Shekinah has been working for the relief of p)vety and lo help socially exchjded and disadvantaged
people since Oecember 1992. In(Éially il concentrated on helping people who were street homeless,. il
nowworks with anyone who needs our services. 30 years on. our acbvities have evojved but our purpose
remains the sarne.

irespeclive of race, age. religion. sexualty. gender. addictions. criminal record. ability or disability. We
are based in the Stonehouse area of Ptym¢JJth and also at siles in Torbay. and presently employ
approximatety 80 slaff and 80 vdunteers in a variety of Projects, induding two community centres, the
'Make Amends, rest¢yative jLJSti¢e pr(*Jramme. education and Iraining services, a social enterprise, and
two charity shops. We cover all of Ptymoulh and Torbaywth some ofour contracts covering Ix)th Devon
and Comwall.
Through these prqects, we aim to offer the most 'holistic' service we wssibly can lo those who seek
our help. helping them to bring a￿ut real and L9Sting thange in their lives. Our dients are dealing with

Structure. governance and management
Constlttstion
Shekinah was established in 1992. and has progressivety developed a range of basic serwces to meel
the needs of socially and economicalty exduded people in Pfymouth and Torbay.
Shekinah incorporated on 5 March 2003 as a tharitable company limiled by guarantee and was
registered as a Charity on 8 May 21x13. It is governed by Ath'cles of AsscKiath)n, bthich were last
amended in September 2021.
The Company is limited by guarantee and has no share caiylal. At 31 March 2023, there We￿ 7
members of the Company12022= 81. In the event of the Ccrnpany being y￿￿nd up. the liability of each
member is limited to £10.
Meth¢)d of Appointment or Election of Trustses
Under the Articles of Associakn, the number of Tru$lees shall not be less than three. wth all Trustees
being retired and eligible for re-eleth'on every three years. Those retiring may be reappointed as
Trustees. Nev4 Trustees Can ￿lY be elecled rf they are recommended by a MaI￿lty of Ihe Tru5tEes and
notice is pr¢)perly executed by a Trustee of their intenlK)n to nLxninale a new Tru51ee.
Recruitment of trustees is generalty govemed by skils and knowledge'gaps. in the Board. Where such
gaps are perceived to exisL a canLltdale or candidates who may be suitabte to fill these gaps wll be
identified, and infomially approached to enquire whelher a trusteeship of the organisation would be of
interest lo them. If so, the candidate will be invited to attend a Board of Trustees meeting, where their
polenlial twsleeship ￿11 be discussed wilh Ihe full Board_ A fom)al offer to join the trustees may then
be made to the candidatel51. No Tnjstee shall serve in office for more than nine consecutive years
provided that a Trustee may be reappointed annually thereafter rf there are exceptronal cjrcumstan

Policies Adopted for the knduclion and Training of Trustees
In recent y￿$ the 8oard has gr¢)wn from the original four founding Trustees. to the current t￿81 of six.
This has expanded the overall skill-5et and experience available to shape and direct the charity'$
strategy and to support the management team. particulaty in respect of commercial matters. Specific
training for the newer Trustees has largety been provided by the Chaiman and the Chief Executive.,
however. a m¢ye fomi81i5ed induction pr¢xess has recently been implemented. thereby making the
recruitment and induction of any subsequent trustees rrnre convenient and more reliable. A Continuing
Professional Developmenl ICPD) programme for the trustees. by Thomas Westcott Chartered
Accountanls, commenced in Marth 2021.
Organisational Structure and De0'si￿-Makin9
The affairs of Shekinah are uttimalely controlled by the Boarij of Trustees, vthich delegate5 the day lo
day Operatic￿ of Shekinah lo the management team which is headed by the Chief Executive offi￿r. Mr.
John Hamblin.
With the expansion of Shekinah'5 services. rt was decided 2011112 to establish a separate Finance Sub-
Committee Inow known as the Finance & Risk S￿￿C(￿MItteel. Membership currently consists of three
Truslees plus Shekinah's CEO and the Finance mana￿r. This, ctxnbined the implementation of

monthly budget meetings wth each manager, has ensured greater ￿ancIal scrutiny and risk

Our prc4e¢ts have continued lo prowde sup￿1 seNces to those in need across Plymouth. Torbay,
Devon and Ccffiwall during the 2022123 year. All our services have continued to be wem-used. The
Practical outcomes produced through the service5 prwded have been those which we sel out lo
achieve, ¢hiefty'. better heamh and nutrrtion for our Se￿￿ users.. less rough sleeping by helping people
who are rough sleeping to access accommcKlalion'. better prospects for securing employment., fewer ex-
offenders retuming lo crime., and an Improved sense of self.worth and seW*steem. In comparison to
previous years, the numbers of indimduals assisted has inueased across the various seNices provided.
During this year we have increased the funding we receive from charitable trusts. this allows us to meet
our charitable aims wrth¢JJt having to have undue regard to what partners in other services want us to
do. 11 allows us lo be even m￿e of an irKlependent charity wilh a voice lo advocate for those we work
with. During the 2022123 year. there were no outstaTraing w5rtNe or negative factors of sNJnificance
which affected Ihe achievement of our objectives.
