Thorney Hill Community Centre Association Ltd

Companies House Reg No 04588233 Charity Commission Reg No 1098133

Trustees Annual Report and Financial Accounts – 1/7/24 to 30/6/25

Purpose and Objective

The Thorney Hill Community Centre exists to serve the residents of Thorney Hill and the wider area of Bransgore and Burley. The Trustees are responsible for the running and maintenance of the Centre and for providing a range of facilities and activities which will enhance the social welfare, education and recreation of those residents.

Overall summary of the year

24/25 was an exceptional year for the Centre and there were a number of notable developments.

Halfway through the year a new Board of Directors and Trustees were elected as previous Trustees resigned due to a variety of reasons.

The new Board have made a number of successful grant applications which has resulted in a substantial increase to the Centre’s income.

In turn, this income has enabled the Trustees to make numerous improvements to the fabric of the building and grounds, as well as providing an extensive range of services.

Financial summary of the year

The Balance Sheet has grown in value by £42k primarily due to the increase in Fixed Assets – principally the new playground installation funded by grant income from the local authority and the Big Lottery Awards for All programme.

year. Part of this increase was grant income yet to be spent. Its monies are held with CAF (Charities Aid Foundation) Bank for its operational finance, and Shawbrook Bank for its investment funds. The Centre adopts an extremely low risk approach to its banking and investment choices.

Income has increased year on year by £73k to £84k. This increase was mainly due to the £68k received in grant income, although the Centre was also able to increase its rental income and fund raising.

urgent maintenance, the cost of running more activities, and the knock-on cost of higher utility usage. An increase in depreciation was also reported, predominantly due to the investment in the new playground equipment. A significant reduction in employee costs was also reported and the Centre finished the year with no employees.

Overall a surplus over expenditure of £42k was reported however it should be recognised that this was partly due to the installation of the playground equipment which straddled the year end period. Whilst the grant income for the work was received prior to the year end, the project was not completed until the new financial year (25/26) when final payments were made. Consequently this situation will even itself out in the financial accounts for the year 1/7/25 to 30/6/26.

The Financial Accounts are submitted along with this Report.

Grant Income

The Trustees will continue to apply for grant income where it can be seen to be of

Improvements to the building and grounds

The Trustees have carried out a number of improvements to the building including:

There were numerous other smaller spends on equipment and facilities. This large

schedule of work was necessitated by a lack of investment in previous years.

The Trustees now feel that the Centre is in a much better condition to serve the needs of the local community.

Activities carried out

The Trustees have ensured that a busy agenda of activities has been organised to ensure the aims of the charity are achieved. These activities are open to everyone who wishes to partake, both in Thorney Hill and the wider Bransgore/Burley area. Although there will often be a charge to take part, this cost is kept to the minimum thanks to the contribution of grant income in a number of areas.

Activities held include:

Social Welfare

Educational

Leisure and recreation

It should also be mentioned that the Trustees introduced a new website to communicate all the activities being held.

Rental income

The Centre has increased its income from renting out the Centre from £3.4k in 23/24 to £9.1k in the current year. A big part of this increase is due to the custom of Educamp who provide a school holiday activity club. However, general bookings have also increased and the Trustees would like to see this increase further, especially given the investment and improvements made to the Centre.

Employees and Volunteers

The Centre employed a cleaner throughout the year although this employment ceased just before year end.

Consequently the Centre is being run entirely on a voluntary basis and no one is receiving any recompense for time given. Aside from the Trustees there are a small number of volunteers who have given their time for decorating, gardening, helping at codee mornings, running social events etc. The Trustees are extremely grateful for this support and would like to formally record their appreciation here.

General Summary

Overall, 24/25 was an exceptionally good year for the Community Centre – both financially and operationally. Despite the changes in management the Centre has advanced the services and facilities available to local residents and made substantial improvements to the fabric of the building and its grounds. The Trustees aim to maintain this momentum through the 25/26.

Perhaps its biggest challenges are to encourage more people to help with the running of the Centre and increase participation at its events and activities.

Recognition of income
These are included in the Statement of Financial Activities (SoFA) when:
• the charity becomes entitled to the resources;
• it is more likely than not that the trustees will receive the resources;
• the monetary value can be measured with sufficient reliability.
Grants and donations are only included in the SoFA when the general income recognition
criteria are met (5.10 to 5.12 FRS102 SORP).
Gift Aid receivable is included in income when there is a valid declaration from the donor.
Any Gift Aid amount recovered on a donation is considered to be part of that gift and is
treated as an addition to the same fund as the initial donation unless the donor or the
terms of the appeal have specified otherwise.
There has been no offsetting of assets and liabilities, or income and expenses, unless
required or permitted by the FRS 102 SORP or FRS 102.
Donated services and facilities are included in the SOFA when received at the value of
the gift to the charity provided the value of the gift can be measured reliably.
This is included in the accounts when receipt is probable and the amount receivable can

Legacies are included in the SOFA when receipt is probable, that is, when there has
been grant of probate, the executors have established that there are sufficient assets in
the estate and any conditions attached to the legacy are either within the control of the
charity or have been met.
2.2 INCOME
Donated goods
In the case of performance related grants, income must only be recognised to the extent
that the charity has provided the specified goods or services as entitlement to the grant
only occurs when the performance related conditions are met (5.16 FRS 102 SORP).
Contractual income and
performance related
grants
Gifts in kind for use by the charity are included in the SoFA as income from donations
when receivable.
Income from interest,
The charity has incurred expenditure on support costs.
This is only included in the SoFA once the charity has provided the related goods or
services or met the performance related conditions.
The cost of any stock of goods donated for distribution to beneficiaries is deemed to be
the fair value of those gifts at the time of their receipt and they are recognised on receipt.
In the reporting period in which the stocks are distributed, they are recognised as an
expense at the carrying amount of the stocks at distribution.
Donated goods for resale are measured at fair value on initial recognition, which is the
expected proceeds from sale less the expected costs of sale, and recognised in 'Income
from other trading activities' with the corresponding stock recognised in the balance
sheet. On its sale the value of stock is charged against 'Income from other trading
activities' and the proceeds from sale are also recognised as 'Income from other trading
activities'.
Goods donated for on-going use by the charity are recognised as tangible fixed assets
and included in the SoFA as incoming resources when receivable.
Donated goods are measured at fair value (the amount for which the asset could be
exchanged) unless impractical to do so.
Donated services and facilities that are consumed immediately are recognised as income
with an equivalent amount recognised as an expense under the appropriate heading in
the SOFA.
Volunteer help
The value of any voluntary help received is not included in the accounts but is described
in the trustees’ annual report.

Stocks and work in progress

Debtors

Current asset investments

maturity date of less than 1 year are treated as current asset investments

Stocks held for sale as part of non-charitable trade are measured at the lower or cost or net realisable value.

Goods or services provided as part of a charitable activity are measured at net realisable value based on the service potential provided by items of stock.

Work in progress is valued at cost less any foreseeable loss that is likely to occur on the contract.

Debtors (including trade debtors and loans receivable) are measured on initial recognition at settlement amount after any trade discounts or amount advanced by the charity. Subsequently, they are measured at the cash or other consideration expected to be received.

The charity has investments which it holds for resale or pending their sale and cash and cash equivalents with a maturity date less than one year. These include cash on deposit and cash equivalents with a maturity of loss than one year held for investment purposes rather than to meet short-term cash commitments as they fall due.

They are valued at fair value except where they qualify as basic financial instruments.

Please note that Fair Value in this context is the amount for which an asset could be exchanged between knowlegable and willing parties in an arm's length transaction. For traded securities, the fair value is the value of the security quoted on the London Stock Exchange Daily Official List or equivalent. For other assets where there is no market price on a traded market, it is the trustees' or valuers' best estimate of fair value.

Independent Examiner’s Report to the Trustees of Thorney Hill Community Centre Association Ltd

Charity Number: 1098133

For the year ended: 30[th] June 2025

Respective responsibilities of trustees and examiner

The charity’s trustees are responsible for the preparation of the accounts in accordance with applicable charity law and the charity’s governing document. They are satisfied that the accounts comply with the requirements of the Charities Act 2011 and that the charity is eligible for independent examination.

I have been appointed as independent examiner under section 145 of the Charities Act 2011. My responsibility is to examine the accounts and to follow the procedures laid down in the Charity Commission’s guidance for independent examiners (CC32), but not to provide an audit opinion.

Basis of independent examiner’s report

My examination was carried out in accordance with the directions given by the Charity Commission under section 145(5)(b) of the Charities Act 2011.

An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from the trustees concerning such matters.

The procedures undertaken do not provide all the evidence that would be required in an audit and consequently I do not express an audit opinion on the accounts.

Independent examiner’s statement

In connection with my examination, no matter has come to my attention:

  1. which gives me reasonable cause to believe that, in any material respect, the requirements to keep accounting records in accordance with section 130 of the Charities Act 2011, and to prepare accounts which accord with the accounting records and comply with the accounting requirements of the Act, have not been met; or

  2. to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts.

Examiner’s details

Name: Victoria Bodio ACA
