Minutes of the Hela Sarana 26th Annual General meeting held on 12.11.2022.
The 26[th] Annual General Meeting of Hela Sarana (UK CHARITY - NO. 1093504) was held on the 12th of November 2022 between 2.00-4.00 pm on a virtual platform.
The guest of honour was Mr. Aruna Fernando, Minister Administration and Consular, High Commission of Sri Lanka.
The keynote address was by Dr. Udana Ratnapala, Secretary of The College of Nephrologists of Sri Lanka on Chronic Kidney disease, and its impact in Sri Lanka's wellbeing.

Sri Lanka Leukemia Foundation UK (SLLFUK), Sri Lanka Medical And Dental Association (SLMDA), Friends Of Sri Lanka United Kingdom (FOSLUK), Council of SriLankan Muslim Organisations UK (COSMOS UK), Medical Aid to Sri Lanka, President Of The Peradeniya Kidney Protection society, Executive members of Hela Sarana members and well-wishers of Hela Sarana all logged in via circulated digital links.
The President Mr Jayantha Silva welcomed the virtual audience with the traditional greeting of “Ayubowan” in Sinhala and “a very good afternoon, good morning / evening in English” to all the participants who joined us from different time zones.
One minute silence was observed as a mark of respect to Her late Majesty Queen Elizabeth II and to honour our most respected founder & the visionary leader late Mr Raja Meehitiya, and other departed executive committee members, friends, supporters, & victims of the pandemic.
Mr. Jayantha Silva accorded a very warm welcome to Mr. Aruna Fernando (Minister Administration & Consular) representing her Excellency Mrs.Saroja Sirisena the High Commissioner for the Democratic Socialist Republic of Sri Lanka in the UK, our Guest Speaker Dr Udana Ratnapala, our Honorary Patron Mrs. Lalitha Meehitiya, representatives from wellrespected Charity and other Organisations, all our sponsors, donors, fund raisers, supporters, and the executive committee members past & present.
Minutes of the 25[th] Anniversary Annual General meeting was presented by Dr. Jayantha Perera, General Secretary of Hela Sarana. This long report covered the Portfolio projects such as the Education Grants/Scholarships and the Breakfast project for renal dialysis patients at Anuradhapura
hospital but also the humanitarian projects covered during the phase one and phase two covid 19 projects, the emergency medical aid to hospitals, financial support to schools and the 25th Anniversary milestone projectPromoting Sustainable Development through the Solar Village concept. Dr. Jayantha Perera thanked the entire Executive committee of Hela Sarana and Fundraisers for their magnanimous effort during the challenging times and said without which the array of completed projects could not have been possible.
The minutes was adopted.
The Treasurer’s report was presented by Mr. Methsiri Wijeratna which included the certified audited accounts report completed by Mr. Sylvien Pinto and was adopted.
Education Grant Committee report was then presented by Mrs Irie Perera on behalf of the committee to update on the activities in the AGM year. Mrs Irie Perera described the challenges the Education Grant Committee is facing during the post pandemic situation. She emphasised to the audience the effort the Sri Lankan Coordinators took to deliver the grants to the recipients.
The Emotive video messages from several of them expressing the difference the grants made to their quality of life by supporting their education was a great message to the audience and the donors to this esteemed programme.
It was emphasised that the cost and the number of children needing the Education Grants may go up. Mrs Irie Perera thanked the Present Committee and the Sri Lankan Coordinators for all the hard work they have done during the AGM year.
The next item on the agenda was to appoint the new committee. The entire Committee for 2021-2022 resigned enbloc.
Mr. John Kern (Past President Srilanka Leukemia Foundation UK) acted as the returning Officer to oversee the appointment of the new Committee. The new committee below was elected unopposed.

Mr. Jayantha Silva the incoming President of Hela Sarana delivered his speech to the audience in his eloquent best.
He mentioned “ Whilst it is important to capture our humanitarian & charitable endeavors over the last 12 months, being very conscious of the time frame to convey the relevant information and facts which he considered vital he will only touch upon our achievements over the last 12 months, the portfolio projects, and the sustainable community development project.
He went on to say, “Please allow me to elucidate on the work we had undertaken over the last twelve months. With a gradual lifting of lockdown measures and moving towards a relative degree of normality with optimism and confidence following the pandemic, the Island nation was struck by an unprecedented financial tragedy of cataclysmic proportion and dived into an economic nadir leading to unimaginable strain on every spectrum and
aspect of society & public life to face an uncertain future. Island’s national health service was one of the main casualties bearing the brunt as one of the worst hit areas without essential & vital life-saving drugs and medicine to treat hundred and thousands of seriously ill patients. With the desperate appeals for help emanating from the medical profession and the health ministry for immediate assistance to save lives, Helasarana, like many other Sri Lankan Charity organisations here in the UK and across the world, rose to the challenge and leapt into action by committing £10,000 from our general reserves with immediate effect. The unanimous EXCO resolution and a decision to launch “MedAid 22” Appeal followed raising almost £10,000.”

Mr Jayantha Silva said, “We are indebted to Mr Gamini & Mrs Nalini Jayasinghe for fully funding this project and for their continued assistance to Hela Sarana over the years”.
Breakfast Programme: For patients undergoing dialysis treatment at Anuradhapura Teaching Hospital.
This is one of the most deserving humanitarian projects in our calendar. “Though the project commenced as a pilot programme just for one year following a request from the then Head of the Nephrology unit at the hospital, 10 years on, the programme continues to this day in view of the immense benefit to the patients who are some of the poorest in the region.” Entering the 11th year in 2023 the annual cost of the project will exceed £10,000 due the prevailing economic climate . The President of Hela Sarana appealed to the audience stating, “Whilst we are desperate to continue despite the financial challenges, this is only tenable with your continued support.”
I, therefore, continue to appeal most earnestly as on every previous occasion and urge your assistance and make a plea to our existing sponsors to continue, and everyone present here to come forward to support the scheme. It costs just £20/ day or Rs 4000 /day to provide a
meal & clean water to 30+ patients, the rate which has been maintained throughout the entire time. Please consider the value & benefits of this programme to the most vulnerable patients and get involved & promote the essence of the programme among your family and friends to elicit much needed support. Every EXCO member is at hand to assist you in any aspect of the programme.
Community Development Solar Project at Tissapura Kanishta Vidyalaya in Monaragala
Mr Jayantha Silva provided a progress report and a performance summary of the project which was completed last year. He Thanked all participants and recognised the roles played by the project sponsor Mr Gamini & Mrs Nalini Jayasinghe, project initiator Professor IM Dharmadasa, and the coordinator of the project in Sri Lanka Dr Hansika Atapattu Head of Dept, Faculty of Technology- University of Colombo who attended the AGM. He mentioned “ Despite very difficult & trouble times during 2[nd] & 3[rd] quarters of this year, this project had generated a revenue of Rs103,000 during the first 12 months of its operation (up to 31[st] Oct 2022) from the CEB net plus scheme, offering Rs 30,000 and Rs 79,000 for school & community development project respectively (based on the agreed 30 / 70 criteria adopted by the VMC). Rs 9,900 had been expended for the school prize giving as a school development project, leaving a balance of Rs 20,100 to be utilised for other related project(s).
A drinking water filtration unit is planned for the school and will to be installed shortly subject to prevailing condition. The Village Management Committee will consider viable community development projects from Rs 79,000 available and a project report is expected in the coming months. The details presented herein clearly demonstrates the value of “Sustainable Community Development Projects” to bring much needed stability, empower and encourage members of the community to take decisions to improve their living standard, acquire long term benefits, promote togetherness for the welfare of the village and live in harmony. He said “I hope you are convinced as we are at Hela Sarana this is a success story and a way.
Mr.
Jayantha Silva touched on the £15,000 donation from Mrs. Aruni De Alwis’s for education projects from late Mrs. Florence De Silva’s estate. The extremely difficult operating environment we encountered over the last 12 months made it near impossible possible to undertake any tangible educational projects from the remaining funds. On behalf of HS, he extended his sincere apologies to Mrs. Aruni De Alwis. He Concluded However, I am delighted to confirm that new educational projects have been identified for 2023.”

Dr Jayantha Perera Invited Minister Administration and Consular Mr Aruna Fernando who represented her excellency Mrs. Saroja Sirisena Our High Commissioner in the UK to address the AGM.
Mr Aruna Fernando was delighted to convey the appreciation of the Sri Lankan High Commission of our activities once again. He mentioned Hela Sarana was leading light in the sphere of upliftment of wellbeing.
Mr. Jayantha Silva invited Dr Ratnapala Consultant Nephrologist at Badulla Provincial Hospital the incumbent Secretary for Sri-Lanka Society of Nephrology & the President of UVA Clinical Society and member of The National Transplant Advisory Council – Ministry of Health, The International Society of Nephrology, Sri-Lanka Medical Association, Ceylon College of Physicians, Badulla General Hospital Ethical Review Committee, and a Reviewer for UVA University Ethical review Committee to Give his Key Note Address Chronic Kidney disease, and its impact in Sri Lanka's wellbeing.
The Keynote address was well received and generated lots of thought and ideas which helped to seamlessly move to the Q& A sessions on the Virtual platform.
This was the first instance Hela Sarana members, Donors, and recipients of donations engaged in a live interacting forum in our AGM. The Q&A gave a boost to our quest to uplift the quality of life of the deprived and the destitute.
Mr.
Jayantha Silva in his vote of thanks on behalf of Hela sarana EXCO conveyed our appreciation and gratitude to all our sponsors, numerous donors, supporters, well-wishers, and several Key contributors to Hela Sarana cause over the last 12 months and everyone who helped to raise funds for “Medaid 22” Appeal.
In this regard the significant financial contributions made by Anil Kurukulasuriya & Mr Alex McHardy of West Essex Golf Club from their annual golf day fund-raising event, Mrs Mrs. Mala and Mr. Wije Polpitiya for nominating Hela Sarana to receive donation in their golden wedding anniversary event, Dr Saman Perera (HS Vice President) and his family for donation in memory of their late mother Mrs. Kalyani Princey Perera, Mrs Enoka Amendra for her tireless efforts to raise money through Barclays Bank charity arm was acknowledged. Mr. Jayantha Silva also thanked Srini Nisar President Sri Lanka Leukaemia Foundation for the collaborative work for Apeksha Cancer Hospital, APSL(UK), President Mr. Thushara Madurusinghe and the executive committee for their continued cooperation, all other SriLankan charity organisations in the UK supporting our initiatives, Mr Bandula Manage of (Sesatha web publications), and our accountant Mr Ranjan Pinto of Actar Ellis Brown.
