We present the Annual Financial Report for the ye8f to 30th September 2023. Ak)ngside this we would encourage
you lo read our Annual Impact Rèview, available on our website, vthich Is full of great stories of our rnembers and a
more detailed look at the year.
The environment in which Talkback operates is afvays challenging. The economic national challenges filler down to
the people we work with in terms Df reducing their support levels and their access to programmes they need to help
them get work.
The ongoing work done by the leadership team and staff allows the results to happen and we remain extremely
grateful for their passion and efforts.
We are gralelul for the 5UPPOrt of funder5, tho have pmvided grants for Nnning projects and for the pJrcha5e of
equipment. We reeognise the increasing pressures on funding bodies and we actively look for w8yS to deliver OUT
seNices more efficiently, inGluding through vobjnteer support. The volunteers who have joined us have made
huge positive impact. We also continue to look for new ways lo raise incorne to improve our services and increase
our reath.

by helping them transition from each stage lo the next.

Thè Trijslees have referred to the guidance containecl in the Charities Commission general guidance on public
benefit when reviewng the organisalion s aims and objactlves and are confident that Talkback is Comp￿1￿9. We
al30 follow the Code of Practice on Fundraising and are Hudited by Ofsted, Bucks County Council, and the Bucks
College Group for the quality of our work. We have our own monthly quality assèssments as well as thtsse done
annually by experts by èxperience- a trained group of people wth lived experience who independently assess
our services, 8$ Part of our quality improvement.

Achlevements and perfomiance
Safeguarding and Qualty
All our staff have been fully safeguarding trained including around FGM, Prevent, Suicide, First Aid, Child
Exploitation and Online Protection Awareness. Equality, Diversity and Inclusivty. Our staff were also trained by
the Terence Higgins Trust on Sex. Relationships and Gender.
We achieved Excellen¢e as a provider for our and operation support. We also maintained our outslandlng
grade from Bucks County Council for our $y$lems and processes around ¢ollege provision and stsff
development.
Our Programmes:

The Education Programmg called Equip. continues to deliver exc51ing and innovative life skills sessK)ns to young
people aged 1&25 both wth college and increasingty with those not wanting lo attend coll￿e and who arè
looking for alternative journeys.
We work dosely with the colleges and our special thanks go to the managtsmtrnl and staff of Bucks College
Group and BCA for the way they have supported Talkback and our members 88 well as the new colleges who we
h8ve just started workin9 With.

There are now 100 peopla with us every week in 20 diffe￿nI programmes across our Personal Development and
Skills offer, reflectin9 thè quality of our services.
The rang6 of these services continues to grow. and we are delighted to have 18 members accessing wNk

Sports Acad•my
The Talkba¢k Sports Academy has been a driving force providing fun, induswe experiences and the opportunlty
lo learn new skills. We have Introduced netball and blaze pods alongslde our 10 other sports. In addition to our
annual sports day this year we premiered a Festival ol Fun and Sport al the Stoke Mandeville $ladium. This
enabled Bucks residents with any form ol disabilty or ftèUr￿d1verse condition to try out 12 diffÈrènt sports.

We ¢hanged our approach to providing support into volunteer opportunib"es, work experience and paid
employment. We also launchèd our Supported Internship s¢h&me and coth'nue to provide Supported
Employment for those In work.
We work wth èvery member lo help them achievè their goals and ensure they receive the same opportunities as
everyone else.
The great people al Rothschild provided fvnds lo Talkback to deliver job dubs and support for autisti¢ people
between the ages of 18 and 25 who have no funding and are unemployÈd. This is an ongoing initiative, bul
has already enabl8d us to hglp 6 young people into work.
The employment rate for our membeis is more Ih8n double the national aver89È lor 8u1151ic individuals and
people with leaming disabilities. This also includes opening up access lo volunteer opportunities and ongoing
role$.
Your Volce- Our Prof•sslonal Servlces:
Your Voice reaches out to the 5000 people with learning dlsabllilies and autistic people throughout
Buckinghamshire an¢ Milton Keynes who are not funded and laek support.
We also work on rai$iro awareness on lrfe and national Issues wilb other or9anisations like Leaming Disability
England.
We arè èngaging in work with councils to help them build lasting solutions to problems that have been around for
too long. We do this by helping organisalions see the worfd through the eyes of aulislic individuals and people
wth a learning disability and 8du¢aling them on providing reasonablè adiuslments.
We have completed devèlopment of new areas where tharè are gaps in provision for people Wth leaming
disabilities and autistic individu815 such as Grief and Loss and also sUPPOrt after diagnosis.
Talkback is an active member of Stsying Healthy and Safeguarding Boards and involved Sn a Tange of Preparing
forAdulthood work groups.
We continue to work with MK Council on creating a comrnunity that Is 8 best practice example for 8Utisli¢ people.

Talkback's plans for the 12 months to 30th Sgplember 2023 continued the mèrlium-t$rm plan to build a resilient.
sustainable and innovative organisalion. Ensuring effedive cost control. particularly of overheads, ￿MaInS

Financial perfomiance. vh)ile positive, was slightly short of that planned due to fijnding ch8n9es on the Education
Support work we d8livèr. Total income for the 12 months vrdS £1.995,222, £34,758 below that planned. Efficient
use of member-facing staff and other resources contributed lo the small surplus of £41,463 lor the year. The
major fixed asset inve5trnent made by the charity last year1£79,3921 was for a $tsffv48re platlorm to enable mo
insighfful informab'on on our programmè$ an(t members, progress. Demand for our Services remain high and we
have completed the first full year at our second Accessible Workshop, in High Wcombe.

themselves il continves lo operate efficiently and effectsvety, balancing the immediate need to deliver servtces

In line wrth the SORP developed by the Ch¥dty Commission, our Trustees ensure reservès are set aside for our
long-lerm financial viabilrty.
11 is the policy of thè charity tt)al unreslricled fvnds which have not baon designated for a speafic use should be
maintained at a leval èquivalent lo be￿en three and six month's èxpèndrture. The Iruslees considers that
reserves al this level will ensure that, in the event of a significant drop in funding. they will be able to continue the
¢harily's current activities while consideration is givon lo ways in which additional funds may ba raisèd. This level
of re$erve$ has been maintained throughout the year.
To address the Un￿rtaInty in funding streams. from the social care s8Ctor, property requirements and thè
workplace pension scheme. the Tru3lees feel a general fund reserve of no less than £150k should be a￿ayS
maintained to cover between 15 and 75 days essenliol expendfture. thi8 excludes rent and the pension
commitment as these 8re covered by separate resetwes.

The risk$ for the organisabon are regula￿ reviewed by the Board, Chief Executive, Finance and Business
Managèrs and include Strategy, Governance, Operations. Staff. Organisalional Culture and Finance. These
rèsults are scrulinised by the Risk and Audit Committee run by 2 trustees to make sure risk 8rè miligaled or
reviewed and actioned each quarter.

Committee of voluntary directors, who are also Trustees. They are appointed In accordance wth the Articles of
Association. Talkback is also a Company Limited by Guarantee.
Recruitment is by personal approachlnominatson, advertisement and using specialist recruilmenl services for the
voluntary sector. Talkback's induction programme introduces new trustees to Ihe Talkback Team and to the
activities of the organisation. As an organisation working for and with people with a leaming disability,
involvement in the acb"vibes Is essential to understanding the organisation. This indudes being fully involved with
the Management Groups.
l Tfuslees complete an application forrn and provide a full CV. Before appointment, they attend a BoaTd
meeb.ng and where possible a Management Group meeting, where they are invited to discuss their interest in the
role.
Before appointing new Trustees. the Board undertakes a review of Guffent and required skills lo remain relevant
and identify new requirements in response lo any development areas and new opportunities. The skills audit, job
d8s¢ripts"ons and person specification are updated to reflect this.

applicable to Char￿"8$ preparing their accounts in accordance wfih the Financial Reporting Standard
applicable in thè UK and Republic of Irèland IFRS 1021" The chariiy 1$ a Public Benefit Entty as defined by
FRS 102.
The finan¢ial slalement5 are prep8red in sterling, which is tr)è functional Currency of thè Charity. Monetary

At the lime of approwng the finanaal statements, the trustee$ have a reasonable ÈxpÈ¢talion that the charity
has adequate resotJrce$ lo wnlinue in operational axislence for the foreseeable fijlure. Thus the trustèe3
continue lo adopt thè going concem ba￿S of accountin9 in preparing th& finan¢ial statements.
1.3 Charitable funds
Unrestricted funds are available for use at the discretion of the trustees in furtheran¢e of their charitablè
objectives.
Dèsignated funds comprisè lunds which have been sèt aside al the discretion of thè trustees for speafi¢
purposes. The purposes and uses of the designated funds are Set out in the notes lo the financial statements.
Rèstricto¢J funds are subject to s￿¢￿C conditions by donors as lo how they may be used. The purposes and
uses of the restricted funds are set out in the notes to the finanaal statement5.

Income is recognised when the charity is legally enlffjed lo f( after any performance conditions have been mel,
the amounts can btr rneasvred reliably, and it is probable that income will ba received.
Cash donations are recognised on receipt. Other donations are recognised once the charity has been notifred
of the donation, unless p8rformance conditions r8quire delerral of the amount. Income lax recoverable in
relatron lo donations received under Gift Aid or deeds Of covenant is recognised al the timè of the donation.

18 Events after the reporting date
Talkback UK Limited recèntly entered into a 4-year licence to occupy agreement with Sl Mary and Sl George's
ChLJrch. The Iicence to occupy was signed after the year end on 8th April 2024, and it involves an annu
commitment of £18.000 (excluding $8Nice costs)
The total committed cost lo Talkback 15 £72,000.
Under this agreement Talkback UK Limited have access lo the assigned land and buildings known as the
Church and Chuichyard of St Mary and St George, Ruuand Avenue, High Wcombe HP12 3%A for designated
time peiiod.
The Ch8rily will benefit from savings of £48,400 per annum in rental costs at fv40 other local venues which will
no longer be required. Overall annual sawngs lafter service charges) from the rnove will be approximately
£25.400.
