THE F.R.O.S.T. REPORT 2024

F.R.O.S.T.’s aims are to help maintain, protect and enhance the fabric of the 1,000 year old church of St. Thomas of Canterbury in East Clandon for villagers and visitors alike. The main public benefit that results from its activities is the preservation of an important historic building. F.R.O.S.T. is not a religious organisation, rather a community group, and its activities not only generate community spirit but also raise vital funds for this important cause.

During 2024 F.R.O.S.T. made grants totalling £7,793. These grants paid for new chairs for the congregation, a Garden of Remembrance in the churchyard, heating and tree works, annual ECPCC insurance and several heating oil bills. These works help to keep this Grade I listed building and church yard in a condition that allows it to continue to be of benefit both to the village and to those who visit the village.

Over the 21 years since F.R.O.S.T. was established it has made grants of approximately £148,500 in accordance with the aims of its Trust Deed.

During 2024, F.R.O.S.T organised 3 successful village events. In February, another well attended Bingo Night was held in the village hall, in May the ever popular Safari Supper took place at venues around the village and November saw the regular competitive Village Quiz Night in the village hall. All of these events were well supported and there are currently 4 events in the planning again for 2025.

We are, as always, ever grateful to those who make regular donations and who have signed Gift Aid forms which will result in a welcome Gift Aid refund where possible. We were particularly grateful this year to receive bequests totalling £242,000 from the estate of the late Jim Bacon. Jim was a life long resident of East Clandon and, amongst other jobs, worked for the ECPC keeping the village outdoor spaces in good order for many years.

The Trustees are very grateful to all the villagers and those from further afield who have supported F.R.O.S.T.’s activities this year and look forward to welcoming even more supporters to our fundraising events in 2025. FROST conducted an online survey amongst the village during 2024 to ensure that the events and prices charged were in line with villagers’ expectations.

The charity also owns various collecting tins, catering equipment and supplies, which are of no material value. The stocks of merchandise are reduced mainly because they are used as gifts and prizes at fund raising events.

Reserves Policies

On 25 March 2003 the trustees of F.R.O.S.T. approved a set of financial regulations for the charity which, inter alia, laid out that a maximum of £500 should be held in the current account, with any funds over this amount being placed on deposit or otherwise invested in compliance with the provisions of the Declaration of Trust dated 6 January 2003.

Grant Making Policy

The charity made grants of £7,793 in the year under review. The grant making policy of the charity is laid out in paragraph 3.6 of the Declaration of Trust and, in summary, gives the charity the power to make grants or gifts to the East Clandon Parochial Church Council (ECPCC) or the body responsible for the church of St. Thomas of Canterbury, East Clandon.

Investments Selection Policy

The charity made no investments other than placing cash on deposit in the year under review. The investment powers of the charity are laid out in paragraphs 3.7 and 3.8 of the Declaration of Trust.

Relationship with related parties

Arising from the objects of the charity, the ECPCC has the right to appoint a trustee to the charity. The charity also co-operates with other local charities (e.g. The Cobbe Collection Trust (Reg. Charity No.1061338), and Cherry Trees (Reg. Charity No. 800222)).

Objects of the charity

The objects of the charity are the care, restoration, repair, improvement and enhancement of the Parish Church of St. Thomas of Canterbury, East Clandon in the diocese of Guildford and of the monuments, fittings, fixtures, bells, stained glass, furniture, contents, equipment, ornaments and chattels within and without it, and of the churchyard and any burial ground belonging to it now or in the future.
