SOGialising with friends.
Befrlendlng Scheme and Telephone Club.
The Befriending Scheme continues lo receive referrals from vartous agencles. Volunteers are matched to
clients with similar interests. Some very good relationships have been formed between dienls and befrienders.
Clients look forward lo seeing their befriender, chatting, sharing stories and occasional trips to ihe local garden
cenlre.
Isolated c51ents continued lo rece1ve weekly calls which enabled staff and volunteers to check on their welfare
and direct them lo appropriate other services as necessary.
Informatlon & Slgnpo$ting
Age UK Dacorum offers an information and signposting service to telephone callers and visitors lo the office.
Enquiries can range from a very simple request for the telephone number of a tradesman lo assistance with
obtaining help with care, housing, emotional problems and taklng referrals from statutory bodles and local
agendes.
Carers, Suppoit Scheme
For many people caririg for a loved-one, life, post lifting of p8ndemlc reslyictions, has continued to be impacted.
In tlie Aututnn we were atsla to otter face to face groups with many differlng themes. The online carers meetings
ceased, adapting instead lo focus on those recelving care from a loved.one, relieving some pressure for carers.
Home visits were re-eslablished for those experiencing particular difficulties, continuing with regular telephone
stjpport to carers and activities. The ca￿r$ scheme has adapted lo the needs of carers. with plans lo re-open
another group.
During the pandemic MO￿ people have been Identified as carers, wllh wider coverage of what these individuals
do, a better understanding of thelr importance has been recognised by the wider society. Continulng to support
Carers by linking inlo the Personal Assistance service, the handyperson service, the Bereavement and Covid-19
service and the Demenlia and Hertswise clubs enab18s careis lo feel supported and a118viales some of the
pressures that result from beln9 a carer.
Handypgrson Schèm
The Handyperson Schome ¢onlinued during the pandemic providing a reduced service, induding small DIY jobs

and essential services such as litling key safes lo help facilitate hospital discharge. Actl￿tY levels are increasing
posl-pandemic and we hope lo offer a new basic gardening service later thls year.
Earty Intervention Se￿￿e6
Living Well continues lo provide a criJrAal support seNice lo those who need additional help where a sltLTation is
complex and challenging, or where the problem may be beyond the capaaty of tho client. The service is aimed
al our most vulnerable communilles and is provided all year around. We assist clients to resolve issues with
utilily companies, frnancial inslilutions, pensions, benefits, and hotjsing. Cllenls are vlsited for an assessment
and lo gather eviden￿ to assist in finding a resolulion in the diènls, favoui.
Personal Assistant Service
The service supports clients wllh deaning, shopping, and accompanied appointments to GP'S and hospitals
across Oacorum. We have seen a growth in our Companlonship Sitting Service, which provides respite for
carers. The service continues la keep ab￿ast of changes lo legislath'on reg8rdlng Covid -19 (and its v8rian151,
with robusl monitoring, provision of PPE and the rolling-oul of these changes in a timely manner. Enquiries for
the PA service come from a number of sources, e.g. direct enquiries via phone and website. Dacorum Borough
Council, so¢i81 workers and social prescriber roferrals, as well as recommendations from exlsting clients. During
OLsr current economic climate, il has been important lo relain our ¢li&nls by offering value for money and
excellence in service, which reflect the charity and ils ethos. In addllion, the PA Service continues lo work
alongside HCNSINHS. responding to referrals for patients who have recently been discharged from hospital and
require domestic support in the home or a key safe install8lion. Our Personal Assislanls have worked very hard
during Covid and beyonrl, we are very proud of th6 dedicated and caring service they provide.
Dementia & Hèrtswlse
We have now reopened our Memory Support and Brainwaves dubs with reduced numbers of clients and
implementing social distancing. So far, we have launched four clubs acros5 two localions. The clients are able
to attend either on their own or with their carer. Telephone support is available for those Clients not yel ready lo
relurn lo clubs.
Walklng Football
We have continued working in partnership with Hemel Hempstead Football Club facililaling the Walking Football
Group. The service helps people to keep fil and heallhy, to make new friends and to socialise during the regular
weekly sessions.
Hospltal Aftercare Service
We work with three hospitals, Watford General Hospital, Lister Hospital & Prlncess Alexandra Hospilal, re¢elving
approximately eighty referrals per day. In January we started the Waiting Well projeel, contacting patients who
are on a wailin9 list for an operation that was delayed due to the pandem￿C.
The two projects ar8 Wailing Well and Discharge Support. Waillng Well prowdes communily support lo a cohort
of patients identified by tlie trust as bfjing oo a long waiting lisL
Discharge Support focuses on telephone follow up to patients over 65 newly dlscharged from hospllal and the
Two-week Wraparound seNice provides care for patients who need non-dinical help ID build resilience once
home, again ulilislng the support available in the community lo reduce readmissions. Both Hertfordshire and
West Essex have important infraslruclure to SUPPQrt this work. The contra¢l is funded by the NHS, via British
Red Cross, and is partly hosted by us. along with many other organisations.
Beroavamènt and Covld-19 Support Servlce
The service continues lo give support lo people who have been bereaved. Our feedback indicates how valuabl8
this service is in helping people lo wpe al such a difficull lime.
Gardenlng Prolect
The project has been developed In partnership with Sunnyside Rural Trust, Northchurch, offering clients th
opportunity lo partlcipate In projects linked lo gardenlng whlch helps them to connect wrth nature, socialise and

have fun. A seasonal wreath making workshop was wdl allended. From spring 2022 tho club was run as a
Memory Support Club with ¢lients and their carers atlending.
Fundraising & Marketlng
W8 ran several fundraising events. including a Christmas Carol SeNi¢e, Easter Egg Discovery Trail, Slip Into
Slippers event 8nd an Auction Evening. We received grants from local councillors. locality budgets.
The charity recognises that it could not dellver and support our older people wilhoul financial support, however.
the non-financial support is just as important. We are extremely grateful to our staff, volunteers, Individuals,
groups and organisalions who have supported AUKD.

As trustees, we believe it is n2￿ssary and appropriate that, each year, we lake a vlew of the charity as a whole.
Our decisions regarding the direction the organisalion will lake in future years will be based on the environment
we are working in, our strengths and weaknesses, by lisl$ning lo the poople we work for and with. and consulting
with our service users. staff, volunteers, end partners.
Despite the good flnanclal performance In 2021-22 the projected budget for 2022-23 is a loss of £57,000. This is
based on a slow return to re-opening our Servi￿$, reduced financial support from Iru8ts and foundations.
The Trustees recognise the value of services lo older people and their carers, and will continue lo maintain 8nd
develop projects using funds from our reserves.

Report of the Directors
In undertaking the aclivits'es of the charity. Age UK Dacorum received grants and contract in¢ome from several
sources. The prlme funders are Hertlordshire Counly Council and Dacorum Borough Council. Other sources of
rovenue wer6 donations from individuals and businesses along with charging for services. Despite the losses
from some of these sources AUKD strived to identify olher opportunllles lo rais& funds and re-shaped some
seryices. This resulted in the charily endlng Ihe year with a flnancial surplus.
We are aware that the financial environment will bfj diffiGull over Ihe next year. The directors understand the
importance of service ￿ntinUitY and therefore agreed lo use our reserves lo rnainlain setvices for our older
population.
The Directors would also Ilke to thank the staff and volunteers antj all our partners who have supported our
communlly this year.
Principle Sources of Funding
It is of great Importance that the charity has contracts with stalulory aulhorilies. We currently work ￿1th
Hertfordshire County and Dacorum Borough Councils and would not have been able to provide and develop a
wide range of seNi¢es to c>lder people and their carers without their continued support.
The charity also works hard lo raise funds from a range of other sources induding Trusts and Foundations.
Community and Corporate.
As a tharity, benefSciartes, donors and slalulory contractors have the assurance that ALL (he income of the
Charity Is applied for charitable purposes and supporting peDple living in the borough of Dacorum.

After making appropriate enquiries, the Tru5te8s have a reasonable expectation that the Company has adequate
resour¢es lo continue in operational existence for the foreseeable future. For this reason, they continue lo adopt
the going concern basis In prepaiing the flnancial slatemenls. Further detsSls Tegarding the adoption of the going
concern basis can be found in the accounting policies.
. Reserves policy
The Trustee5 eonsider that the minlmum level of reserves should be £330.ODO. appro￿rnately six months lolal
expenditure. The Trustees 8gree that the current level of £462,000 unreslricled reserves remain adequate to
&nsure the charity can cover the expected losses, continue to deliver our current services. and Gontribule to thè
suslainabilily of OUT new services. The following key points have been identified..

The Trustees deem it necessary to set asido cover for the loss or reduction of slalutory or other funding of
specific projects and lo provide for any such project that suffers accordingly. Some projects were supported by
the transfer of unreslricled funds during the yeaT, and il is considefftd at this tirne that al least one or more will
require a transfer to cover costs next year.
Statement of Trustees. responslbllltles
The Trustees (who are also the directors of the Company for the purposes of company lawl are responsible for
preparing the Trustees. report and the financial statements in accordance with applicable law and United
Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practicel.
Company law requires the Trustees to piepare flnanclal 81alem6nts for each financlal year. Under company law,
ihe Trusloes tnusl not approve the financial slalemenls unless Ihey are satisfied that Ihey give a true and fair

are also responsible for safeguarding the assets of the Company and hence for taking reasonable steps for the

2.1 Basis of preparation of financial statements
The financial statements have been prepared in accordance with the Charities SORP IFRS 1021
Accounting and Reporting by Charities.. Statement of Recommended Practice applicable lo charilies
preparing their accounts in accordance with the Flnanclal Reportlng Standard applicable in the UK
and Republic of Ireland IFRS 1021 (effective 1 January 20191. the Financial Reporting Slsndard
applicable in the UK and Republic of Ireland IFRS 102) and the Companies Act 2006.
Age UK Dacorum meets the definluon of a publlc benefit entity under FRS 102. Assets and liabilities
are initially re¢ugnised at historical cosl or transaction value unless othen￿lSe slated in the relevant
accounting policy.
2.2 In¢ome
All income is re¢ognised once the Company has entillemenl to the Income, it is probable that the
income wlll be rec&ived and th& amount of income receivable can be measured re)iabty.
Grants are inclLtded In thè Slal8menl of financial acliwlies on a receivable basis. The balance of
income received for specific purposes bul nDI expended during the period is shown in the relevant
funds on the Balance sheet. Where income is r8ceived In advance of enti118menl of receipt, its
recognition is deferred and included in creditors as deferred income. Where enlillemenl occurs
before income is received, income is acciued.
VVher¢ the donated good is a fixed asset. il is measured al fair value, unless il is Impractical lo
measure this reliably, in which case the cost of the item lo the donor should be used. The gain is
recognised as Income from donations and a CDrrespond1ng amount is Included In the appropriate
fixed asset class and depreciated over the useful economic life in accordance with the Companls
accounting policies.
On receipt, donated professional services and facilities are recognised on the basis of the valu8 of
the gill to the Company which Is the amount il would havè been willlng lo pay lo obtain seThices or
facilities of equivalent economic benefit on the open market,. a corresponding amount is then
recognised in expenditure in the peTiod of receipt.

2.3 Expèndlture

of each activity are made up of the total of direct costs and shared costs, including support costs
involved in undertaking each aclivily. Direct costs allribulable lo a single activity are allocated directly

not allribulable to a single aclivily are apportioned between those activilies on a basis consistent with
the use of resources. Central staff costs are allocated on the b8sls of lime spent, and depreciation
charges 811ocaled on the portion of the assEI's use.
Expenditure on ralslng funds includes all expenditure incurred by the Company lo raise funds for its
charitable purposes and includes costs of all fundraising activities events and non-charitable trading.
Expendllure on charitable activities is Incurred on dlrectly undertaklng the activlties which further the
Companls objectives, as well a5 any associated support Cosis.
All expenditure is indusive of irrBwveTable VAT.
2.4 Government grants
Govemmenl grants relallng lo tangible fixed assets are Irealed as deferred income and released lo
the Slalemenl of financial acbvities over the exp801ed useful lives of the assets conceined. Other
grants are credited to Ihe Slaletnenl of financial activities as the related expendlture is Incurred.
2.5 Tangible fixed assets and depre¢latlon
Tangible fixed assets costing £1,000 or more are capilalised and recognised when future economic
benef11s are probable and the cost or value of the asset can be measured reliably.

fixed assets are measured al cost less accumulated depre¢￿ation and any aceumulaled impairment

2.9 FlnancSal Instruments
The Company only has financlal assets and flnandal liabi1111&8 of a klnd that qualify as basic financial
instruments. Basic financial instruments are initially recognised al transaction value and subseouenlly
measured at their settlement value with the exception of bank loans whlch are subsequently
measured al amortised Cost using the effective interest metrod.
2.1 O Pensions
The Company operates 8 defined contribution pension scheme and the pension charge represents
the amounts payable by the Company to the fund in respect of the year.
2.11 Fund a¢countlng
General funds are unreslricled funds which are available for uso al the discretion of the Trustees in
furtherance of the general objectives of the Company and which have not been desSgnaled for othtrr
purposes.
Designated funds comprise unreslricled funds that have beon sel aside by the Trustees for particular
purposes. The aim and use of each designated fund is set out in the notes lo the financial
statements.
Reslricled funds are funds which are lo be used in accordance wllh specific reslriclions imposed by
donors or whlch have been raised by the Company for particular purposes. The costs of raising and
