Treasurer, Mrs. Leslie Grant, Chobham House West, Windsor Road, Chobham, Surrey GU24 8NA Sunningdale Park Romania Appeal SORP 2009, CC15b Page 1 ## SECTION B: STRUCTURE, GOVERNANCE AND MANAGEMENT ## Type of governing document The charity’s governing document is a trust deed as based on the Charity Commission’s model document (GD2). ## How the charity is constituted The charity is a charitable trust established under its rules. ## Trustee selection methods The trustees are appointed in accordance with the trust deed. ## Policies and Procedures adopted The charity is managed by the trustees (‘Charity Trustees’). As charity trustees they are responsible for complying with legislation applicable to charities. This includes the registration, keeping proper accounts and making returns to the Charity Commission as appropriate. ## Risk and internal control The trustees have identified the major risks to which they believe the charity is exposed, these have been reviewed and systems have been established to mitigate against them. The main areas of concern that have been identified are: - a) **Reduced income from fund raising.** This charity is wholly dependent on the generosity of a relatively small number of individual donors. One donor family continues to contribute a disproportionately large percentage of total income, including a commitment to maintain this level of donations until 2025. If this source of income were to cease to be available, the charity’s ability to make regular donations at current levels would be severely impaired. The pool of donors is quite small, and the charity does not actively seek new donors nor is there an opportunity to run fund-raising events. Trustees are mindful of their reliance on a loyal group of supporters who give either regularly or periodically. No plans are in place at present to seek new sources of income. - b) **Loss of trustees and volunteers** . The charity is totally reliant upon volunteers to run and administer the activities of the group. If there was a significant reduction in the number of available volunteers, there would be a consequent contraction of the charitable activities. - c) **Medical contacts in Romania** . The trustees are dependent upon one Romanian retired medical practitioner who is relied upon to update and advise the trustees on the particular requirements of those Thalassaemia patients who are currently supported by the appeal including changes in their medical condition. ## SECTION C: OBJECTIVES The objectives of the charity are to: - 1) Relieve the poverty and sickness of persons in Romania; in particular, but not exclusively, by: a) the provision of (or the assistance of the provision of) medicines, medical equipment and medical care; and - b) providing financial assistance to the families of such persons. Sunningdale Park Romania Appeal SORP 2009, CC15b Page 2 - 2) Assist in the provision of education and training in the field of medicine to those engaged in relieving poverty or sickness in Romania. - 3) Promote, or assist in the promotion of, any other activity in Romania which is charitable under English law through the provision of donations, financial grants, equipment and other supplies. ## SECTION D: ACHIEVEMENTS AND PERFORMANCE ## **From the trustees:** The appeal had another successful year In terms of fund-raising and the trustees are especially grateful to its small number of donors for their continued generosity and support. The appeal continues to rely wholly on personal donations all of which attract tax relief under the Gift-Aid scheme. The appeal has continued to support a number of individuals and families in Romania whose health and well-being are adversely affected by the blood disorder thalassaemia. All of the recipients of financial assistance during 2023 have told us at regular intervals how much they benefit from our continued support. In 2023, after very careful consideration, the trustees made a one-off grant payment of £5,722 direct to a hospital In Bucharest as a contribution towards the cost of heart surgery for one of the people to whom we provide regular financial support. The overall cost of the surgery exceeded £7,500 and trustees were pleased to note that this Individual had been able to fund-raise from family and friends In order to make up the difference in the cost of this procedure. The surgery was, we are told, both successful and life-saving, as this individual apparently could not have lived for many more months with this particular heart condition. The surgeon who carried out the procedure rang the appeal chair personally to confirm that the surgery had been both necessary and successful. Having thalassaemia makes it much more difficult to hold down a regular job due to the effects of the illness itself and regular absences from work in order to attend medical treatment. We are delighted therefore that, during 2023, two people that we support have continued to prosper in their chosen careers despite constant concerns about their health and their ability to be present in the workplace. Sunningdale Park Romania Appeal SORP 2009, CC15b Page 3 ## SECTION E: FINANCIAL REVIEW The accounts have been drawn up on the receipts and payments basis which is consistent with the previous year. ## Investment Policy The Trustees regularly monitor the levels of bank balances and the interest rates received to ensure the charity obtains maximum value and income from its banking arrangements. All funds are held in cash using only mainstream banks or building societies. ## Reserves Policy As of 31 December, the charity had a general reserve of £14,374.97. The charity’s policy on reserves is to hold sufficient funds to enable it to: 1. Meet unexpected medical costs eg dental or liver treatment; and 2. Cope with a possible risk of shortfall in our fund raising activities; and 3. £14,374.97| ||||||£14,374.97| - 3) Interest earned in 2023 (£44.56) is higher than 2022 (£4.25) due to higher savings account interest rates. - 4) Income tax recovered on donations (Gift Aid): The 2021-2022 Gift Aid claim was not received last financial year due to a reporting error by the Treasurer. This was rectified and HMRC processed both the 2022 gift aid claim (£5,270.50 + £25.49 interest earned) and the 2022/23 Gift Aid claim of £5,928.88 in 2023. - 5) Payments to Medical Organizations: £5,721.85 (RON32,500) was paid to Sanador SRL, Romania, as a contribution towards life-saving surgery and medical treatment for one young person. - 6) Management & Administration Expenses are zero for 2023. As income for 2022 did not exceeded £25,000, an independent examination of the accounts was not required by the Charity Commission. In previous years when needed, the trustees have appointed Azets Holdings Limited to undertake the independent examination. As the annual operating costs are in the order of £30,000 the resenies at 31 December 2023 of £14.374 do not match this policy. However, the charity is well run and l am of the view the Trustees would not allow a situation to arise where responsibilities committed to in Romania could not be met. IER October 2018
