The finanual slalemenls have been prepared in accordance with the accounlSng pollcles set out in note 1 of
the financial slalements and wmply with the Charill5 governing document, the Charllles Act 2011 and
'Accounting and Reporting by Charities.. Statement of Recommended Practice appllcable lo charities preparing
their accounts in accordance wlth the Financial Reporting Standard applicable in the UK and Republic of
Ireland IFRS 1021" las amended for accounting periods commen¢lng from 1 January 2016).
Foroword
Thls Annual Report sets out. for the year ended 31 March 2023, the level of charltable Income received by
Gloucestershire Health armj Care NHS Foundation Trust Charities. Ihe18vel of charitable expenditure made by
Gloucestershire Health and Care NHS Foundation Trust Charities and the balance of charitable monies that
remain al the disposal of Gloucesler8hlre Health and Care NHS Foundation Trust Charities. Income to the
charitable fund is mainly from gifts, donations or legaGles. while charitable fund expenditure is to enable
activities lo take place that are not funded or provlded from Gloucester5hlre Health and Care NHS Foundation
Tnjsl's normal revenue In¢ome.

Glouces18rshire H8allh and Care NHS Foundatlon Tnjst is the main beneficlary of the Charity and is a related
Party by vlrtue of being the corporate Iruslee. By working in partnership with the Tru8t the Charitable Funds are
Used lo best effect. When deciding upon the best use of the Charitable Funds, the corporate Iruslee lakes into
con8ideratlon the maln aclivllles, oble¢lives. strategies and plans of the proposed benefi¢iary.
The Charlty's unreslrlcle(5 fund was established using the model declaratlon of trust. The re$lricled funds were
separately reglsl8red under the group Charity. All funds held at the dal8 of reglstration either formed part of the
unreslricled or re$lricled funds. Subsequent donations and gifts received by the Charity have been added to
those fund balances wllhln the exlstlng charity.
The corporate Iruslee fulfil8 ils legal duty by ensuring that funds are spent In accordanc8 with the objects of each
fund and by designating funds.. in this way the trustee Is able to respect the wishes of the donors, to benefit
pallenl care and advance the good health and welfare of patients and staff. The charitable funds avallable lo
spend are held within the fund calegorles described in notes 12 and 13 of the 3ccounls.
Non-Execullve members of the Trust's Board of Dlrectors are appointed by the Council of Governors of
Gloucestershire Health and Care NHS Foundation Tnjst. Executive members of the Board are subject lo
recruitment by the NHS Trust Board.
Members of the Trust Board and the Charitable Funds Committee are not individual trustees bul act as agents
under charity law on behalf of the corporate trustee.
All Board members undertake an induction programme on appointment and are encouraged to participate in
relevant training Pfogrammes as appropriate.
The Charitable Funds Committee is responsible for the overall management of the Charitable Funds.

needs of the Trust's charitable purposes.
Consider applications from the fund managers for the creation of nèw funds and approve the governing
documents under which these will be administered.
Nomlnale NHS officers to have delegated authority for the comrnltment of expendllure, management of
VAT implications and liaison with the investmént broker for deposlls and withdrawals.
Ensure légacy income is monitored and approve the aclKins of the l•ga¢y offlcer lo ensu￿ receipt of all
legacy enlillemenls.
Oversee the development of an Invfrslmenl policy for Board of Trustees approval a8 requlred.
If directed by the B08rd of Trustees, oversee the appointment of an inveslrnent manager and the
implemenlalion of appropriate procedures to monitor the Invaslmenl arrangements and ensure comp+lan¢o
wllh the current relevant legislat￿on.
Act a8 the control mechanism for any approved fund-raising appeals which may be Inilialed, and ensure
that the appolntment and control of fund-raisers is in line with ￿rrent regulations and guIdar￿a
Ensure appropriate liaison wth the Charity Commlssion andlor legal advisors lo confirm151trPPOrt any

Oversee the development of plans lo increase awareness amongst staff and the wlder community of the

The amount of funds held in respect of charilablefunds is currently considered loo small to support an investment
portfollo. The trustees do not consider there lo be any major risks associated with the charitable funds due lo
the nature of the charitable activit￿S undertaken. Funds spent during the year will be no more than the balance
held.
The Trust provide$ accounting facilities for the funds. The financial position of any fund can be known al any
lime. as each fund has a unique code which is debited or credited at the tifne of a Iransaclion, through the cloud
accounting package. Any balance owing lo or from the fund is transferred between the Trust Fund Account and
Gloucestershire Health and Care NHS Foundation Trust's bank account during the financial year.

The charity alms lo expend all funds received wllhln two years of receipl. except where funds are being saved
for a specific purpose. Fund balances earn interest during the year from the relevant bank accounts.

In planning the ¢harfty'8 activities for the year the Iruslees kept in mind the Charity Commi$$ion's guidance on
public benefit.
Achl•vom¢nts and performance
The charity is proud lo support people from across the county al their lime of need, crisis or illness, ar￿ is able
to provide this help as a result of the generous donations and legacie5 of local people, organisalions and the
wider ¢ommunily. and also through the Insplrallonal fundraising activities of NHS colleagues and other
organisatlons and indlviduals.
Over the years many Individuals have banefiled from the kindness of others.
Examples of some of the good causes the charity has sponsored this year include=

The income for the year was £96,00012022.. £123,000) a reduction of £27,000. The decrease in income during
the year Is due mainly lo a reducllon of £99,000 donallons received from NHS Charities, which is offset with
an Increas8 in grants fo￿1Ved of £40,000 and an increase In legacle8 recelved of £30,000.
Overall expenditure of £62,000 {2022.' £177,OW)1s 65 percent lower than la8t year. In this financlal year
£57,OIXI12022'. £185,000) was 8P8nl on pallenl and staff weware acllvltSe8.
Service users and Gloucestershire Health and Care NHS Foundatlon Tru81 colleagues have benefited greatly
from the generosity of family, friends, colleagues and the wider community who have made donations lo the
charitable fund.

their accounts in accordance wlth the Financial Reporting Standard applicable in the UK and Republic of

Thls Annual Report sets out. for the year ended 31 March 2023, the level of charltable Income received by
Gloucestershire Health armj Care NHS Foundation Trust Charities. Ihe18vel of charitable expenditure made by
Gloucestershire Health and Care NHS Foundation Trust Charities and the balance of charitable monies that
remain al the disposal of Gloucesler8hlre Health and Care NHS Foundation Trust Charities. Income to the
charitable fund is mainly from gifts, donations or legaGles. while charitable fund expenditure is to enable
activities lo take place that are not funded or provlded from Gloucester5hlre Health and Care NHS Foundation
Tnjsl's normal revenue In¢ome.

Glouces18rshire H8allh and Care NHS Foundatlon Tnjst is the main beneficlary of the Charity and is a related
Party by vlrtue of being the corporate Iruslee. By working in partnership with the Tru8t the Charitable Funds are
Used lo best effect. When deciding upon the best use of the Charitable Funds, the corporate Iruslee lakes into
con8ideratlon the maln aclivllles, oble¢lives. strategies and plans of the proposed benefi¢iary.
The Charlty's unreslrlcle(5 fund was established using the model declaratlon of trust. The re$lricled funds were
separately reglsl8red under the group Charity. All funds held at the dal8 of reglstration either formed part of the
unreslricled or re$lricled funds. Subsequent donations and gifts received by the Charity have been added to
those fund balances wllhln the exlstlng charity.
The corporate Iruslee fulfil8 ils legal duty by ensuring that funds are spent In accordanc8 with the objects of each
fund and by designating funds.. in this way the trustee Is able to respect the wishes of the donors, to benefit
pallenl care and advance the good health and welfare of patients and staff. The charitable funds avallable lo
spend are held within the fund calegorles described in notes 12 and 13 of the 3ccounls.
Non-Execullve members of the Trust's Board of Dlrectors are appointed by the Council of Governors of
Gloucestershire Health and Care NHS Foundation Tnjst. Executive members of the Board are subject lo
recruitment by the NHS Trust Board.
Members of the Trust Board and the Charitable Funds Committee are not individual trustees bul act as agents
under charity law on behalf of the corporate trustee.
All Board members undertake an induction programme on appointment and are encouraged to participate in
relevant training Pfogrammes as appropriate.
The Charitable Funds Committee is responsible for the overall management of the Charitable Funds.

The amount of funds held in respect of charilablefunds is currently considered loo small to support an investment
portfollo. The trustees do not consider there lo be any major risks associated with the charitable funds due lo
the nature of the charitable activit￿S undertaken. Funds spent during the year will be no more than the balance
held.
The Trust provide$ accounting facilities for the funds. The financial position of any fund can be known al any
lime. as each fund has a unique code which is debited or credited at the tifne of a Iransaclion, through the cloud
accounting package. Any balance owing lo or from the fund is transferred between the Trust Fund Account and
Gloucestershire Health and Care NHS Foundation Trust's bank account during the financial year.

The charity alms lo expend all funds received wllhln two years of receipl. except where funds are being saved

## **INDEPENDENT EXAMINERS REPORT TO THE TRUSTEES OF GLOUCESTERSHIRE HEALTH AND CARE NHS FOUNDATION TRUST CHARITIES** 

I report to the trustees on my examination of the financial statements of Gloucestershire Health and Care NHS Foundation Trust Charities (the Trust) for the year ended 31 March 2023. 

## **Responsibilities and basis of report** 

As the trustees of the Trust you are responsible for the preparation of the financial statements in accordance with the requirements of the Charities Act 2011 (the 2011 Act). 

I report in respect of my examination of the Trust’s financial statements carried out under section 145 of the 2011 Act. In carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act. 

## **Independent examiner's statement** 

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

1. accounting records were not kept in respect of the Trust as required by section 130 of the 2011 Act; or 

2. the financial statements do not accord with those records; or 

3. the financial statements do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination. 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the financial statements to be reached.
