1 Accounting policies

Basis of preparation

The financial statements have been prepared in accordance with the Financial Reporting Standard for Smaller Entities (FRSSE), effective April 2008, and all other applicable accounting standards, as modified by the Statement of Recommended Practice for Accounting and Reporting issued by the Charity Commissioners for England & Wales,(revised June 2008) (The SORP) adapted to meet the needs of unincorporated organisations . The accounts have been drawn up in accordance with the provisions of the Charities (Accounts and Reports) Regulations 2008 Acts , and include the results of the charity's operations which are described in the Trustees' Report, all of which are continuing.

Insofar as the SORP requires compliance with specific Financial Reporting Standards other than the FRSSE then the specific Financial Reporting Standards have been followed where their requirements differ from those of the FRSSE. the UK and Republic of Ireland (as applied to small entities by section 1A of the standard).

Accounting convention

The financial statements are prepared,on a going concern basis, under the historical cost convention. The charity is entirely dependent on continuing grant aid and as a consequence the going concern basis is also dependent on the continuing grant aid. Incoming resources are accounted for on a receivable basis.

Intangible fixed assets

Intangible fixed assets are measured at cost less accumulative amortisation and any accumulative impairment losses.

Tangible fixed assets

Tangible fixed assets are measured at cost less accumulative depreciation and any accumulative impairment losses. Depreciation is provided on all tangible fixed assets, other than freehold land, at rates calculated to write off the cost, less estimated residual value, of each asset evenly over its expected useful life, as follows:

Freehold buildings over 50 years Leasehold land and buildings over the lease term Plant and machinery over 5 years Fixtures, fittings, tools and equipment over 5 years

Deferred income

In accordance with the SORP grants received in advance and specified by the donor as relating to specific accounting periods or alternatively which are subject to conditions which are still to be met, and which are outside the control of the charity or where it is uncertain whether the conditions can or will be met, are deferred on an accruals basis to the period to which they relate. Such deferrals are shown in the notes to the accounts and the sums involved are shown as creditors in the

Recognition of liabilities

Liabilities are recognised on the accruals basis in accordance with normal accounting principles, modified where necessary in accordance with the guidance given in the SORP.

Unrealised and realised gains

Realised gains and losses are included in the accounts on the date at which a contractual obligation is entered into.

Unrealised gains and losses are computed by reference to the market value of the investments at the balance sheet date, compared to the brought forward cost or valuation, and gains and losses arising on similar categories of investments are netted off.

Winding up or dissolution of the charity

If upon winding up or dissolution of the charity there remain any assets, after the satisfaction of all debts and liabilities, the assets represented by the accumulated fund shall be transferred to some other charitable body or bodies having similar objects to the charity.

Taxation

As a registered charity, the organisation is exempt from income and corporation tax to the extent that its income and gains are applicable to charitable purposes only. Value Added Tax is not recoverable by the charity , and is therefore included in the relevant costs in the Statement of Financial Activities.

Provisions

Provisions (ie liabilities of uncertain timing or amount) are recognised when there is an obligation at the reporting date as a result of a past event, it is probable that economic benefit will be transferred to settle the obligation and the amount of the obligation can be estimated reliably.

Foreign currency translation

Transactions in foreign currencies are initially recognised at the rate of exchange ruling at the date of the transaction. At the end of each reporting period foreign currency monetary items are translated at the closing rate of exchange. Non-monetary items that are measured at historical cost are translated at the rate ruling at the date of the transaction. All differences are charged to profit or loss.

Leased assets

A lease is classified as a finance lease if it transfers substantially all the risks and rewards incidental to ownership. All other leases are classified as operating leases. The rights of use and obligations under finance leases are initially recognised as assets and liabilities at amounts equal to the fair value of the leased assets or, if lower, the present value of the minimum lease payments. Minimum lease payments are apportioned between the finance charge and the reduction in the outstanding liability using the effective interest rate method. The finance charge is allocated to each period during the lease so as to produce a constant periodic rate of interest on the remaining balance of the liability. Leased assets are depreciated in accordance with the company's policy for tangible fixed assets. If there is no reasonable certainty that ownership will be obtained at the end of the lease term, the asset is depreciated over the lower of the lease term and its useful life. Operating lease payments are recognised as an expense on a straight line basis over the lease term.

Introduction

Al Mahmood Foundation Diagnostics Center in Sahiwal is fully operational providing C.T. Scan facilities and also Ultra Sound , Digital X-ray , OPG and ECG facilities. The other services that are provided free include Medicine and Wheelchairs for the disabled.

This year AMF has continued working actively with the Muslim Charity and Rah-e-Haq Welfare Foundation to provide emergency relief in Pakistan and also continued its work with other agencies providing relief in various other countries.

Review of Principal Activities

Fund raising

Trauma unit. This continued to provide essential and immediate medical services to people in Sahiwal and its surrounding villages A total of 3614 C.T. scans were carried out during the year of which were either free of charge or subsidized.

The chair has continued to spend quite a considerable amount of time in Pakistan to ensure the facilities are provided to the people in need.

Diagnostic & Medical Services

At Al Mahmood Foundation, we are deeply committed to ensuring that quality healthcare is accessible to everyone, regardless of their financial circumstances. We understand that diagnostic tests and medical treatments can often be a significant burden for low-income families, and many essential services are either unaffordable or inaccessible.

Diagnostic Services

CT Scans

CT scans are crucial in diagnosing internal conditions such as cancer, bone fractures, brain conditions, and abdominal issues. Through Al Mahmood Foundation, individuals can avail CT scans at low rates compared to regular market prices. Free CT scans are available for poverty-stricken patients, ensuring they have access to life-saving diagnoses.

X-Ray Services

X-rays are essential for diagnosing bone fractures, joint issues, lung infections, and other health concerns. AMF provides affordable X-ray services to the general population and offers free X-ray tests for destitute patients to ensure they can receive timely care.

OPG (Orthopantomogram)

The OPG is a type of dental X-ray that helps diagnose issues related to teeth, gums, and jaw bones. For those in need of dental assessments, Al Mahmood Foundation provides this service at low rates, while offering it completely free of charge for needy patients.

Ultrasound

AMF offers free physician check-ups for poor patients to ensure they receive timely medical evaluations, diagnoses, and treatment advice. Affordable check-ups are available for others at nominal rates.

Dental Examinations

Dental care is often a neglected aspect of health for many low-income individuals. AMF offers free dental treatments to needy patients, including fillings, extractions, and routine cleanings. For those who can afford treatment, we offer affordable dental services to ensure that everyone can access quality care.

Physiotherapy Treatment:

Physiotherapy is essential for those suffering from injuries, joint pain, and mobility issues. AMF offers free physiotherapy services for poor patients who cannot afford the treatment they need. For the general population, we provide physiotherapy at low rates, helping individuals regain their strength and mobility without the financial burden

Provision Of Free Medicine for Poor Patients

At Al Mahmood Foundation, we understand that medication can be one of the biggest expenses for families dealing with illness, particularly for those living in poverty. Many individuals are forced to skip treatments or go without necessary medications because they cannot afford them, leading to worsening health conditions and unnecessary suffering.

Medicines for Chronic Conditions

Many patients suffer from chronic illnesses such as diabetes, hypertension, asthma, and heart disease, which require ongoing medication. AMF provides free medicines for these conditions.

Emergency Medical Support

Surgical procedures, whether minor or major, can be costly and beyond the reach of many low-income families. Al Mahmood Foundation steps in to help with operation expenses by:

Advanced Diagnostics (MRI and Other Tests):

Advanced diagnostic services, such as MRI scans and other specialized tests, are essential for diagnosing serious health conditions like brain disorders, spinal issues, cancer, heart conditions, and internal injuries. These tests are often expensive and not available in every facility.

Free Medical Camp Program

At Al Mahmood Foundation, we understand that access to healthcare is a critical need, especially for those in underserved communities who cannot afford basic medical care. Many families in Sahiwal and surrounding areas face significant barriers to healthcare due to financial constraints, lack of nearby facilities, or simply the high costs of medical treatment.

To address this pressing issue, AMF organizes free Medical Camps throughout the year, ensuring that individuals in need have access to essential medical services and health consultations, without any financial burden.

Our Services at Free Medical Camps:

Monthly Ration Distribution

In the face of rising living costs and increasing economic challenges, countless families struggle to meet their basic needs. The most affected are poor and marginalized households, who face daily hardships in securing food, clothing, and education for their children.

In response to this growing crisis, the AMF launched the Monthly Ration Program to support families living in poverty. The program provides consistent monthly food provisions, helping ensure that vulnerable families have access to nutritious meals and do not have to compromise on their essential needs.

Ramadan Food Distribution

AMF organized a Ramadan Food Distribution Program to provide essential food packages to the underprivileged communities in Sahiwal. The purpose of this initiative was to support families during the holy month of Ramzan, ensuring they have access to the necessary resources to prepare meals for iftar and suhoor without facing financial difficulties.

Al Mahmood Foundation , recognizing this social issue, has introduced its Marriage Support Program to help alleviate the financial strain on lowincome families when it comes to marrying off their daughters.

House Building Support Program

Al Mahmood Foundation has initiated a targeted House Building Support Program aimed at assisting poor and low-income families in constructing basic, secure homes. Many of these families live in inadequate shelters or are unable to begin building due to the high cost of materials. This program directly addresses that gap by supplying critical construction items including:

Vision Donation Program

At Al Mahmood Foundation, we are committed to improving the health and well-being of underserved communities, and vision care is an essential part of that commitment. In partnership with Rahimia Eye Hospital, Sahiwal, we have launched a Used Eye Glasses Donation Program aimed at helping individuals in need improve their vision.

Through this program, we collect gently used eyewear from generous donors, and distribute them to individuals who may be unable to afford new ones. This initiative allows us to provide free vision support to those who may suffer from untreated vision issues, such as blurred or impaired sight, and help them regain their ability to see clearly and live more independently.

Rozgar Support Program

Al Mahmood Foundation runs a dedicated Rozgar (Livelihood) Support Program aimed at empowering poor and low-income individuals to earn a sustainable income and become self-reliant. Through this initiative, the Foundation supports unemployed or underemployed individuals by providing them with tools, equipment, and materials to start small businesses or trades. Support includes the provision of items such as:

Clean Drinking Water Initiative

Unsafe drinking water is a significant health threat, especially in rural and underserved areas. Contaminated water can lead to a wide range of serious health conditions, including diarrhea, typhoid, intestinal worms, and hepatitis. Sadly, these waterborne diseases are responsible for a large number of preventable deaths in Punjab, particularly among children and vulnerable communities.

Recognizing the critical need for clean and safe drinking water, Al Mahmood Foundation has taken decisive action to address this issue by providing clean drinking water to the residents of Sahiwal. Through the installation of Reverse Osmosis (RO) plants, we have been able to deliver purified water to communities in urgent need.

Our Efforts to Ensure Safe Drinking Water:

1.Sahiwal Teaching Hospital (11 Years):

For over a decade, Al Mahmood Foundation has been providing access to clean drinking water at the Sahiwal Teaching Hospital through the installation and maintenance of a Reverse Osmosis (RO) plant. This initiative has directly benefited hospital patients, visitors, and staff by providing them with safe drinking water, reducing the risk of waterborne diseases within the hospital premises.

2.Goal Chakar, Sahiwal (6 Years):

For the past five years, we have extended our water purification efforts to Goal Chakar, a rural area in Sahiwal. Through the installation of another RO plant, this initiative has been life-changing for the local community. Families in Goal Chakar now have reliable access to clean water, significantly improving their health and quality of life.

The RO plants installed by Al Mahmood Foundation are providing a vital resource to thousands of people. Access to clean water helps prevent the spread of waterborne diseases, improving overall community health and well-being. By providing safe drinking water, we are not only protecting lives but also reducing the burden on local health services, which often struggle to cope with the consequences of untreated water-related illnesses.

Participation in Social Welfare Events Organized

[Al Mahmood Foundation actively encourages and facilitates] community participation in its wide range of social welfare activities. These events bring together volunteers, beneficiaries, local leaders, and supporters, fostering a spirit of collaboration and shared responsibility. Participation varies from distributing wheelchairs and ration kits, attending health and disease awareness sessions, to engaging in environmental initiatives like tree plantation drives. The Foundation believes that active involvement of the community not only enhances the impact of each program but also empowers individuals by giving them a voice and role in shaping their social environment. Through these participatory events, the Foundation promotes unity, inclusivity, and sustainable social development.

Syrian Refugees in Turkey

Primary objective of this project was to assist Syrian refugees and Turkish families affected by the earthquake on February 6, 2023. This devastating event significantly impacted both communities, with Syrian refugees in Turkey, particularly those in Urfa, experiencing the most severe consequences due to their already challenging living conditions. Our primary focus has been on supporting the most vulnerable populations, including orphans, women, and the elderly.

The project was designed to address their essential needs, providing crucial support in the areas of food, clothing, education, and health. In addition to these vital provisions, we also distributed copies of the Quran to families. This gift was intended to offer spiritual comfort and allow recipients to engage in recitations, contributing to SADAQA-EJARIA for all those who extended their help during their difficult period

Gaza Crisis

Gaza Strip, is a Palestinian territory on the eastern coast of the Mediterranean Sea, Gaza strip is surrounded by walls and fences, with two gates to the outside world that are mostly closed. It is one of the highest population densities in the world, where around 2 million ² People (50% children and 75% refugees) live on a 365 km narrow strip on the south east of the Mediterranean.

HUMANITARIAN SITUATION

Nearly two years of conflict have left over two million Palestinians, half of whom are children, without access to sufficient water, food or medical care. Famine has become a deadly reality, with catastrophic hunger tightening its grip across the population.

PROJECT PLAN

AMF with the financial support from donors initiated an Emergency Response Plan to provide immediate relief to the people affected by war and our country coordinator is directly monitoring the project activities and arranging deliveries through local suppliers where it is possible.

Collboration with other charities

This year AMF has continued working with its existing partners in particular Muslim Charity and Rah-e Haq and would like to thank their continued support.

Local initiatives

AMF has remained active within in the local Muslim community in Rochdale by providing educational support to local people and schools. AMF also provided continued support to a Soup kitchen for the Homeless in Rochdale.

Social impact

An important component of our vision and mission is to ensure that regardless of the size of our input, support or contribution, there is a tangible and positive impact on the social fabric of the recipient/ partner community. The ability of our General Secretary to maintain personal links and continue providing support to the local organisation Rochdale Council of Mosques has helped towards keeping the Muslim community in harmony and cohesion.

Objectives for 2025

Improve AMF’s ability to raise funds within UK and Pakistan. Set up of a new Cardio Hospital in Sahiwal

Continue to improve the current medical services provided by the Diagnostic Unit in Sahiwal, Pakistan.

Continue to support and work with local partners.

Governing Document

Al Mahmood Foundation was setup in January 2003 and is registered as a charity with the Charities Commission of England and Wales.

It also has Pakistani office in Sahiwal which is registered with the provincial government of Punjab.

Charitable objectives and activities

The Objectives of the charity are:

1.The relief of poverty, sickness, disability and distress; and

2.The promotion of basic education anywhere in the World in particular but not exclusively by aiding and supporting the provision of health care facilities in Sahiwal, Pakistan.

Appointment of Trustees

As set out in the Articles of Association, new Trustees are appointed by the existing members.

Trustees are appointed for life or till they resign. The Executive committee membership is for three years, at the expiry of this period members be appointed for a further three years with no limit to number of terms they can be appointed.

Income Generation

Total funds raised in the year were £201,985.86 and total charitable expenditure for the year was £145,685.00

Reserves

The charity currently has reserves. It’s operating balance at year end i.e. 31 December 2024 stood at £109,087.91

The trustees are responsible for preparing the financial statements in accordance with applicable law and accepted accounting practice that pertain to our size of organization.
