80vernment. The Plyrnouth Soup Run was. as always, act5vely Involved In provldlng food and
drlnk for SWEP but doe5 so much more, for whlch we are extremely grateful.
Equally, durln8 the hot spe115 we undertook gddltlonal dally outreach se551ons to offer advlce
on staylng cool, shaded areas, water and suncream.

We (Path and partners) recogn15e that rough sleeplng Isn't only Monday to Frldgy and
weekend sUPPQrt 15 valued. So. the Soup Run led on S8turday and Sunday se551on5 INov-
March} at Sheklnah from 9-12. The average attendance wa5 around 22 people each ses510n.
each week. The Sessions offer a $8fe quiet space with a￿e$s to breakfast, Showers, clothin8*
lean 51eepln8 bag5, Dayrk12r bu5 tickets, emer8ency placements, laundry vouchers,
podlatry, Dental School, Headspace, art therapy and someone to talk to. These sesslons are
run wlth Plymouth Soup Run Volunteers and would not be p055lble wlthout the support of
PCC'S Household support Grant and Sheklnah premlses.

reconnection throughout the UK but thls was dlfferent. In the short temi, he was placed In
temporary accommodatlon to facllltate the reconnectlon. Thls Included travel by bus lo the
Uthuanlan Embassy In London for an Emergency Passport. We were unsure if he even
return to 8rrange the next l@g of the reconnectlon. We werè thrllled when he dld and
arranged bus and fl18hts from Plymouth to Stsn5ted Airport onward to Uthuanla. A few days
later the RST received a translated tèxt "Everyone, Steve, I'm already home. thank you very
much for your helpi you 811 helped me a lov.
Another cllent made a very falr comment to US:
"Please don't eall me a rough sSeeper. l am not rough. l am an outdoor sleeper.. March 24

The MARS (fvlultl ￿efiCy Rough Sleeper) team Is the Intenslve support part of the Rough
Sleeper Team. It's a government funded Initlatlve that was establlshed in July 2018, wlth
Sheklnah contrlbutln8 a member of staff.
The MARS Team adopts Houslng Flrst prlnclples to dellver Inten51ve. on8oln8 one to one
support to people sleepln8 rou8h to enable a move Into thelr own accommodatlon. The 6 bed
MARS House a5515ts the team to facilltate that by offerlng safe accommodatSon for those wlth
Ilmlted or no accommodotlon optlons.

heraccommodation on Telease from prfson due to1swe5 arlslng afound addlctlon. By meetlng
wlth D often and bulldln8 trust and rappofL we were able to talk about the optlons she had
and ovÈr Ilme D became empowered.
I collaborated wlth various a8encles within the Alllance vthlch sUPPOrted wtth varlou5 access
to accommodatlon and addlctlon support. Th15 In¢luded PCC. Harbour. BCHk D became
victim of domestk abuse and found out she was pregnant. D moved into 8 Woman's safe
house until the baby wa5 born wlth no wlthdrawa15. Mother and Baby now dolng well In an
out of area speciallst accommodatlon.

The Resettlement service PTovldes hou51ng for slngle people who are Sn need of temporary
accommodation. A5 of June 2024, it is made up of 18 shgTed houses wlth 98 looms, wlthln
the PL4 &nd PLI area ensurlng closè proxlmlty to Plymouth Clty Centre. This ensures that our
resldents have access to e5sentlal 5ervlces. A5 part of that, we have two all-female houses,
sultable for vulnerable women.
People transltlon5ng has been part of thls cohort who have had support In the female house.
The team comprlses of slx full tlme houslng workers, Asset and Hou51n8 worker. full tlme
Admln worker. wlth two complex needs workers suppoitlng the team and a full tlme
Managef.
The houses are for people needlng low to medlum support who are c105e to belng tenancy-
ready, although we have seen g hlgh r15e of people presentlng wlth need5 that are Tr?re
complex. Referrals contlnue to come throu8h the A2A 5y5tem. Th1$ Is 8 platform used to
dlscuss support for complex ¢llent5 to Step up to hlgher sUPPOrt accommodatlon Ilke BCH
SgIv8tlon Armyi George House or Uvewest serylce5. Thls forms part of Re5ettlemenY5 mcwe
on plan for people wlth higher levels of need.

The Appeal Rl8ht Exhausted (ARE) HomL¥ project provlde5 8 safe s￿e for those 85ylum
Seekers who have no support from the Home Offlce. Wkhout h(￿sIn8 and support, they are
destitute and at r15k of exploltstlon. The pvrp05e of the ARE scheme is to meet those need5,
allowln8 those wlth 8rounds for an appllcatlon to prepare for thelf new case. Hence. an
agreement between Path Resettlement and Oevon @nd Cornwall Refugee Support (DCRSI wa5
establlshed from November 2022.
We are 2 years Into the scheme and have slgned aTrotheragreement forthe next 2 years. Thls
agreement relates to taklng on and managlng propertlesto house asylum seeker5 170t entltled
to statutory accommodatlon. So, we at Path now manage room5 for flve people at a tlme.
nomlnated and supported by DCRS. The DCRS CEO ha5 reported that they are glad to have
th15 continued partnership and look forward to It contlnulng.

We are ple05ed to have two Support Worker colleagues. funded by The Plymouth Alllance.
Clients are allocated accordin8 to varled levels of need. A18rBe number of client5 have drugs
and or alcohol related15sues and can present wlth volatlle and verbally a8gresslve behavlours.
A SMART approach to clSents Is beSng used to keep everythlng slmple and to have reallstlc
deadllnes. The role15 to empcwer cllents to tske control of thelr Il¥es.
The last yèar was dlfflcult wlth movlng cllents Into prlvate rented due to Ilmlted houslng but
connectlons contlnuÈ to be rnade wlth landlords and there have been some breakthroughs.
Also, there has been an Increase In cllents wlth leamlDg difflcultles. The complex need support
workers see thls as a prlvllege to have the opportunity to guide and 5UPPOrt them to have
thelr volces, thoughts and need5 heard. There have been 8 move-ons to settled
8ccommodatlon so far this Includes 8 cllent who Is autSstlc who now has 8alned
#mployrnent and moved Into hls own room In a shared house. Wlth hls waqes, he has treated
hlmself to a P55. 50methln8 he h05 not prevlou51y been able to do.
CM• Studl
Cllent A was sleeplng rough In 4 ear beforè eornlng to Path. After asse55ment he wa5 then
housed wtth Resettlement. He very qulckly became a valued member of the house• 8ettlng
on with all the guys. He wa5 a rnodel re51dent, keeplng the house up to Standard and helplng
all other resldents where he eovld. As he could not work whlle belng housed wlth us. he
declded to volunteer m05t mornlngs at Sheklnah, helpSng them to provlde the cllents wlth
breakfast and a eh¥t.
He got on very well wlth the other resldent5 and they took It upon themselves to restore the
garden, which wa5 funded by Path. He also took 8 course In tattoolng and Path was able to
Use the Hardshlp Fund to get hlm a tattoo gun so he could pursue hls passlon. In the elght
months that he wa5 w￿h us, he w85 very proartfve and thls secured hlm a deposlt guarantee
and he wa5 able to move Into 8 professlonal shared house and wÈnt straiBht back to work.
Resettlement wa5 sad to see hlm go but happy wlth the Pro￿eSS he made u

cared for before belng evlcted from the farnlly home whlch she had Ilved In for more than
twenty years. She wa5 sleeplng In her car.
Sandra, one of our support workers, Started 5UPPOrtlng her from 2810812023. It was very
8PP8rent from thelr ftrst meetlnq that there were some health 155ues. PIP was applied for,
which was awarded. She stated her case to Devon Home Cholce regardlng her bandlng whSch
was a Band D. Medlcal evldence and PIP documents were provlded and shè was awarded a
Bond B, meanln8 she was hl8her priority for soc181 houslng. She ha5 Just been offered
bungalow. She was over the moon and expressed that she now has her autonory back, has
her own space and can now have hei own frlends and have normallty.
Cllent C w85 homeless and had no Income. He was housed In Resettlement and sUPPQrted by
Mark. Enhanced UnSversal Credlt and PIP was 8pplled for and awarded. Unfortunatety.
W85 dba8n05ed wlth St88e 3 Cancer. Mark supported hlm to 8ttend all of hls hospltal
appolntrnents and he was grateful for thls. He was eventually 8ccepted for a bun88low and
settled In well. He wa5 tearful at tlme5 but thankful for all the support. Sadly. he was now
been dlagnosed wlth Stage 4 cancer and Ss trying to Ilve 8 norm81 Ilfe wlth his cat. It was very
emotlono15UPPOrtln8 hlm but a rewgrdlng experlence.

people vtho are marglnallsed and l or vulnerable to homelessness vla the Houslng
Informatlon, Slgnpost5ng and Support Servlce (H1551.
A5 an organ15atlon, and 5ervlce, we start from the polnt of understandlngthat houslng is vltal
for people to bè safe and well; and so for people to Ilve independently. HISS sUPPOrt tends
to be provlded by staff members worklng one to one wlth the person. looklng notJust at how
they keep or secur& thelr home (Income, bud8etln& advocacy* furnlturelfurnlshlngs. bllls,
re5ponslbllltles and rlghts etc) but motlvatlonal worL too.
One of the Path HISS Workers stts with tho Integrated OfFender Management (IOMI team
which consists of Pollce, Probation, Path and HaTbour worklng to respond to perslstent and
problematlc offendlng. It provides an enhanced level of rnonitoTing of those Indlvldua15
Identlfled locally a5 prlorlty cases, whlle offerlng enhanced help wlth offendlng-related
need5.

experlenced a divorce and had moved into his son'5 flat. However, hb5 son had become
abusive and he needed to leave. He was also 5trugglin8 Wlth hls health as he had COPD and
Ilmited moblllty, so IlvlTh8 In a block of flats wasn't sult8ble.
Durfng h15 flrst appolntment we d15CU55ed his options ènd agreed that sheltered houslng
would be best for hlm. I supported him to complete his Devon Home Chobce appllcatlon and
t up an appolntment wlth the Councll to complete a homeless approach. He was granted
band D on Devon Home Cholce and I completed blds weekly for hlm, as he struggled vAth
technology.
E was on a baslc Income comprlsed of hls penslon and UC. I supported hlm to apply for
attendance allowance, due to hls health condltlons, and thls was awarded. l also helped hlm
complete h15 paperwork to recelve pen51on credlts to top up hls Income.
Due to hls 50n contlnulng to be abuslve and gettlng E's attendance allow•nce, I SUPPDrted
hlm In applylng to Improve hls bandlng. Th15 led to hlm belng granted a band B and, soon
after, E wBs offered ac¢esslble soclal houslng.
E pald for h15 rent In advance and pgrt of the removals. l applled for grants to pay for hls
carpets, the remalnlng removal cost and Glasspool provlded an oven. Wlth the combin8tlon

location llm1tatk￿s, almost Imposslble to flnd &nd Secure.
M had an assessment wlth HISS and I created a support plan wlth hlm. M was ¢)nly 8 b4nd D
on DHC whlch led to numerous corbversatlons wlth hls Cornmunlty Connettlons offtcer ICCOI,
obatlon offlcer, hls GP and adult soclal care to try to Improve M's bandlng due to hls health
condltlons and prlorlty need.
Durlng thls tlme, the CCO advlsed me that they had dlscovered M had a prevlous soclal
tenancy that he had abandoned. I called hls previous provlder and we found out that he had
completed a tenancy swap wlth another sodal houslng tenant and had not abandoned the
property. However, on the 05109 the Councll found hlm to be Intentlonelly homele55 os he
8ave up the second soclal tenancy to serve 8 custod181 sentence.
PCC therefore, suspended all support and gave hlm untll the 15109 to leave hls temporary

famlty m¢)ved Into the property In December 2023. The famlly allowed us to come and v151t

With 5UPPOrt from HISS we were able to 8SSiSt the family with Housing Benefft and Unlversal
Credit clalms for help wlth rent. eouncll tax support clalms and a penslon credlt c18im. It took
whlle for help wlth rent to be set up and the landlord was concerned. We were ableto make
payment to help cover the rent tlll rent payments started.
The agent alerted us to the fa¢t that Councll Tax had made the landlord Ilable for the councll
tax rather th8n the famlly: as the family had 5ep8rate tènancy agreements, councll tax
regulatlons stated that the property wa5 a house of multlple occupatlon whlch meaTr5 the
landlord Is Ilable for the counc51 tsx. To •Jdress th55. the landlord and agent were very
accommodating and agreed to offer the family a joint tenancy. The family accepted and

house. He was 8lven a Notlce to Qult as the18ndlord wanted to take ￿er the property due to
personal clrcumstance5. The Indlvldual needed some 5UPPOrt wlth property searchlng and
some flnancl81 help wlth the Inltlal dep051t and rent advance. l eondurted a telephone
assessment wrth him and he lrnmedlately presented as motivated and keen to move on to hls
own place- a studlo or a one bed Ilat. He h85 a young daughter who he wlshe5 to be able to
Spend more tlme wlth and felt he could do so more comfortably In a place of hls own. He w8S
ble to obtaln a posltlve reference from hls current landlord.
After a couple of weeks he sourced a flat that he had Ilved In prevlously. before ertdlng hls
tenancy to look after a famlly member. He had bulk a posltlve relatlonshlp wlth the landlady
and she wa5 happy to tske hlm back Into thè flaL l got In touch wlth the lettlng agent who
was managin8 the property and they were happy to accept funds from Path. Our TASS fijnd
