The Iruslees present Iheir report and financial slalements for the year ended 31st March 2024.
The accounts have been prepared in accordan¢e with the accounting policies sel oul in note 1 to the
accounts and comply with the chantys Mernorandum and Artides ol Association, the Companies Acl 2006
and "Accounting and Reporting by Charities." Statement of Recommended Practice applicable to charities
prepanng their accounts in accordance with the Fina￿1￿ Rewling Standard IFRS 1021.
HOW OUR ACTIVITIES DELIVER PUBUC BENEFIT
Our main aclivrties and who we try to help are described below and within the chantable objects. All our
charitable activities locus on eliminaling racral discrimination to promote racial equalty within the
London Borough ol EnI￿ld ILBEI lo further our charrtabk wrposes lor the publ￿ benelrt.
OBJECTIVES AND ACTIVITIES
The principal object ol the charity is lo eliminate racial discriminati￿1 and to promote racial equality wrthin
the London Borough ol Enlield ILBE}. lo picmnole equaif(y of opportunty, and to en¢ourage co-operation
among all people in the Borough without regard lo race, colour, ethn￿ ongin or sex in a muAi-rae¢al society.
The activities Lsndertaken lo achieve these are through delivering policy development. community SUPkM)rt,
assistance to individuals. Dublic education and work prTr]rammes.
The Iruslees have also paid due regard to guidance issued by the Charity C¢￿MiSsion in deciding what
activities the charity should undertake.
ACHIEVEMENTS AND PERFORMANCE
The charity has made goc#J prcgress desprte extremely limiled human and finan¢ial resources. We
engaged wrth key stakeholders at strategic lora lo ensure Ihal needs and ¢M¢ems of 8AME communities
were included in their policies and services. We kept our members and networks Informed ol our work and
also conveyed key messages Ircm statutory and voluntary bodies their services and pOI￿leS. We have
successfully ¢ompleled projects ￿ communrty cohesion. taken part in ￿mSuRall0nS and arranged Ic¢us
groups. Some ol our work Is hhJhlighled below.
London Borough ot Errfleld (LBE) Contract
EREC'S contract with Enfield Council has now been extended up lo March 2025 wrth a view lo extending lo
2026. The project provides equalrtEs suppryt ￿ mattets ol race and ethnicity to ensure that Enlield
resKienls can access universally available advKe and guidan￿ as summarised ￿lOw.
Knowledgeable support lo the Council and ts partners on a w￿e range of policy issues that are
impacted by race equalrty InclLKling heanh, ¢crfnmunty safety and employment:
Advice and support lo Ic¢al res￿entS and ccrfnmunty groups cffi issues re￿ling lo race equalities;
Support and signposting to vulneratAe members of the c(wnmunrty who may be affected by issues
arising from race inequality,
Opportunities to engage in pxrtive 8ctMt￿ that promote race equality as a key issue in the
borough..
Support into volunteering aclNrties in Ihe b(wough'.
Inforned input into strategic forums thal deliver services to our ￿IdentS.

A major part of EREC'S role is lo provide advice, support and guKlance to policymakers and service
providers on equalities issues as a crrtical Iriend. We are represented on stralegic lora. in¢luding
LBE Voluntary and Communty Seclof Strategy Steering Group.

Strateglc Race And Equalltle8 Forum (SREF)
Our SREF was inrtially funded lor devebpmenl work by Ihe Greater London ALrthorty {GLAI. The initiative
received tremendous support and a demand for serious discussions and collaixirative work lo move race
and equalities issues lorward. We receNe(I further funding lor four meetings from LiThlMolion. Topical
issues including Enlield's Joint Lccal Heahh and Well￿1ng Siralegy 2024-2030 was discussed wrth the
Director ol Public Heatth and communty views were passed ￿ lor inclusion in the plan. Fruslralions were
voiced by community members regarding prev￿U$ perceived inaclH)n, allhough important issues, such as
taking action lo reduce the number ol junk ICKMJ oullels had not been camed oul and the communities were
still lacing Inequalit￿S, particulaAy in Edmonlon, as revealed by the pandemic.
Other issues such as housing, education, poverty and unempwnenl were highlighted in the subsequent
forums. Although EREC has not been able to receive any further funding from L￿almotion or other
sources currently. many ol the issues highlighted have been taken up within Lo¢alMolion hubs.
UnemployThenl inequalities were discussed lurthei al the Edmont(￿ hub where the Chief Exe¢ulive look
part in breakout sessions. The Chair was part ol the panel discussing race and inequalit￿5 in employrnenl
and the work Cary￿d oul by EREC in the past and still needed to pursue lurther wilh policy makers and
seNice providers. Housing issues are being followed up through dedicated forums and action plans being
developed by LrKalMotiM. Nevertheless, there needs lo be fdlow up and aclion plans developed lo
monrtof prry3ress. spe¢rti¢ally wrth regard lo race tssues.
EREC will continue lo engage with poli¢y makers and service providers through regulaf participation in
forums such as the LBE Eq￿aIrt￿5 Board. Integrated Care Partnership Board and ils subgroups. We will
attempt lo secure lunding so that this can be done ￿nSiStentIY and on an ongoing basis.
'Story of our Hefitsg•'
We built upon our inrtial work in this area by compiling a small exhibiti(￿ on the stories and witributions ol
our founder members and pioneers to race and equalities work and the creation ol EREC. We hekj a
comrnunty event al whi¢h we displayed the eXhibrt￿ and awarded those who had shared their memories
and experiences lo Ihe proie¢t. We were particularly hcw)oured lo wekome fwnder member and ¢urrenl
Presidenl, LeslE Dubow. He shared his MeM￿leS with the al￿lence. some ol whom remembered
receiving assisian¢e and support from him in Ihe early days, including one indivi(Jual who recollected how
Leslie 'helped lum his life around, through the support and guidance he received as a young man We aim
lo further expand this project by devekfyping and presemng our archives in a form a(￿SSIble lo the wider
ccffimunity and younger generations to a¢knowW, aEpreciale. be inspired by and learn from for years to
come as well as lo leave a lasling legacy about our Organisati￿ and ol the struggles laced by BAME
ccmmunities lo achieve racial equalty.
Cllmate Change
We Continue lo lake an active part in the Enlield Climate Action Forum {EnCAF} as well as the ¢ollaborative
forum which brings together represenlalives from a w￿e variety of organisalions Ihal work together to lake
forward the recommendations of the re[￿ frLMn the joint project by EREC and EnCAF, funded by the North
Middlesex University Hospital.

EREC raised awareness on race and equalities Issues through participating in consurtalions on policies and

The organisalion is a charitable company limited by guarantee, incorporated on 5 September 2CQ2. The
cc¥npany was established under a Memorandum of Assrxiation whth established the objects and powers

Membership of EREC
Membership is free and open lo individuals who live or w￿k in Enlield and lo organisalKffls operating in
Enfield. who are committed in furthering Ihe work of Ihe REC. Trustees are recruited from the EREC
membership by electM)n al the Annual General Meeting. Any vacancies which remain are filled through co-
option by the Board.
The Board c(￿sIStS of not m￿e than 18 members: 4 h(￿orary offters: 10 trustees., 2 local aulhorrty
represenlalives- 2 co-opted members. ElectIc￿S for Iruslee vacancies take place annually al the Annual
General Meeting by thirds and elecled Iruslees each serve for a Ihree-year period. Honorary off icers are
also elected al each AGM by means ol a ballot and hold office for a term ol one year.
All elected members should serrfe lor their specrfied lenn, subject to their annual renewal of manbership.

All voting members of EREC are eligible lo sland for electi￿ lo the Board of Trustees. lo nominate and to

period of six rnonths prior to the AGM.

organisation which has also been affiliated fof a period ol six months ￿lInVO￿S1Y prior to the AGM.

All individuals accepting n￿inationS for election are asked lo sign a Declaration ol Acceptance which
spells out the duties ol Iruslees. Upon their apwintmenl, Iruslees are given an Induction Pack providing
information about Enfield Racial Equality Couneil. its policies and prwedures. New Iruslees also receive
training. along wrth their colleagues and take part in strategic rewews and planning days. They are also
inviled to events held by EREC. some ol which provide inlonnalion and raise awareness on lalesl issues
conceming race and equalities.
0pp0rtunrt￿S lo attend courses, suth as Ihose provided by Enlield Volunlary Acli¢)n are offered throughoul
the year. The t0p￿S include Governar￿e and other issues conceming volunlary sector management,
leadership, influencing policy makers, elc.

projecls which meet communrty needs, eithw individually or in partnership.
Govemance and Internal Contfol
The trustees have conducted a review of the major risks lo which the charity is exposed and systems have
been established lo mitigate those risks. The Irusiees regularty reV￿W their inlemal control systems to
ensure that all intemal risks are minlmised and ensure Ihe Consistent qualty of delivery of all operational
aspects of the chafrtabbe company.
Reserves Poll¢y
The Iruslees of the ¢harrty have established a wlicy whereby the unrestricted funds hekl by the charity
should be be￿een 3 and 6 months ol the cost ol charItab￿ a¢tivities. Al this level, the Iruslees feel that
they would be able lo continue the current actNities (rf Ihe charrty in the event ol a signilicanl drop in
funding.
Flnanclal Revlew
During the year under review, the Charity generated lolal revenues of £33,550 12023.. £43,253). The
accounts show a net defi¢it for the year ot £18.056 {2023.' £7,111 delicill and closing reserves of £27,351
12023.. £45.407).

true and lair view ol the slate of affairs ol the charity and of the incoming resources and application of
resources, including the income and expenditure. of the eharitable company for Ihal year.
