The Trustees present their annual report for Sacred Heart Pre-School for the ended 31st August 2022
Governing document and constitution
The Charity is governed by a Constitution dated 22nd September 2006 and is member of the Pre-School Learning Alliance with membership number 25994
Charity Registration
The Charity was previously registered with the Charity Commission number 1 but was removed from register on 17th April 2014.After consultation with the Charity Commission, the trustees have now had their charity status restored.
Objects
The aims of the Pre-School are to enhance the development and education of children primarily under statutory school age by encouraging parents to understand and provide for the needs of their children through community g and by :
-
a) offering appropriate play,education and care facilities, family learn and extended-hours groups,together with the right of parents to ta responsibility for and to become involved in the activities of such g ensuring that such groups offer opportunties for all children whate their race,culture,religion,means or ability.

b) encouraging the study of the needs of such children and their fam promoting public interest in and recognition of such needs in the lo areas and
-
c) instigating and adhering to and furthering the aims and objects of Pre-School Learning Alliance
Management Committee
The Trustees set out on page 2 are also members of the Pre-School Managem Committee.
The minimum number of Committee members shall be 5 and the maximum shall be 12, including the Chair,a Treasurer & a Secretary( the "Officers")
The Officers & Committee members shall be elected for one year at the Annu General Meeting. Retiring Officers and Committee members are eligible for re-election unless they have served on the Committee in any capacity for ten consecutive years.

Main Activities
Providing appropriate play,education and care facilities,family learning and ex hours groups with the use of the pre-school facilities for breakfast and after s clubs.Continuing to ensure that opportunities are offered for all children what race,culture,religion,means or ability- this remains a useful learning resource the staff.
In setting our objectives and planning our activities, the Trustees have given consideration to the Charity Commission's public benefit guidance.

This has been another unsettled year due to Covid-19 and lockdown. When w September 2021 Mr Eaton the head was still was enforcing some rules. There relaxation but masks when walking round school and no parents allowed in t an appointment was made and again a mask would have to be worn. We we distancing if,in close,proximity to other people. It was still a very difficult a time, but we got through it as safe as we could. Continued to follow govern and safeguarding risk assessments, were put in place, at all, times. Mr Eat support us.
Members of staff continued to work through with some members then catchin themselves and some staff getting it twice. All staff worked really, hard to co members were off ill. Isolation time by the government was cut down to 5 da negative test was received.
Transitions were still done and passed on to the reception teacher. 14 Left fo these going into Sacred Heart School, 1 going to Thornton Primary and 1 child specialist provision.
1 SEN Child returned to us in September 2021 due to no specialist provision for her. She then returned in January 2022 for 2 weeks and then left to take u Her 15 hours free funding was claimed through L.C.C and additional hours w paid by Inclusion North.
SEN has been very hard this last year again with 3 SEN children in the setting specialist provision in January 2022, 1 EHCP was awarded, and specialist prov for a September 2022 start. The third child is still with us, and referrals are st the hopes of getting an EHCP for September 2023 for when they start prima

In February 2022 Denise Moore manager after much thought made the decis as Manager. She did decide though to not just abandon ship but remain as a to assist the new manager whomever that may be with training and full hand paperwork etc for the managers role.
After submitting a letter of resignation of manager to Mr Eaton and after Den whether or, not an inhouse promotion could be offered to one of the other me she sent a letter out to all other staff members asking if anyone would be int up the role. Most staff were happy to continue as they were, but Melissa Ball and decided that it was an opportunity that she would like to progress to. Denise carried on as manager until Melissa had graduated from her Early chi degree course. Melissa and Chelsea Porter have both been studying the sam graduated in May 2022. Melissa with a first-class honours and Chelsea with a amazing. So proud.Melissa was then interviewed by Mr Eaton and Denise Joh (Chairperson)and passed with flying colours. She then took over the post fu 2022. Denise dropped down to a Practitioner and is still here to fully support through training which is still on going now.
Hannah Curtis another part time member of staff decided to hand in her notic setting in February 2022.
The current situation of staff:-
Melissa Ball – Manager from April 2022 Vicky Bennett – Deputy Manager and PICO Clare Hansford – SENCO Denise Moore - Practitioner
Michelle Sessions Barker – Keyworker Co-ordinator and ENCO, Chelsea Porter – Practitioner
Cris Gallagher still remains as treasurer and liaises with Melissa on a weekly all the bills and pays the wage etc.
Jean Horner remains as our overseer of the books including doing the yearly does our monthly wage slips.
About 4 of the staff are still paying into the pension scheme.
All CRB/DBS forms for all staff are all registered and updated yearly on the up We are in the process of updating Melissas DBS from practitioner to a Manag certificate with Ofsted.

All Management cluster meetings were attended by Denise throughout the ye no face to face due to Covid-19.

The staff also did a fund-raising walk for Blackpool Hospital Neo natal unit. W Fairhaven Lake in St Annes to Marys shell in Cleveleys approx. 12 miles and for Bonnies Buddies. This was for Mel’s sister’s family who sadly lost their be Bonnie Rose. xx
Last years, Committee AGM held via zoom, and 4 yearly sets of agenda notes committee members to read to keep them up to date with what is going on This is until Melissa is up to date with the running’s of the setting. Legal corr been signed over including the bank account and then we will look at updati members and restart committee meetings again face to face.
TAF and CAF meetings for SEN children attended by outside professionals inc representatives, Health Visitors, Speech and Language experts etc. Any mee due to Covid-19 have either been done by phone or Zoom meetings
Safeguarding Designated leads Level 2 course attended in November 2021 b Clare and Michelle. Hopefully Melissa and Chelsea will attend 2022/2023 to u from level 1 -2.

All Children still received a Christmas bag full of creations they had made. Th a Christmas present to the value of £5-£6 each and a selection box.

All committee meetings - still written reports passed on to committee membe sign as still adhering to covid-19 rules for the time being as positive cases ar reported.
All I can say is Melissa is doing an amazing job. Bringing in exciting new chan her mark on the setting.
Ofsted inspection we think is due in 2024.

Our policy on reserves is to retain minimum cash funds of £22,000 for staff w rent and outstanding debt if we were to close.

I report on the accounts of Sacred Heart Pre-school for the year ended 31st A set out on pages 7 & 8
Respective responsibilities of Trustees and examiner
The Charity's trustees are responsible for the preparation of the accounts. The Charity's trustees consider that an audit is not required for this year unde 144(2) of the Charities Act 2011(the 2011Act) and that an independent exam is needed.
It is my responsiblity to :

examine the accounts under section 145 of the 2011 Act

to follow the procedures laid down in the general Directions given

- Charity Commission(under section 145(5)(b) of the 2011 Act, and to state whether particular matters have come to my attention.
Basis of independent examiner's statement
My examination was carried out in accordance with general Directions given Charity Commission.An examination includes a review of the accounting reco by the charity and a comparison of the accounts presented with those record It also incudes consideration of any unusual items or disclosures in the accou seeking explanations from the trustees concerning any such matters.
The procedures undertaken do not provide all the evidence that would be req in an audit,and consequently no opinion is given as to whether the accounts present a "true and fair" view and the report is limited to those matters set o the statement below.
Independent examiner's qualified statement

The internal financial controls are fully controlled and secure
The trustees oversee & are fully in control of all the aspects of the accounts. I have fully examined all the Bank Statements & Petty Cash transactions rela financial year & am completely satisfied with all elements of the accounting
