Queniborough Preschool Partnership wa5 established In early 1997 through an agreement between
Queniborough Preschool and Queniborough School.
Unlike many privately run childcare facilities in business to make a profit for their owners and shareholders,
Queniborough Preschool is a registered charity and run by a Voluntary Mana8ement Committee of elected
parents and residents from the local community. This means any surplus income generated by QPS is re-
invested in providing quality childcare for our children rather than paying dividends to shareholders.
We offer term-time sessions between 9 am and 3pm for 2-, 3- and 4-year-olds, focusln8 on the Early Years
Foundation Sta8e IEYFSI. as stipulated by the Local Education Authority.
We operate from Queniborough Villa8e Hall and are registered with Ofsted.
Achlevements and Perforrnance
Followin8 lengthy discussions with venues within the locality, the Committee secured new space on a
Wednesday and Friday afternoon to enable longer sessions, with an end time of 3 pm. This has made the
preschool more sustainable due to us being able to offer longer session5 to parents/carers, making us a
competitive option within the local early years childcare market. Those parent5 or carers requiring longer
sessions, could not previously use QPS as we not been able to meet their needs and this has always resulted
in a detrimental impact on our child numbers by a reduction in attendance.

In April 2025, we received the required approval from Ofsted for use of the Queniborough scout hut, we then
successfully registered with LCC FEEE services in JL¢ne and were able to offer afternoon sessions on a
Wednesday and Friday from 4, June 2025. These sessions have been successful, with the children walking in
a 'walking bus, from the village hall to the scout hut to attend the sessions. The scout hut facilities are new,
with a state of the art design, which has provided us with a great opportunity to offerspecific sessions, utilising
the modern facilities and equipment available, such as music and movement sessions, and as always we have
focused upon providing an excellent quality of care within the settin8 and on delivering high callbre
edLtcational sessions.
Our management team has continued our focus on rebuilding low child number5 through an initiative-taking
approach within the local community, advertising and marketin8 our preschool at every opportunity with
frequent published newsletters within local parish 8azettes, leaflet drops and posters. Thi5 along with a more
visual presence within the local community, due to more outside offsite outings undertaken with the children,
has resulted in a higher level of interest from new enqulries, re5ultin8 in an increase in child numbers.
Flnanclal Review
Since the reduction in child numbers in early 2022, our financial sltuation had been fragile, this was due to the
loss of income during that time when our cash reserves were reduced, but we are now seein8 those losses
bein8 reversed. The management commlttee, trustees and staff have all worked hard in order to recover the
financial situation from the1055es incurred post Covid and a￿ happy to report that the financial position is
very buoyant.
In April 2024, the government increased the minlmum living wage si8nificantly, which irnpacted upon our
payroll costs, consequently a full review of salaries was carried out, and the Committee decided to increase
all Salaries in line wlth the MLW. As a result of this extra cost and detrimental impact to our financial position
the Committee voted to increase QPS fees from April 2025, for the flrst time since 2023. We did not increase
our voluntary consumables fee.
Reserve5 Policy
It is Preschool policy as advised by the Preschool Learning Alliance to maintain a balance on unrestricted funds
of at least 3 months, operating costs to cover emer8ency situations that may arise from time to tlme.

The Trustees, who are also directors for the purposes of company law, have pleasure in presenting their report and the financial statements for the charitable company for the year ended 31 July 2025. The Trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and the Republic of Ireland (FRS 102) (effective 1 January 2019).

## **Basis of accounting** 

The financial statements have been prepared under the historical cost convention, except for investments which are included at market value and the revaluation of certain fixed assets and in accordance with the Charities SORP (FRS 102) ‘Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102), and the Companies Act 2006. 

Queniborough Pre School Partnership (Charity) meets the definition of a public benefit entity under FRS 102.  Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy note(s).

I report to the trustees on my examination of the accounts of the above charity (“the Trust”) for the year ended **31 / 07 / 2025. Responsibilities and** As the charity's trustees, you are responsible for the preparation of the **basis of report** accounts in accordance with the requirements of the Charities Act 2011 (“the Act”). I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
