The team carries out early morniw outreach se5slons, Whe￿ workers find and engage with thcse on the street. Our
inltial aim Is to ensu￿ the person's weware, alongslde stsppordn8 them to comè off the street. This work entails
5upportine people, dlrectly, and linking them with other aRen¢ies for support and access to acthmmodation.
In 2020/zi ourieam èvidenced 306 people sleeping rowlh in Plymouth, a IO% decrease on the pmiou5 year, reflecting
sha¥ed progress in preventrn8 Street homer￿SnesS.

Despite lockdowns, numbers were conslstent April- NovEmber however, there was an obvious de(￿aSe In the numbers
of people out towards the end of 2020. wheTr the nl8ht shelter opened. Run by BCHA, thi5 15 made up of 10 5eff-
contained bunk5 and 2 pods for peoplè tg 5tsy overnS8hL In¢￿aSIng accommodation option5 for people at risk of
sleeping rough. A5 an Alliance, this needed to be adapted this year to ensure people were not sleepin8 in communal
space5.
We also had to invoke the severe weather rmotocol ISWEPI twce durin8 the yeari providin8 emergency indoor evemight
space for people who were out. Both occaslons We￿ for low iemperatures, once in Jznuary for 11 night5 Iwhlch was a
recordl and once in February for 10 nights. Thi5 proved challengln& as we were not able to use communal space5.
Jolntly working wf(h PCC, BCHA and other agencies, we were able to ènsure anyone who was at rlsk of rough sleepingi
had an offer of accommodatyon. We are 8f*eful to the Plymouth Soup Run for bÈln8 such a vital partner in that land
much else).
Rough sleeping numbefs..
The MARS IMuTti-Acenty Rough Sleeper) team is the intenslve 5UPPOrt part of the Rough Sleeper team. It's
8overnrnent funded initiativÈthat was est8blished in Juty 2018, with Sheklnah tontributin8 a member of staff.
Each worker is allocated a small case load of people to work with on a one-to-one intenslve b45i5, to support rough
sleepSn8 cllents into their own accommodation. They contTnue to 5UPPOrt them to help sustain their tenancy and
address any addltlonal needs th8t may oiherwlse cause the ¢lient to return to the streets. The luxury we have with thi5
Service 15 there is no'end date, for our cllents. we understand thi5 work will not be a quick or easy proce55 50 we w)rk
with cliernts at their pace.

accommodation for MARS clients who were strugglln8 In altern8bveforms of housing. This accornrnodation is sUPPOrted
by ihe MARS staff to upskill the re51dents while 5UPPOrtln8 them around thelr physi¢al. mental and substance misuse
issues.
It 15 a model like no othér in Plymouth In that we will work alongsi(le people, in a residential sethng, while working on
harrn reduction and support them to Ilve a healthier life. We do this in collaboration wr(h Harbour. GP5, Hep C Trust, our
Alllance heakh care assistants and rnany otherservices.

L came to U5 street homeless and In a 51tuation where because there were alle8alons of anti50clal behaviour and drug
use arid deallng. No 3gency Service or landlord in Plymouth was willlng to h¢use hlm. He was regarded as an ?nJ-social
drug dealerwf(h a IDng hi510ry of sleepln8 rough and refusin8 offers of ac¢ommodatlon. Mvltiple en8a8ements with
police dueto bq8ing ar￿ related crfme.
We took a caltulated rjsk by offering a roorn in shared house managed by us wlth one main rule- not to have vlsltors,.
and as lonE as he cooperated with staff e.8 allowlnR roorn checks and followlne a hann rEduction model, we took
pragmatic, hami redudon approach to his ongolng dnJ8 u5e* priorltising h5s safety from Covid.
He loved havlng his own room and enjcryed the feeling of warmth safety of belng howed, rt has given him
a5plrntions that he dld not have before. By 5ettin8 up a bank acwunt we have been able to start the process of
independence. He nowRets paid weekly into his own account whlch he love5.
By bullding a very detaileij pitture of hls past and his mentsl heahh, we were able to put that into words for the GP
which led to a prestription whlch, together with his rnethadone, allows him to actually sleep.
We Introduced hirn to a Houslng Assoclation and advocared for him leadin8 to hlm being accepted for pemianent social
hou5in8 and Ilned tsp an Adult Social Care assessment. This wlll was a long and ijellcate process but the disclosu￿ of so
much ol hls background and feats wlth staff was a milestone and a vial step on hi5 way forward.
Re5etdement
Out Resettlement service provides temporary atcommodatiun to single people who are homeless. We run an increasing
numbèrof sha￿d house5 Ill the community. as acce55ible accommodatlon for people who need sornewhere short term,
enablrng people to be slfe and secure whlle we help them plan fortheirown accommodathon.
The scheme is completely self-funded from the ￿nts1 Incorne, from houses we run cornpletely ourselves and some
where Reestart IS the landlord but we do the houslng rnana8ement. Pr&pandemic people typicalty stayed for up to 13
weeks; but our aim Is to reduce the lewh of Ime people can stay, acknowledging we want peoplè in their own
tenancies sTr)ner.
During the flrst lockdown. we tODk on an addrtlonal 44 rooms in a very Short space of tyme. This was a part of the City's
approach to 'EVeryOn￿1n. where we were able to offtr fast access to anyone who found themselve5 homelèss a5 a
result of the pandemlc.

P wa5 rough sleeping in the Toys R Us carpark for two years btfore acceptinB accommodabDn under the governma
'Everyone In. programn)e durin8 the first lockdown. He was Initially sleeping on the floor In a B&B. We mo¥ed P Into a
house after a few days and established that P had an addlctTon to alcohol, had undiagnosed MH and was using
different name.
P had no doeumentation apart from a post office card where he reCe￿d ESA payments bi-rnonthly under the dlfferent
name.

Due to lockdown ￿Stri￿on$, referrals were dlfflcult and P was experiencing hi8h levels of anxiety around new staff and
a5sessmenis but we managed to persuade P to en&a8e and establlshed ASC support of 12 hou￿ to *in with. Thls then
qualified P for supported accornmodation with Colebrook. After a year in our xcommodalSon, we went and viewed two
properues and hè decided to rnDve into è room that has a view of Mountbatten.

C was referred to H155 frorn the Complex Needs Team. She 15 an IB year old female at rlsk of exploitation. from others
and self, substsnce misuse i55ues, mental health issue5, Sex workln8. At the Ime of referral She was sofa surfing
between mum's and a current boyFriend. A meeting was set up for C at the Zone wlth me antl the Harbour worker
however due io a psy¢hoJc episode she w?5 unable to attend and wa5 seen by the first rèsponse tearn at Avon house,-
her mothertook her to thi5 appointmerbt.
l spoke wlth her mother the day before Chrlstmas Eve and she said C wuld stèy there over the Chrisim35 perlod,
however rnum 5U5peaed Cwas using substances intravenously. On Christmas Eve I received an email from PCC 5tatin£ C
had been tiken to PCC by the policè as she was now street homeles5 and they had placed her in a 8&B. PCC asked LLS to
house her a5 she stated She was not staying at the B&B and Staying with an unknown male. l emailed the necessary
Information to Prlmr05e and C wa5 offered a place.

We have seen a hlgher than average claim rate at io%, this being where ? tenancy end5 and there'5 a clalm agalnst the
dep051t guarantee.
In the first two quarter5 we had a hi8her level of abandonments due to people leavin8 to move in with famity/partne
etc; and people fleeing their accommodalnn duE to the nature of other residents, behavlour1at￿tUde to IrKkdown
rules. We have a150 allowed the length of thè DGS to be extended In eas￿ where a tenant was due to be evicted but
couldn't be due to Cu￿nt coronavirus legislation.

Every week we produce a 'Property BullEtin' which we send out to all Alliance colleagues lover 1001 to a%i5t them to
nd accommodatlon lor thelr client5. To produce thrs we have a Ilst of 114 landlordslagents that we call that have
agreed to be contacted on a re8ular ba515 for Infomation alx￿1 Yacandes. We also search Rl8htmove, zoopla,

tenancy ?Breements regardlng social and private housingi and the differew Sections wlthin the law that can be
used to evict tenant5. 1 found it very U5Eful to find out the re5ponsibilltie5 of both teThants and landlord5. and also
the t17in85 to lookfor/questlons to ask viewlng differenttypes of accommo(lation.
Overall, I found thi5 traSnin8 extremely clear and easy to understand; althou8h hous1￿/tenanCIeS can be quite
complex. ￿ was explained in a way that W85 simplified. It was engaglng and covered thing5 like the advanta8e5 and
dlsadvantages of both social and private housln8, and to be able to convey these thoughts back to service u5er5
may be very beneficial when they are unsure on what rDute to take. It was nlce to be 8wen the opportunlty to ask
any questions too.

massive. affectin8 every aspect of what we do and how we do It. Where perjple worked from, how we ￿mmunICated,
how we rnade ourselves accesslble and provided 5UPPOrt were all afferted. But we were clearthrouKhout that we must
adapt so a5 tc be ableto respond to the needs of people who come to us.
We kept our bulldin8 OPEn throvghouL with some staff rnernbws needing access so as to be oble to do thèirlobs. They
carrled on 8oin8 In and moving around the City. seeln8 people face to face, visrnng vÈnue5 and prope￿e$ but using PPE
and social dlstzncing. othe￿ moved to largely or Complete￿ working Irom home, Contac￿n8 people via the phone and
internet even more and doin8 whatever it took to keep providing 5ervlces. For a few, it wès a Combina￿On of these
approaches. All were mmmltted to keeping goin& belng available and effedve and also learning as we went.
That was vltal as, whSle many thing5 may have been somewhat on hold during the lockdowns, homelessness remained a
constsnt. Indeed. in Plymouth the numbers of people presenting to the Council and servite5 meant cons1Stent deTr￿nd
foradvice. support and accommodation. And ar8uably greater need to ensure people had somewhere 5afeto be. Hence
the 8overnment'5 'Everyone In. Scheme, where local authorities and servlces wurked to help people off the street.
Plymouth's ￿spOnSe wa5 largely effective and wa5 Crted a5 a model of 8ood practice by the Local Government
A550cl8hon. We were pleased to play our part in it. (See Housingthe homde5S.1
One of the thln85 that ￿ did as p3rt of that re5pJn5e was to take on more house5 to provide temporary
accommodation. Our focu5 is always to help people move towards and Snto their own settled accommodation b
somelmes people need 50methln8 sooner and mare flexible. We firmly believe that temporary accommodation
therefore has its place,. but also that r( should be temporary. Durin£ this year we m¢)ved to having well over IOD rooms
that we provlde in p￿0￿h. That Is a core part ofwhat we provlde: but we also made an imF)Ortant move to Stsrfn8to
