The Members of FACCTS are the Trustees and, ex-officio, the current clergy and ministers of Churches in Christians Together in Fleet and Church Crookham. Trustees may be appointed by Members voting at a general meeting or by the Trustees in the interim but ratified by Members at the next general meeting. They normally serve for 3 years and can then be re-elected for a further term. _7(4)(f)_

## **Charity Objectives & Outcomes**
**FACCTS objectives** _**(from Memorandum and Articles of Association (M&AOA) incorporated on 30[th] August 2002 7(4)(d))**_
- To advance the Christian faith in accordance with the Statement of Beliefs, appearing in the Schedule to the M&AOA, in Fleet and Crookham in Hampshire and in surrounding areas in Hampshire and Surrey as the Directors (referred to as “Trustees”) of the Charity may from time to time think fit; and
- To advance education in accordance with Christian principles by such means as the Trustees may consider appropriate in the said locations as the Trustees may from time to time think fit. _7(4)(e)_
## **Strategic outcomes**
- Schools have access to a Christian youth work organisation, providing experienced and qualified youth work staff and volunteers, able to meet schools’ needs;
- FACCTS services are normally provided free of charge; and
- Services are delivered in accordance with the needs defined by school staff, the curriculum and other requirements, as agreed in partnership with FACCTS staff.
## **Delivering Public Benefits**
The Charity Commission sets out two key principles for delivering public benefit. FACCTS delivers public benefit as described below:
## **Principle 1: There must be identifiable benefit or benefits.**
- FACCTS provides benefits including educational services to schools and training, information and links with local churches;
- FACCTS services and information are open and publicly accessible via pamphlets, the website, regular reports and meetings;
- Trustees approve all projects to ensure that benefits are clearly related to the aims. New opportunities identified by schools are reviewed and progressed as appropriate; and
- FACCTS has a publicly accessible Statement of Beliefs, available to all who wish to support the organisation or use our services.
## **Principle 2: Benefits must be to the public, or section of the public.**
- The number of beneficiaries is appropriate to our aims. We are now working with all the State schools in our defined geographic area. _SORP 31 (c)_ ;
- Services are based on schools’ requirements and provided freely. They are subject only to mutual agreement as to suitability and availability of staff &/or volunteers;
- Membership, although primarily from local churches, is open to all, recognising the Statement of Beliefs, set out in our M&AOA;

- We will serve people of all faiths and none, and people from the wide range of social and cultural backgrounds encountered in society; and
- Trustees are reimbursed for reasonable expenses and staff paid in line with national recognised rates.
The Trustees remain satisfied that FACCTS is working well to achieve its objectives and pursuant to its charitable status, to deliver identifiable benefits to the section of the public on which we focus. _7(3)(a)_
## **Report on Project Activities in Period**
## **Chair’s report**
How we give thanks for the return to ‘normality’ during the year, following the impact of COVID on our activities in the previous two years! The detailed report on progress, which follows below gives some flavour of our work during 2021/22 and I again congratulate our excellent staff team, supported by our wonderful band of volunteers, for all that has been achieved.
Throughout the past year FACCTS has had the remarkable privilege and opportunity of seeking “to advance the Christian faith” and “to advance education in accordance with Christian principles” in all the State infant, junior and secondary schools within Fleet and Church Crookham. We dare not presume the permanence of such favour and must continue to be much in prayer for this – as well as ensuring, as far as we are able, that all our work is of the highest quality, is valued by the schools and is sensitively undertaken. Feedback we received during the year suggested that these objectives were being achieved.
The range of our activities and our ‘reach’ to some 2,500 school children plus staff are demanding, both on our staff and our finances. Over the last few years we have been substantially assisted by the significant one-off donations FACCTS received in 2017/18, enabling us to expand our work as required by the donors. We have been able to operate at this expanded level since 2017/18 but this will only be possible for a further year, if ongoing incomes remain at current levels. (As the Statement of Accounts below indicate we withdrew over £20,000 from our overall reserves in 2021/22). We have, therefore, embarked on a programme of church visits across the town, as well as raising awareness of the position with existing / potential individual supporters, seeking to raise our income levels. The response to date has been particularly encouraging.
I must again express my personal gratitude to my fellow Trustees, and in particular to the Project CoOrdinator, for all their commitment and support throughout the year.
In conclusion, we are so grateful to God for His blessing on FACCTS throughout 2021/22. May He continue to bless, protect and provide for FACCTS as we look to the future.

## **Board activities and report on progress**
The Board met 7 times in the year to review management/policy issues, receive reports on schools' work, run a recruitment exercise and address the funding question. Sadly, one of our number had to stand down, hopefully only for a season, because of illness. We welcome those with an interest in schools work to become trustees, particularly people from unrepresented churches on the Board.
The charity employed 4 part time schools workers during the year. The Board took the decision early in the year to increase the hours of the two previous year’s appointees from 10 to 15 hours per week apiece. This is the main reason for the budget shortfall. Our most experienced schools worker asked to stand down for family reasons early in the Spring Term, prior to her furthering a call to the Methodist Ministry. Two of the trustees and a local church youth worker took up most of the slack, and we appreciate their commitment and support. Another schools worker resigned at the end of her two year posting so, in May, we began a recruitment exercise which resulted in two excellent candidates being appointed, initially on 1 year, 10 hour a week contracts for the 2022/23 year. We made our remaining schools worker’s contract permanent (15 hours per week) in support of the team leader (25 hours per week).
We are reliant on our committed and faithful team of volunteers who populate Open the Book teams, support Reflection Spaces, help with Lunch Clubs and enable Christmas and Easter presentations to happen.
The year was a much more normal one, with a gradual return to face-to-face activities as COVID restrictions eased.
## Infant Schools
FACCTS ran a full Open the Book (OTB) programme in Fleet Infants, Crookham Infants, Heatherside Infants and Elvetham Heath Primary School (EHPS). We were delighted to run a full programme in the Winter Term at Tweseldown Infants but the Head invited us to do one assembly at Easter in the Spring Term and two in the summer. We give thanks for this open door and pray it widens. Similarly, Tavistock Infants invited us to do two assemblies a term in 2022. In addition, we were invited to help EHPS with their RE syllabus for Year 1 and teach a lesson on Temptation across year 2 at Heatherside.
## Junior Schools
Throughout the school year, FACCTS ran lunch clubs in three of the five junior schools – Heatherside, Crookham and All Saints (outside because of COVID restrictions) but the clubs at Velmead and EHPS have not yet re-opened. We ran occasional Open the Book based assemblies at All Saints.
We also held Christmas and Easter Presentations across Year 6 and taught an It’s Your Move lesson to all Year 6 classes (in person but by video to Velmead School) and, in addition at Dogmersfield School where

we hosted a follow-up Reflection Space. It was a real answer to prayer that the Christmas presentations in particular were able to go ahead in full with every school and every class.
Plans for Transforming Lives for Good (TLG) developed slower than we anticipated. Crookham Junior School agreed to adopt the project and their lead contact was an enthusiastic champion. FACCTS supported Fleet Methodist Church (the lead church) and two other churches; two of our schools workers have been trained as co-ordinators. Three team members and two volunteers mentored children progressively from January.
## Secondary Schools
We continued to run two Christian Clubs at Court Moor which led to a Youth Alpha in the Summer Term for the Court Moor children, two of whom made commitments to Christ. We re-introduced one at Calthorpe Park (initially outside for COVID reasons but continuing there because of the high level of engagement with pupils).
We ran Outdoor Clubs for up to 8 Year 7 children at Court Moor in the Autumn and Spring terms. One parent said “I just wanted to say thank you for thinking of my son to attend the Outdoors Club after school on Wednesday. He is enjoying it so much - and comes home happy, muddy, tired and full of chatter about what he has done.”
We continued to offer coffee to the staff of both schools, that at Calthorpe Park being volunteer led with team support. Conversations at Calthorpe led to an invitation to hold an RE lesson across both Year 7 and Year 8.
Our invitation to Calthorpe Park to offer a CAP Money Management lesson was embraced and we ran this across Year 9 in PHSE. When this was offered to Court Moor, we were invited to teach the lesson across year 9 in a single day which was stretching! Both schools expressed delight with the lesson and have invited us back in 2023.
## Platinum Jubilee
The local Christians Together charity, of which FACCTS is a member, asked us to distribute a copy of a souvenir booklet to each junior and secondary school child. We did this, and produced a wonderful video for schools to use in assemblies or lessons.

## **Treasurer’s report**
Donations come from Churches in Fleet and Church Crookham, and directly from individuals.
We are very grateful to the churches and individuals who maintained and increased their giving to us. We have drawn down our reserves this year, as explained in the Chair’s report.
We recognise that we will need to increase donations over the next year to maintain our current level of service as the Designated fund will only last this year at the current rate of expenditure. There are various initiatives ongoing to increase funds. The new staff that have been employed are only on a one year contract, until we know we have the funds to extend their contracts.
The accounts are prepared in accordance with SORP guidelines (Statement of Recommended Practices). They are supported by a set of notes, which amplify the information presented in the Income and Expenditure Account and the Balance Sheet.
## **Grants and Investments**
No specific grant policies exist but annually the Trustees set a budget for the operation of the Charity taking into account the current financial situation and forecast revenues/expenditures. The Charity has a current and two savings accounts with Lloyds Bank. Any grants awarded from Charity funds would be subject to approval by a quorate Trustee meeting – none have been granted in this financial year. _7(4)(k)_
All investments are subject to approval of the Trustees. Interest-bearing bank accounts were in operation throughout this financial year providing interest of £20. No investments were made or approved. _SORP 30(g)_

For the year ending July 2022 the company was entitled to exemption from audit under section 477 of the Companies Act 2006. The Members have not required the company to obtain an audit in accordance with section 476 of the Companies Act 2006. However, as in previous years, the accounts have been subject to an independent examination by a qualified accountant.
The Trustees acknowledge their responsibility for complying with the requirements of the Act with respect to accounting records and for the preparation of accounts.

## **Notes to Accounts**
## Note 1 – Donations Received
General Fund - These are the donations received from individuals and churches that support the work of FACCTS.
Designated Fund - There were two anonymous donations in 2017/2018 from local trusts which totalled £72,454, and which were designated by the trustees, in line with the wishes of the donors "to invest in the development and growth of the work of FACCTS with children and young people at school or college, in accordance with the charity's objectives”. Expenditures meeting this criterium are financed from this fund.
## Note 2 – Reclaimed Tax from Donations
FACCTS is a registered charity and as such is able to claim Gift Aid on donations made by tax payers to the charity.
## Note 3 – Schools Workers Expenses
These are the direct expenses relating to the work of the Schools Workers as part of their duties in carrying out the objectives of FACCTS.
## Note 4 – Donations Made
FACCTS is actively supported by Scripture Union (SU) who provide schools worker training plus policies and advice on all aspects related to the operation of the Charity. Over the past few years we have made a donation of £100 each month to SU. This year we have also made a donation for Queen’s Jubilee Booklets for school children.
## Note 5 – Insurance
FACCTS is obliged to maintain employee and public liability insurance, covering the work of the Charity and its employed workers.
## Note 6 – Accountancy Fees
These were fees incurred in preparing FACCTS monthly payroll which is completed by Stewardship Services Bureau.

We are reliant on our committed and faithful team of volunteers who populate Open the Book teams, support Reflection Spaces, help with Lunch Clubs and enable Christmas and Easter presentations to happen.
The year was a much more normal one, with a gradual return to face-to-face activities as COVID restrictions eased.
## Infant Schools
FACCTS ran a full Open the Book (OTB) programme in Fleet Infants, Crookham Infants, Heatherside Infants and Elvetham Heath Primary School (EHPS). We were delighted to run a full programme in the Winter Term at Tweseldown Infants but the Head invited us to do one assembly at Easter in the Spring Term and two in the summer. We give thanks for this open door and pray it widens. Similarly, Tavistock Infants invited us to do two assemblies a term in 2022. In addition, we were invited to help EHPS with their RE syllabus for Year 1 and teach a lesson on Temptation across year 2 at Heatherside.
## Junior Schools
Throughout the school year, FACCTS ran lunch clubs in three of the five junior schools – Heatherside, Crookham and All Saints (outside because of COVID restrictions) but the clubs at Velmead and EHPS have not yet re-opened. We ran occasional Open the Book based assemblies at All Saints.
We also held Christmas and Easter Presentations across Year 6 and taught an It’s Your Move lesson to all Year 6 classes (in person but by video to Velmead School) and, in addition at Dogmersfield School where

we hosted a follow-up Reflection Space. It was a real answer to prayer that the Christmas presentations in particular were able to go ahead in full with every school and every class.
Plans for Transforming Lives for Good (TLG) developed slower than we anticipated. Crookham Junior School agreed to adopt the project and their lead contact was an enthusiastic champion. FACCTS supported Fleet Methodist Church (the lead church) and two other churches; two of our schools workers have been trained as co-ordinators. Three team members and two volunteers mentored children progressively from January.
## Secondary Schools
We continued to run two Christian Clubs at Court Moor which led to a Youth Alpha in the Summer Term for the Court Moor children, two of whom made commitments to Christ. We re-introduced one at Calthorpe Park (initially outside for COVID reasons but continuing there because of the high level of engagement with pupils).
We ran Outdoor Clubs for up to 8 Year 7 children at Court Moor in the Autumn and Spring terms. One parent said “I just wanted to say thank you for thinking of my son to attend the Outdoors Club after school on Wednesday. He is enjoying it so much - and comes home happy, muddy, tired and full of chatter about what he has done.”
We continued to offer coffee to the staff of both schools, that at Calthorpe Park being volunteer led with team support. Conversations at Calthorpe led to an invitation to hold an RE lesson across both Year 7 and Year 8.
Our invitation to Calthorpe Park to offer a CAP Money Management lesson was embraced and we ran this across Year 9 in PHSE. When this was offered to Court Moor, we were invited to teach the lesson across year 9 in a single day which was stretching! Both schools expressed delight with the lesson and have invited us back in 2023.
## Platinum Jubilee
The local Christians Together charity, of which FACCTS is a member, asked us to distribute a copy of a souvenir booklet to each junior and secondary school child. We did this, and produced a wonderful video for schools to use in assemblies or lessons.

We have brought our pay policy up to date and ensured that our safeguarding policy remains appropriate.

## **Treasurer’s report**
Donations come from Churches in Fleet and Church Crookham, and directly from individuals.
We are very grateful to the churches and individuals who maintained and increased their giving to us. We have drawn down our reserves this year, as explained in the Chair’s report.
We recognise that we will need to increase donations over the next year to maintain our current level of service as the Designated fund will only last this year at the current rate of expenditure. There are various initiatives ongoing to increase funds. The new staff that have been employed are only on a one year contract, until we know we have the funds to extend their contracts.
The accounts are prepared in accordance with SORP guidelines (Statement of Recommended Practices). They are supported by a set of notes, which amplify the information presented in the Income and Expenditure Account and the Balance Sheet.
## **Grants and Investments**
No specific grant policies exist but annually the Trustees set a budget for the operation of the Charity taking into account the current financial situation and forecast revenues/expenditures. The Charity has a current and two savings accounts with Lloyds Bank. Any grants awarded from Charity funds would be subject to approval by a quorate Trustee meeting – none have been granted in this financial year. _7(4)(k)_
All investments are subject to approval of the Trustees. Interest-bearing bank accounts were in operation throughout this financial year providing interest of £20. No investments were made or approved. _SORP 30(g)_

For the year ending July 2022 the company was entitled to exemption from audit under section 477 of the Companies Act 2006. The Members have not required the company to obtain an audit in accordance with section 476 of the Companies Act 2006. However, as in previous years, the accounts have been subject to an independent examination by a qualified accountant.

## **Notes to Accounts**
## Note 1 – Donations Received
General Fund - These are the donations received from individuals and churches that support the work of FACCTS.
Designated Fund - There were two anonymous donations in 2017/2018 from local trusts which totalled £72,454, and which were designated by the trustees, in line with the wishes of the donors "to invest in the development and growth of the work of FACCTS with children and young people at school or college, in accordance with the charity's objectives”. Expenditures meeting this criterium are financed from this fund.
## Note 2 – Reclaimed Tax from Donations
FACCTS is a registered charity and as such is able to claim Gift Aid on donations made by tax payers to the charity.
## Note 3 – Schools Workers Expenses
These are the direct expenses relating to the work of the Schools Workers as part of their duties in carrying out the objectives of FACCTS.
## Note 4 – Donations Made
FACCTS is actively supported by Scripture Union (SU) who provide schools worker training plus policies and advice on all aspects related to the operation of the Charity. Over the past few years we have made a donation of £100 each month to SU. This year we have also made a donation for Queen’s Jubilee Booklets for school children.
## Note 5 – Insurance
FACCTS is obliged to maintain employee and public liability insurance, covering the work of the Charity and its employed workers.
## Note 6 – Accountancy Fees
These were fees incurred in preparing FACCTS monthly payroll which is completed by Stewardship Services Bureau.

## **Fleet & Crookham Churches Together in Schools**
I report to the trustees on my examination of the accounts of the above charity (“the Trust”) Trust for the year ended 31[st] July 2022, which are set out on pages 7 to 10.
## **Respective responsibilities of trustees and examiner**
The charity's trustees are responsible for the preparation of the accounts. The charity's trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.
It is my responsibility to:
- examine the accounts under section 145 of the 2011 Act;
- to follow the procedures laid down in the general Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act; and
- to state whether particular matters have come to my attention.
## **Basis of independent examiner’s report**
My examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a 'true and fair view' and the report is limited to those matters set out in the statement below.
## **Independent examiner’s statement**
In connection with my examination, no matter has come to my attention:
(1) which gives me reasonable cause to believe that in any material respect the requirements:
- to keep accounting records in accordance with section 130 of the 2011 Act; and
- to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 2011 Act
have not been met; or
(2) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
