The trustees who are also directors of the charty for the purposes of the Companies Act
2006, present their report with the financial statements of the oharity for the year ended
31 March 2020. The trustees have adopted the provisions of the Statement of
Recommended Practice (SORP) 'Accounting and Reporting by Charities, issued in July

for the Year Ended 31st March 2021
The directors present their report with the financial ststements of the company for the
year ended 31st March 2021.
Structure. Governance and Management
The company is govemed by an elected Management Board who are play
professionals, representstives of member organisations and managers of related
servI￿s, or volunteers with relevant skills and experien￿, elected by members at the
Annual General Meeting. The Management Board may at any time appoint any
members of the charitable company as a member of the Management Board either to fill
a vacancy or by way of addition to the Management Board. Potential new Management
Board members are only appointed after satisfactory completion of a DBS check, two
referen￿s, and a statement of eligibilty and observation of Management Board
meetings. On appointhient, they are expected to sign a Code of Conduct and complete
an induction. All Management Board members are expected to attend an annual
development day which also considers any other committee training and development
needs.
The staff are managed by the Director. who is appointed and accountabl￿0 the
Management Board. The Board makes final decisions of the mission, values and
strategic direction of the organisation., the organisational structure, personnel
appointments and salaries.. policies and procedures and internal controls-, ensuring the
organisation is financially viable. has sufficient reSoUr￿s. and is operating within
appropriate and effective financial and resource management controls, and monitoring
of organisational perfornian￿.
All members of the Management Board are members of the company and guarantee to
contribute to the assets of the company in the event of it being wound up such amounts
as may be required not exceeding £1.
Organisation and objectives
Haringey Play Association supports children & young people's right to play through
building the capacity of Haringey's communty at grass roots and local governmental
level to provide high quality play servI￿s.
HarPA will do this by=
1. Developing and supporting a dNerse range of children & young people's play
provision committed to improving the quality of play experien￿ in Haringey
2. Supporting play providers through representing their interests, providing advice,
information, training and promoting inter-agency communication and cooperation
3. Giving a powerful voice to children's play. raising awareness and understanding
of the fundamentsl importance of play in a child & young person's lrfe

Statement of Purpose
Haringey Play Association wants every child & young person to have high qualty. cost
effective and a¢￿SSIble play opportunities and care ServI￿S which are monitored and
evaluated.
HarPA recognises that play is an essential part of the education, development and
welfare of children. It is committed to improving the qualty of the play experien
wherever it occurs.. on the streets, in play-schemes, play ￿ntres, after school clubs,
parks, housing estates. in leisure facilities, on residential holidays and camping trips, in
schools and hospitals.
HarPA will work to create and support play opportunities that are stimulating and
challenging. HarPA is committed to playing its full part in protecting children & young
people from injury. bullying and abuse.
HarPA will work towards ensuring equality of a￿sS to play so that no child is denied
play opportunities because of inability to pay fees, failure to include children & young
people with disabilities, children & young people with health problems, or children &
young people from new communits'es.
HarPA will work to support positive transitions at every stsge of children & young
people's development to help enhance their lrfe chances.
To achieve these aims, HarPA will explore new ways of working in partnership wtth play
service providers, including Haringey Council. other statutory agencies and community,
voluntary organisations and private sector. HarPA y￿11 attempt to link up with a wide
range of existing ne￿orkS to improve infomiation sharing, coordination of services and
to maximise the impact of available skills and expertise.
How HarPA's work benefits the public in accordance with the requirements of the
Charities Act 2006.
The work is of direct benefft to people in need due to a number of factors including:
financial hardship and disabilty. we.work predominantly with young people in an area
of financial hardship with a strong emphasis on inclusion.
It also enables the advancement of cttizenship and communty development through
working to promote participation and to empower people to Influen￿ and develop their
own services.

Activities & Achievements 2020-2021
In 2020-2021 and Covid 19 pandemic
Covid-19 had a signrficanl impact on Haringey Play Association regarding how we provide play
provisions for children and young people. The flexibility of all our funders meant we were able to
alter the services we provide. Children in Need pemi-rtted us to 'pause' their funded provisions
during lockdowns. The Director raised additional funding through London Community Respons8
Emergency funding and CAF Covid-19 Emergency funding. The grants supported HarPA to
provide additional food & meal distribution as bvell as play packs, toys, and equipment for
families. UK YoLrth funding supported our digital servi￿5 (Toppa Tops) for young people.
HarPA was commissioned by London Play to provide Play Havens (extra play sessions for
small groups) for vulnerable families and children from July-December 2020. Haringey Giving
funding opened our extended Saturday play sessions to 10am4pm. During Lockdown 500A of
staff were fudoughed and the rest of the team wort(ed on providing alternative services. Our
open-access play sessions had changed to booked play sessions (closed-access) over the
school holidays when restrictions were in pla￿. The sessions are limited to x15 children and
young people- our usual numbets were 35-100 per session, depending on season. Therefore,
we split the sessions into three slots to provide for all children. We had an increase of new
registrations. We prioritised providing services to the most vulnerable and children who were
deemed 'high need, for accessing play services. Haringey Play Association had to manage the
loss of generating unrestricted income through venue hire, party bookings at Somerford Grove
Adventure Playground, events and OLrtreach play provisions All our bookings for premise hire
ceased as of April 1" 2020. We provided food donations throughout the year as well as play
packs and play equipment for children. We handed out clothes, jackets, gloves. toys, puzzles,
books, and household items donated by Haringey residents and Noel Park Big Local team to
our local community. We also raised funds from Fairshare vthere we purchased £50-£75
vouchers for local families for their Christmas day. Tottenham Youth Fund also provided HarPA
with x15 vouchers from Asda for £20 for families for Christrnas., x70 families vtho use our
services were given vouchers for Christmas 2020.

21. Income generated through funding bids. commissioned services. and donations and
provided additional Play provisions & projects.

Somerford Grove Adventure Playground After School & Holiday Play sessions..
Our open-access, freeryof-charge play sessions are open to young people aged 5yrs-
15yrs - activities include free play, swings, slide, running, hiding, arts & crafts, soft
archery, dodgeball, group games, table football, cooking. dimbing, jumping-off platfoms,
campfire & OLrtdoor cooking. nature play. sand-pit, den-building, bike rides, wood-craft,
play structure building and seasonal events- x716 young people attending our play
sessions throughout the year.

Throughout this year, we opened our play sessions in accordance V￿th govemment guidance
wrth Covid-19 restrictions and recommendations in place. We worked flexibly and cautiously
due to the continual change of situation throughout the year. New risk assessments and
procedures were in place and regularfy reviewed. We opened the adventure playground using
booking slots due to the limitation on numbers of childrenfindividuals permitted to use our site
{social gathering restrictions). We priorttised the play sessions for the most vulnerable Ghildren
and young people and worked flexibly with families who were unable to book.
Young Londoners Fund: HarPA is part ofthe Haringey Communty Gold consortium
which successfully raised funding from the Mayors Fund. Haringey Council is the lead
organisation along wtth 8 other groups. The programme supports Haringey young
people at risk of school exclusion and those involved in. or on the periphery of gang &
youth violence and criminality. A network of connected community programmes will
catch and respond to young people at various stages in the cycle of serious hamil
exclusionl criminality. Using our tailor-made dedicated outreach service and a range of
community-based agenctss, we will reach disenfranchised youth on the streets, in the
home, at education establishments or statutory provisions. Haringey Play Association
(throughout the year) and the Sandlings estate in Wot)d Green - Sandbunker
Community Project (Summer holidays) provide a service working With IOyrs-1 &year-
olds, offering one-to-one superyision and positive adivtties & play provisions to enable
social. emotional &physical Heatth and V￿lIbeing. Outreach will engage schools,
community, and parents to identtfy children with challenging behaviour earfy. as well as
those at risk of exclusion or excluded. This prcgramme is funded until De￿rnber 2021.

Somerford Grovers. Bike Project.. Funded by Haringey Smarter Travel and led by
HarPA & local volunteers, Somerford Groverfs Bike project includes bike maintenance
workshops and communty bike rides. A local volunteer and experienced bike
maintenance staff & ride leaders supported x22 young people and parentlGarers in
maintaining their bikes while gaining road safety awareness.
Cook & Eat Project.. Cook & Eat is a project that takes place on Saturdays and school
holidays for children to develop new skills while cooking 'on-a-budget'. Local
parentslcarers and their children leam to make healthy multi-cultural food. Due to Covid-
19 restnctions we adapted this provision as we were unable to cook with the children
and we had to observe social distancing measures. Instead of cooking with the ¢hildren
directly we provided maketha-pack food boxes with recipes and food donations for
children to cook at home with their families. HarPA's Cook and Eat project based at
Somerford Grove Adventure Playground is funded by Children in Need small grants.
SisterHood Project {Girls group).. Funded by Children in Need Main Grant. The
SisterHood project is a weekly, open access. innovative, girfs-only project based at
Somerford Grove Adventure Playground. SisterHood aims to engage 'hard-to-reach'
girfs, aged from 5-16 years, ￿￿th a combination of play and youth work approaches to
create a safe. challenging, Coryoperative space in which the girls can experience
themselves free from the pressures of 'being female.. Play activities can engage the
individual in being who they want to be. wtthout judgement or the need lo justrfy. Our
staff support the child's own autonomy and encourage them to expand their interests.
We provide a free-of-charge. safe Spa￿ to socialise, have fun and participate in age-
appropriate Greative projects. Girfs improve their skills-range, improve their self-esteem
and resilience, and increase their access to physical activity. We also encourage the
girls to tske part in workshops on a range of topics of interest to teenagers. We also offer
'8ig Sista, roles to girls aged 16yrs+ where girls volunteer, support younger girls and
support, plan, evaluate and deliver sessions with staff. This year x89 girls attended the
sessions. The gids also attended a panto trip and Seaside trip. SisterHood project was
funded from September 2020 and V￿11 continue until March 2022; the project was
extended due to the closures during the lockdowns.
Somerford Grove Adventure Playground refurbishment: The students from HLP
Pupil Referral Unrt worked with staff to build a new QLrtdoor kltchen area. We have had
volunteer plumber support us to add a new sink in the playground. Playground builders
'Made from Scratch, volunteered 6 days. A new plattorm structure and tunnel slide has
been added to the bad< of the playground. New balance beams and monkey bars and a
'Nest' designed by young people designed are being built cU￿ently. The tango swing has
been removed. The large boulder swing in the middle of the playground has also been
moved due to health and safety. Young people are involved with the design of some
sections. The Tree Amigos also volunteered to support wtth our Over￿roWn tree as well
as removal of a tree which was deemed dangerous. Local parents and residents have
supported in painting, gardening. clearing fire pit and sand pit. Further funding was
obtained from Awards for All to continue our build project with volunteers. Our
playground refurbishment is on%oing and should be complete by March 2022.
Volunteers.. HarPA worked vthh x7 regular volunteers who supported us in. site &
building maintenan￿. working with young people and administration dLrtiès. In 2020-21
HarPA also worked with a total of x15 volunteers with a variety of skills & experience
who took part in 'Volunteer Days. from Haringey Good Gym.
School visits: Students from St Paul of all Hallows primary school and The Willow
primary school attended the playground for recreational and physical activity play
sessions in the Spring and Summer tem. The teachers and staff attended with their
lasses Year 3- Year 6.

Tottenham Hotspur Foundation and Football Club: HarPA staff worked in partnership
with Tottenham Hotspur Foundation who have regularly provided football tickets, football
kits, footballs as vftll as players from Tottenham Hotspur Football Club Moussa Sissoko,
Joe Roden, and Dao Santhez who visited our site and met our young people.

HarPA's role continues as a support organisation and provide lead for children and young
people's Play services across the borough-, providing Playworkers and play guidan￿ and
support, advice and information on all aspects of Play & Playwork to groups and individuals who
request it. In addition, we have also provided youth & communtty provisions.
We welcomèd our Patron Davld Lammy MP to Haringey Play Association:
David Lammy is the seven-time elected Member of Parfiament for Tottenham and was
appointed Shadow Secretary of State for Justi￿ in April 2020. In re￿nt years, David
has fought forjust1￿ on behalf of the Windrush Generation, applied pressure on the
Govemment to compensate the victims of the Grenfell Tower Fire and exposed racial
bias within the British criminal justice system. David is the author of books, Out of
the Ashes. 2011. and Tribes. 2020 David Lammy MP said .1 am incredibly proud to be
Patron of Haringey Play Association. The Somerford Grove Adventure Playground is an
oasis in the concrete jungle, run by immensely passionate and committed people. I know
what it is like to grow up in a small home, without much Spa￿ to play, and know how
thrilled I'd have been to be able to go to a place like Somerford Grove. Adventurous and
explorative play is so important for building confidence and social skills, and there will be
thousands of happier and heatthier children as a result of this wonderful organisation
and the pla￿ they have buitt."

The Felix Project: Thursday and Saturday HarPA staff and volunteers set up tables to
offer food, fruit, vegetables, bread, pastries and pasta. tins. rice etc. Felix Project collects
surplus food arKI food that will no longer be shelved due to packaging or change of
stock, from fo¢)d suppliers and supemiarkets. HarPA staff distributed the food and ilems
to local Communty. x55-78 local residentsffamilies collected food each week. The
Evening Standard 'Fo¢xI for kondon. campaign in conjunction wth Felix Project featured
HarPA and our parentslfamilies in three news articles and a short film. We were on the
front page of the Evening Standard when Moussa Sissoko ￿0ttenhaM Hotspur and
French national Football team) visited Somerford Grove Adventure Playground and
handed OLrt cooked meals and met ¥Mth our local children and young people. Actress
Phoebe Waller-Bridge and owner of Evening Standard Ivgeny Lebedev also visited our
site and met with staff and communty when they dropped off The Felix Project food
donations.

Toppa Tops Digital project.. During lockdownslclosures we set up a Digital youth
project called Toppa Tops. HarPA staff made videos. sent messages, and set
challenges We sent the videos to parents to show their children. The children made
videos of the compleled tasks and parents sent it back to staff work phone via
WhatsApp. The challenges included den building, leaming languages (say hello in x5
different languages), cook a meal for your family, do a handstand, leam a dance, leam a
songlrap, create an adventure playground at home (craft or using loose parts) Young
people won varied prizes - £30 vouchers. £35 headphones, takeaway meal vouchers for
their families and other vouchers. Montages of the challenges were edited along with of
the entries and winners are now featured on our YouTube channel.
Violence Reduction Unit (Mayors Office Fundsl and Haringey Learning
Partnership: HarPA worked with Haringey Counul Early Help and Culture
Commissioning Unit and in partnership with Haringey Leaming Partnership (Pupil
Refe￿al Unit). HLP students came to Somerford Grove Adventure Playground to help
rebuild the playground every Friday. HarPA Staff worked with students in the school to
make cardboard city and garden planters in their school as well as building an outdoor
kitchen and new play structurelarea at Somerford Grove Adventure Playground. Young
people aged 14yrs-16yrs were taught woodwork and construction skills by HarPA staff
and how to use hand t¢Jols and power tools.
PARS & IJPP virtual conference and research participation.. PARS Intemational
conference took place on October 19 2020. The IJPP {Intemational Journal of Playwork
Practi￿) Seminar took ￿ace on 19 March 2021. HarPA Director was a speaker at both
virtual intemational Gonferences.. 16 dtfferent countries spread across 10 different time
zones. The Director spoke about Somerford Grove Adventure Playground, how we
provide play sessions, our Playwork practice and how we provided play and support
provisions over the pandemic. We also took part in a research project with Dr Pete King
(a notable Playwork aLrthor and lecturer at Swansea University) about how we provided
play sessionslprovisions during the Covid-19 pandemic. x12 Adventure Playgrounds
ttjok part in this research across the UK.

RISK ASSESSMENT
The trustees actively review the major nsks faced by the Charity. The trustees have identified
the major financial risks faced by the chanty. They have also examined other operational and
business risks faced and systems have been established lo mitigate the significant risks.
RESERVES POLICY
In accordan￿ with the SORP 2015, reser¥es are 'resoUr￿S the charity has or can make
available to spend, for any or all the charity's purposes. once it has met its commitments and
¢overed its other planned expenditure-.
HarPA y￿11 endeavour to maintsin SLrffirient resepies to allow it to cover knovm liabilities and
contingencies, absorb setbacks and take advantage of change and opportunity.
HarPA's rese￿eS levels are agreed and annually reviewed by HarPA's Management Board. To
set reserves levels. the Management Board uses a risk identffication approach and considers
the following..
Forecasts of income and expenditure in future years
Assessment of risks and liabilities, the likelihood of risks occurring, the impact these
would have, and the potential ability of the organization to manage these
HarPA's funds are made up of the following:
Restricted funds:
These are not considered as part of HarPA's reserves. and have no cash value in managing
risks, liabilities and contingencies. They consist of..
Income specrfically restricted by donor(s)
Tangible fixed assets fund.. this represents the net book value of the building, and the net
book value of office and other equipment for which we previously received capital
funding and depreciates annually.
Designated funds:
HarPA Management Board have set up properly designated funds for defined purposes,
considering particular risks to which the organisation is exposed, and our strategic plans for
meeting our charitable objectives. These funds are not considered as part of HarPA's reserves.
The Management Board can use its discretion to apply these funds for another purpose if
required. Due to the current financial srtuation, this fund has been undesignated in this year's
accounts.
Designated funds should. as soon as possible be set aside as follovts-
Matemtty and Sick Leave Liabilities, Redundancy liabilrties. £11.700
£5,000 to cover potential matemty leave for one member of staff, and £3,400 to cover
potential sick leave at one average worker cost x 6 v￿eks.
An Insurance Contingency fund will be kept to cover loss of essential assets and
equipment which can't be daimed against contents insurance due to £500 excess, given
the high number of ￿eak ins that resum in low level loss.

General funds:
These make up HarPA's free reserves. HarPA will aim towards holding Slrfficient free reserves
to meet at least 3 months running costs. to enable HarPA to provide reliable ServI￿S over the
long temi, and to provide a basic safety net against dramatic long-temi swings in income or
costs, and SLrfficient time to repla￿ lost major sources of income through fundraising.
To achieve this aim, the Management Board will take the followng action..
Development of a robust strategic annual plan for HarPA's development
Ensuring the development and monitoring of a fundraising strategy which identifies
specrfic, realistic and timed targets for fundraising and incorne generation, to meet
current seTvTrce Gommitments and plans for future development laid out in the strategic
plan.

Tangible fixed assets
The tornpanywrites off the whole cost of computer equipment to the Statement of Financial Artivities in the
