Trustees are elected at an Annual General Meeting from registered members in good standing, to serve a term of years with a maximum size of committee and with the ability to co-opt members.

[1] Trustees are provided with online resources and guidance documents prior to and after election concerning suitability to stand, responsibilities and duties relating to their role.
Services are provided to both adults and children under 18 years of age. All trustees are safeguarding and trained in the protection of children and subject to enhanced/barred list DBS checks according to their role or duty performed.
- Safeguarding training and DBS clearances are audited annually by the National Governing Body, Swim England, as are all teaching and technical qualifications.
- Staff and volunteers are fully funded for their induction and development through training, qualifications and ongoing continuing professional development. This is by a partnership arrangement between the individual and the club.
- [2] The club offers a safe and welcoming environment to competitive or leisure swimmers in pool and open water.
The club and membership are affiliated to **Swim England,** training is also endorsed by the **Institute of Swimming,** and the club is supported regionally by **Swim England North East Region** and by the **Yorkshire Swimming Association.**
Swim England mandatory codes of behaviour, safeguarding and governance apply and compliance is reviewed annually under the national governing body’s affiliation scheme (SwimMark). The club’s affiliation is reviewed annually in April and the club is currently certified as compliant.
The club is a member of:
- Scarborough and District Swimming Association (SaDSA)
- Yorkshire Swimming Association (YSA)
- Royal Lifesaving Society (RLSS)
- Royal National Lifeboat Institution (RNLI).
SaDSA hosts events promoting swimming, local and sub-regional friendly galas and other competitive league events for local swimmers just starting out in their swim journey in the sport, or for leisure.

The club operates in pool and open water disciplines with an open water activity base at North Yorkshire Water Park, Wykeham, where the club enjoys an exclusive licence to operate open water swimming courtesy of Dawnay Estates as part of their commitment to encourage the local population to develop in water skills with access to their facilities.
[3] As part of the club’s commitment to support other local organisations and the local population, the club continues to offer advice and support, volunteers, training, mentee placement, technical advice, consultancy and equipment loan to other charities and organisations. The club actively supports **Scarborough Disabled Swimming Group** (SDAG) as part of the club’s commitment to outreach for wider participation in swimming by the local and regional community. This is evidenced by the close relationship the club has with SDAG in supporting the annual **Special Olympics Great Britain Programme** local gala each year in Scarborough Sports Village with technical support and officials.
[4] The club is audited annually on its safeguarding, DBS clearance, Risk Assessments for events and activities, codes of conduct, personnel development plan and compliance with the rules of the **National Governing Body, Swim England** , each April and continues to be fully compliant with no lapse in affiliation or advisories.

swimming, diving, synchro, open water, water polo for its members and
shall, where appropriate, be to compete.|

The club**operates Junior and Senior Development and Performance**
**Squads**and a**Masters**division (age 18 years and over) and operates in
pool and lake across multiple skill and age ranges - and is open to all.
In conjunction with the North Yorkshire Council’s leisure services partner,
Everyone Active, who run a learn to swim programme,**the club**
**provides a pathway for the development of skills and training in**
**technique**with the option to run link sessions with Everyone Active so
**local children and adults**can experience the**club atmosphere,**
**offering and ethos**for themselves with no ongoing commitment initially.
This means any interested swimmer can**continue progression in their**
**chosen sport**for leisure or competition whilst first experiencing what the
club can offer.
Club**governance and operation**is in keeping with the rules, regulations
and best practices of the national governing body for swimming in
England (Swim England, formerly the Amateur Swimming Association or
ASA) to which the club is affiliated.
[2] The Trustees ensure the club provides**opportunities to local adults**
**and children**to obtain a**wide range of swimming skills across**
**multiple disciplines**with teaching and coaching**available to all**
(supported by a confidential hardship fund if required)**from qualified**
**and experienced coaching, teaching and volunteer staff from the**
**community**who are trained and supported to a high level, in exchange
for the donation of time in pursuit of their**personal commitment to give**
**back**to their community.
The club**values diversity and promotes equality**and**challenges**
**discrimination**. It ensures all trustees and volunteers complete
**swimming specific safeguarding training**and**DBS checks**and are
**suitably trained**in their chosen area of involvement.
The club is**Swim Mark accredited through Swim England**in relation to
governance, compliance, finance and community involvement. This is
subject to annual update and biennial reassessment.
The**Public Benefit**is achieved for residents of the borough and
surrounding area, and for visitors, by:

- • Provision of the **opportunity for volunteering, work experience and personal development by local residents** taking part in schemes such as the Duke of Edinburgh Award or schemes administered by **other community or charitable bodies** if appropriate and where safeguarding compliant.
- • **Cross charity support with the sharing of expertise** , administration, equipment and personnel. This includes, for example; event organisers, qualified coaches, teachers, gala and meet officials including judges, referees and timekeepers in **support of other community groups** , such as joint organisation of the **Special Olympics Great Britain regional event held** locally (as part of a national programme) run in association with **Scarborough Disabled Swimming Group** . This includes technical support and equipment, provision of personnel and technical officials.

The club actively**encourages personal development** **and**
**volunteering to benefit others**, with programmes such as a**Youth**
**Leadership and Development Programme**for 14 - 18 year olds,

As a member of SaDSA, the district swimming organisation, the club **provides officials and a venue for events** involving neighbouring **amateur community swimming clubs** in this economically challenged area on the East of England coastline. [3] **Volunteers** are encouraged to **give back to the local community** by giving time to the club in exchange for **fully funded training and support** across technical, managerial and professional areas or in being **trained and developed** as officials and judges to Aquatics GB standards and in support of the **Swim England nationally accredited development pathway** . This helps to **ensure progression** for those who want to, to develop further in the sport of swimming or in **governance of swimming** . It also enables the **building of a legacy for the future** and for individuals to **fulfil a desire to give back** to their community.

Section D Achievements and performance
**Summary of the main** The club is successful in maintaining enough **active participants and achievements of the charity volunteers** over time, having **maintained and actually increased during the year participation** and member numbers as well as volunteers despite disruption caused by the Covid-19 pandemic. In providing a **safe and positive environment** for swimmers from a young age (there is no upper limit) swimmers continue to **develop, learn new skills** , **compete** if they wish and **fulfil personal dreams, goals or targets** whilst preserving life, in water. **Volunteers can learn new skills** and **develop in support of swimming and the local community** whilst they **fulfil personal passions, objectives and performance targets** . **Funding and training support** has been provided for the **training and development of Officials, Coaches and Assistant Coaches** and the Children’s Welfare Officer role. **Additional volunteers have been recruited and trained** to support club events at home and away including **Team Managers** (who support the Coach and swim team at galas and Open Meets away and at home facilities) and **Timekeepers** who help man events alongside officials locally, or in other parts of the region. The **Head Coach** continues to be **active in leading the development of the club** , engaging the coaching and teaching team of volunteers and mentors. The **continued development of the Club’s proven athlete pathway for development and performance streams** across the skill and age range of the membership continues with **periodic review of the pool layout to accommodate additional members** . This has **reinforced the direction of the club** for both competitive and non-competitive swimmers and the **development of volunteer and club support** from members and their families. Kingfishers Swimming Club swimmers **continue to develop and succeed in local, regional and national competitions** with many personal best times **whilst ensuring there is still a development route** for **leisure or non-competitive** swimmers. There is also a **pathway for those returning** to swimming to be **encouraged to participate** in their chosen sport. The club is still **adaptively responding to support membership and volunteers** and as a result is developing strongly as an organisation as legislative requirements and expectations change and develop. It has **taken full advantage of the facilities** offered by Scarborough Sports Village and North Yorkshire Water Park where its Open Water base is located, **partnering with the pool operator and other local clubs** in the investment in adjustable competition starter blocks, for example. . **Training and development continues** to help staff and volunteers become multiskilled to assist the club in delivering best in class services,

whilst offering **support and development for members, other charitable or community organisations and the local community** – all in pursuit of the fulfilment of its objectives as a charity.
Further, in **helping those in the local borough and district** , and in the interests of **opening access to swimming for all** , the club offers support and expertise in the **planning and delivery of events either in partnership with the club or independent of it** , such as with the Scarborough and District Disabled Swimming Club (SDSG), another registered charity.
As referenced above, organisation is well established with SDSG for the running of the local regional meet as part of the **national Special Olympics GB event from 2023 onwards** . The club is **providing organisational support, volunteers, officials and judges, equipment, timekeeping and results recording** .
Club volunteers are available to **support and encourage other clubs and groups in the local community** , to support aquatic events **for the benefit of all members of society** in the area.
The club held **a sponsored walk** to **raise funds** and **encourage involvement and visibility in the local community** . This offered the opportunity for club members to **give back their time** and fundraise for the benefit of their club as a whole, following the **club ethos and spirit** .
## **Section E Financial review**
**Brief statement of the** A **cash reserve** is held to **cover liabilities and contractual payments charity’s policy on reserves** in the event of closure of the club or to meet any unexpected expenditure or claim and for any projects against which funds have been raised or collected I advance.

The charity's trustees are responsible for the preparation of the accounts in accordance with the Charities Act 2011 ("the act").
The charity's trustees consider that an audit is not required for this year under section 144 of the Act and that an independent examination is required.
## It is my responsibility to:
Examine the accounts (under section 145 of the Charities Act)
To follow the applicable directions given by the Charity Commission under section 145(5)(b) and the Act, and
To state whether particular matters have come to my attention.
My examination was carried out in accordance with General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a 'true and fair view' and the report is limited to those matters set out in the next statement.
In connection with my examination, no matter has come to my attention which gives me reasonable cause to believe that in any material respect:
The accounting records were not kept in accordance with section 130 of the Charities Act; or The accounts did not accord with the accounting records
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to obtain a proper understanding of the accounts to be reached.
