## **Objects of the Charity** 

To advance the education of the public in all matters of housing issues in particular but not exclusively by: 

1. The publication of the journal Housing Studies and 

2. The provision of grants to organisations which promote research and understanding in housing studies and its relevance to housing policy. 

The Charity is governed by its Declaration of Trust Deed dated 1st November 2002, as amended by deed dated 27[th] May 2011, as amended on 6[th] May 2022, as amended by resolution dated 27[th] February 2023.

**TRUSTEES' REPORT FOR THE YEAR ENDED   31[st] DECEMBER 2023** 

Review of Activities for the Period 

Total editorial and royalty income from the publishers for 2023 was up on the previous year at £120,682. On the expenditure side, the main costs were, as previously, journal support & legal and administration expenses. 

Overall, the accounts show a surplus of receipts over payments of £18,146. Total surpluses accrued now amount to £380,623, of which £150,000 was deposited in a one and two year fixed term deposit accounts. Plans to allocate surpluses above our operating reserves for purposes in line with our aims - a doctoral fellowship - were agreed at the 2023 AGM. This scheme subsequently required more detailed development work. It is yet to reach the implementation stage. 

As noted in previous reports, in light of current costs and volume of work, an increased budget for the editors of Housing Studies had been settled between the Trustees and the Editors. 

No new trustees were appointed at the 2023 AGM. Alex Marsh remained Chair of the HSCT in 2023, Peter Kemp the Secretary, and Alison Wallace the Treasurer, supported administratively by Thornby Associates. The Trustees plan to renew the membership over time. We anticipate some changes to membership of the Board of Trustees in the year ahead. We anticipate the departure of at least one long-standing member and the recruitment of two new Trustees. Alex Marsh maintained regular contact through the year with the other trustees, not least via virtual meetings. The annual return to the Charities Commission was submitted in accordance with the requirements.

## **HOUSING STUDIES CHARITABLE TRUST INDEPENDENT EXAMINER'S REPORT TO THE TRUSTEES OF THE HOUSING STUDIES CHARITABLE TRUST** 

I report on the accounts of the Housing Studies Charitable Trust for the year ended 31[st] December  2023 which are set out on pages 4 and 5. 

## **Respective Responsibilities of trustees and examiner** 

As the trustees of the charity, you are responsible for the preparation of the financial statements. 

Having satisfied myself that the financial statements of the charity are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of the charity’s examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act. 

## **Basis of independent examiner's statement** 

My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a 'true and fair view ' and the report is limited to those matters set out in the statements below. 

## **Independent examiner's statement** 

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe that in any material respect: 

1. accounting records were not kept in respect of the charity as required by Section 386 of the 2006 Act; or 

2. the financial statements do not accord with those records; or 3. the financial statements do not comply with the accounting requirements of Section 396 of the 2006 Act other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination; or 

4. the financial statements have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102). 

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the financial statements to be reached.
