Objectives of the charltv

the education of pupil% in the %chool in particular by..

Public benefit statement
The NBPA meets the defit]itioii of a public benefit entity under FRS 102. Assets and liabilities are initially recognised at
historical cost or transaction N'alue unless otherwise stated in the releN'ant accounting policy notes.
The tru5tee5 confirm that they have Teferred to the ¥uidance contained in tlie Cl)arity ComTnission's general guidance on
public benefit when reviemqng the charity's aiTll5 and objectives and in planning activities.
The NBPA continues to bUPPOrt a numbei of IoLal iegi5teied Lharities through its fundraising initiatives, in addition to
contribut10115 inade to the school.

Summary of the main achievement5 during the vear
Despiie all tl)e diniculties Ihai C.OVID-19 had brought. the NBPA has had another successful year through the hard work
of the Conunittee, the Sub-ctsminittees and many other paients and New Beacon staff. Howevei, the lo¢kdoNwn and
social restrictions imposed by the Govetninent due to COVID-19 had a sissnificant iinpact on the NBPA'5 fundraising
abilities during the 2021 financial year. There were no events at various stages thTOUbThout the year (in line with
Government gllidancel.
Fundrai8ing from cvcnt% thi% ycar raiscd £7,181 aftcr all eost%12020.. £4,714). Thc Sumjncr Ball is a bi-annual cvcnt
(2020.. none held), but it was decided to hold this event in September 2021. As a re8ult net income of £13,581 was
received and paid in advance in relation to this event.
The main annual event was the Quiz night (tivo virtual quiz nights were held due to COVID regulati011s) Ivhich rdised a
net income of £1,358 {2020.. £2,613). There was no Fete in 202112020.. none held) due to COVID-19. althou¥Fh
expense5 of £415 were incurred (2020.. £100), but a Sumrner raffle was held instead and raised a net income of £3,617
12020.. none held).
Funds were also raised via a number of initiatives including the parents, shopping Pllrtal £744 (2020.. £480}. One new
fundraising initiative. the sale of tea towels raised £1.238. In the Lurrent year, no Christmas fayre was held12020'. profit
of £1.203} and even though no Comedy night was helij, expenses of £21 were inCUTred12020.- piofit £1.0031.
In addition to the thndraising events, sales of school merchandise generated a net profit of £3,211 {2020.. £1,392). The
school second hand shop generated a net profit of £2,279 (2020.. £4,125}.
No par¢nts' wcl¢om¢ drinks w¢r¢ hcld in 2021 (2020.. n¢t cost of £2751 and thc S¢als Swimming Club in¢urr¢d a n¢t cost
of £300 (2020.. cost of £5201. No school disco was for pupils12020' none held).
Total donations made by the NBPA amounted to £9.4001202O.' £26,320).
A donation to the School's Bursary Fund of £1,000 {2020'. £1,000) was approved for ihe year.
In the current year, NBPA donated £4,900 to the School for new Gazebos and pledged a further £3.500 for ihe Gentle
Playground.
In the previous year the committee pledged £23,140 to the schtsol for tablets, new books in the Middlelsenior scl)ool
librdry, new equipment for the iifle club and d dondtion towaids a new Pre-Piep readin¥F scheme. Of thib, £20,640 ha5
been paid during the 2021 financial year Mqth £2.500 outstanding at year end.

Risk factors
The trubiees have assessed the inajor risks to which the charity is exposed, and are satisfied that systems are in place to
niiti¥ate exposuie to them. The ttustees continue to review and monitoi the systems for managing the ntsjor strateb¥j¢,
business and operational iisk5 ￿'hICh the cliarity faceb. As at 31 August 2021 the tnjstees have not identified any
operational risk5 to which the charity may be exposed.
Flnaneial revlew
The accounts for the year ended 31 August 2021 accompany this report.
Incoining resouiLes for the year amtsunted tts £37,06512020.' £26,759), from which donations of £5.90012020.' £4,698)
were iknade to the school and extetnal chaiities, and £3,500 {2020.. £21,622) was pledged to the School.
After tsking account of re50urce5 expended there was a net inflow of resources for the year of £4.69312020.' net outflow
of£13,3141.
At the end of the year the NBPA'S funds amounted to £46,333 (2020.. £41,640). These funds are unrestricted.
Reserves policy
The trustees aim to maintain reserves at a level they deem sufficient for the future needs of the Chariry and are aiming to
maintain reserves ai a level sufficient to support 6 months, expenditure for the shop and general expenses, ￿'hiCh, based
on the expenditure to 31 Augusi 2021 would amount to £10,076 (2020.. 5.0401. At 31 August 2021 the unrestricted
reserves amounted to £46,333 (2020.. £41,640} and therefore this policy has been achieved.
Investment pollcv
Inve%tment activities are managed in line with the requirement% of the Trustee Act 2000. The tN%tee%, having regard to
thc liquidity r¢quircments of opcrating the charity and to th¢ r¢scrvc8 policy, hal'c opcratcd a policy of k¢¢ping availablc
funds in interest bearing deposit accounts and seek to achieve a rate of deposit which matches or exceeds inflation as
measured by the retail prices index.

## **Independent Examiner's Report to the Trustees of New Beacon School Parents’ Association (“NBPA”)** 

I report to the trustees on my examination of the accounts of the charity for the year ended 31 August 2021, which are set out on pages 8 to 15. 

## **Responsibilities and basis of report** 

The trustees are responsible for the preparation of the accounts. The trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011(the 2011 Act) and that an independent examination is needed. 

## It is my responsibility to: 

- examine the accounts under section 145 of the 2011 Act; 

- follow the procedures laid down in the General Directions given by the Charity Commission under section 145 (5) (b) of the 2011 Act; and 

- state whether particular matters have come to my attention. 

## **Basis of independent examiner's report** 

My examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a 'true and fair view' and the report is limited to those matters set out in the statement below. 

## **Independent examiner's statement** 

In connection with my examination, no matter has come to my attention: 

- 1 which gives me reasonable cause to believe that, in any material respect, the requirements: 

   - to keep accounting records in accordance with section 130 of the 2011 Act; and 

   - to prepare accounts which accord with the accounting records, comply with the accounting requirements of the 2011 Act and with the methods and principles of the Statement of Recommended Practice: Accounting and Reporting by Charities 

have not been met; or 

- 2 to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

The NBPA is a regisiered charity in the United Kingdom. The address of the registered office is given in the
charity information on page 2 of these financial statemellts. The lla￿re of the charity's operations and
principal activitie5 15 to advance the education of pupi15 in the School.
The chaTity constitutes a public benefit entity as defined by FRS 102. The financial Statements have been
prepaied under the historical cost convention with itemb recognised at cost tsr transactioi) value unless
othenvise stated in the relevant notes to these accounts. The financial statements have been prepared in
accordallce with the Stateinent of Recoininended PTactice.' Accounting and Reportiiig by Charities preparing
their accounts in accordat)ce with the Finai)cial Reporting Standard applicable in the UK and Republic of
Ireland IFRS I()21 issued on 16 July 2014 as amended by Bulletin l and the Finan¢ial Reporting Standard
applicable in the United Kiiigdom and Republic of Ireland IFRS 1021 and the Charities Act 2011, ainended per
Bulletin l.

All incoming resources are included in the Stateinent of Financial Activities {SoFA) when the charity 15 legally

make payinents to third parties, it is probable that the Settlement will be Tequired and the amount of the
obligation can be measuTed reliably. It Is categorised under the following headings".
Costs of raising funds comprise the costs. of running the school shop, ai)d fLmdraisii)g expenses, ttsgether with
the associated support costs, as applicable.
Expenditure on charitable activitie5 comprises those costs incurred by the charity in the delivery of its activities
and services for beneficiaries. It include5 both costs allocated directly to such aCt]￿tIeS and those costs of an
indirect nature necessary 10 support them.

Stock is valued at the lower of cost and net realisable value, after due regaTd for obsolete alld slow rnoving
stocks. Net realisable value is based on selling price less anticipated costs to completion and selling costs.

Going concern
The financial statements have been PTepared on a going cot]CeTn basis as the trustees believe that no material
uncertainties exist. The trustees have considered the level olfunds held and tl)e expected level of incon)e and
expenditure for 12 months from authori8ing these financial statements. The budgeted income and expendittire
is sufficient with the level of reserves for the charity to be able to continue as a going conceTn.
Financial instruments
The charity only has financial assets alld financial liabilities of a kind that qualify as basic fjnancial

measured at their settlement value.
