Objectives and Activities

Summary of the purposes of the charity as set out in its governing document	Para 1.17	The objects of the Club shall be the teaching, development and practice of swimming, diving, synchro, open water, water polo for its members and shall, where appropriate, be to compete.
Summary of the main activities in relation to those purposes for the public benefit, in particular, the activities, projects or services identified in the accounts.	Para 1.17 and 1.19	The instruction and development by teaching and coaching of swimming skills, technique, best practice, and sportsmanship whether for leisure, competition, fitness, performance or the preservation of life - to benefit the people of Scarborough and the surrounding area. The club operates junior and senior squads and masters and operates in pool, lake and sea across multiple skill and age ranges and is open to all. In conjunction with the Borough Council’s leisure services partner, Everyone Active, who run a learn to swim programme, the club provides a pathway for development of skills and training in technique via link sessions so any interested swimmer can continue progression in their chosen sport for leisure or competition whilst first experiencing what the club can offer. Club governance and operation is in keeping with the rules, regulations and best practices of the national governing body for swimming in England (Swim England, formerly the ASA) to which the club is affiliated.

Statement confirming whether the trustees have had regard to the guidance issued by the Charity Commission on public benefit	Para 1.18	The club provides opportunities to obtain a wide range of swimming skills across multiple disciplines with teaching and coaching available to all (supported by a confidential hardship fund if required) from qualified and experienced coaching, teaching and volunteer staff from the community who are trained and supported to a high level in exchange for the donation of time in pursuit of their personal commitment to give back to their community. The club values diversity and promotes equality and challenges discrimination. It ensures all trustees and volunteers complete swimming specific safeguarding training and DBS checks, and are suitably trained in their chosen area of involvement. The club is Swim Mark accredited through Swim England in relation to governance, compliance, finance and community involvement. This is subject to annual update and biennial reassessment. The Public Benefit is achieved for residents of the borough and surrounding area, and for visitors, by: :: Provision of accessible, affordable and timely structured sessions for swimmers to enjoy and benefit from participation, in a safe and encouraging environment - to learn, develop or excel in swimming as a leisure, fitness or performance activity. :: Encouraging community participation in amateur sport by teaching, developing and coaching in the practice of swimming and the preservation of life. :: Development and funding of a Youth Leadership and Development programme in conjunction with Swim England North East Region to provide tailored training, development and experience for 14 - 18 year olds looking to enhance their personal development, leadership and life skills.

:: Provision of the opportunity for volunteering, work experience and personal development by local residents taking part in schemes such as the Duke of Edinburgh Award or schemes administered by other community or charitable bodies if appropriate and where safeguarding compliant.

Policy on social investment including program related investment	Para 1.38	The club operates a programme to create a safe, welcoming and diverse community for those with a passion for swimming or wishing to serve the swimming community. The club actively encourages personal development and volunteering to benefit others with programmes such as the Youth Leadership and Development Programme for 14 - 18 year olds who get the chance to assist coaches and teachers of younger members, or by internship for those wishing to gain experience, skills and community involvement through the Duke of Edinburgh Award or similar schemes. The club seeds and promotes regular pool and open water challenges for those wishing to fulfil a personal or community individual or team challenge such as swimming the Yorkshire Coast or the English Channel, providing leadership, training, organisation, equipment, technical expertise, resources and support. Support is also given for teams and individuals raising money for other causes by involvement in competition or sporting events. The club have also founded and

		organised new events to promote good sportsmanship and community spirit amongst younger members just finding their feet or harbouring uncertainties about their participation in the sport. As a member of SaDSA, the district swimming organisation, the club provides officials and a venue for events involving neighbouring amateur community swimming clubs.
Contribution made by volunteers	Para 1.38	Volunteers are encouraged to give back to the local community by giving time to the club in exchange for fully funded training and support across technical, managerial and professional areas or in being trained and developed as officials and judges under British Swimming in support of the Swim England development pathway, which helps to ensure progression for those who want to, to develop further in the sport of swimming or in governance of swimming.

Para 1.20	The club is successful in maintaining a sufficient number of active participants and volunteers over time, particularly following the disruption caused by the Covid-19 pandemic. In providing a safe and positive environment for swimmers from a young age (there is no upper limit) swimmers can develop, learn new skills, compete if they wish and fulfil personal dreams, goals or targets whilst preserving life, in water. Volunteers can learn new skills and develop in support of swimming and the local community and fulfil personal passions and performance targets. The squads and groups succeed in local and regional competitions with many personal best times and there is a route for leisure swimmers. There is also a pathway for those returning to swimming to participate in their chosen sport. The club has responded and developed strongly as an organisation in recent years as legislative requirements and expectations increase. It has taken full advantage of the facilities offered by a move to Scarborough Sports Village and expansion of activities at the redeveloped North Yorkshire Water Park where its Open Water base is located. It trains and develops volunteers on a continual basis, who become multiskilled and can assist the club in delivering best in class services whilst offering support and development for members, and the local community - in the pursuit of the fulfilment of its objectives as a charity.

Further, in helping those in the local borough and district, and in the interests of opening access to swimming for all, the club offers support and expertise in the planning and delivery of events either in partnership with the club or independent of the club, such as with the Scarborough and District Disabled Swimming Club, another registered charity. Club officials and technical experts, judges etc. are provided to other clubs and the local community to support aquatic events for the benefit of all members of society in the area.

Review of the charity’s financial position at the end of the period	Para 1.21	The club has experienced increased pressure on the cost of venue hire and inflation in the price of other goods and services over recent months. Careful review of operations, use of pool lanes etc. against the financial pressures on members and those attending galas and meets, along with prudent management of existing resources has meant the club has kept any price increases to a bare minimum whilst ensuring continuing membership numbers, and attraction of new members. The club continues to benefit from investment during Covid-19 in paperless administration of membership and accounting processes, cashless operation generally by the use of direct debits to increase efficiencies and reduce costs and volunteer time input in the running of the club. This has resulted in a greater focus of talent on provision of better services rather that in general administration. A cash surplus has been maintained and the club has benefited from working alongside the Community Sports Development Officer at Scarborough Borough Council and the regional Development Officer of Swim England North East, in the implementation of club support measures and the managing of facility hire costs with the pool operator Everyone Active. This helps the club plan for the future with more certainty. The club has also had great community support from members, local residents and businesses in the successful

		promotion of its Prize Draws which has raised additional funds to enable the club to invest in equipment for the pool with the ordering of new adjustable starting blocks for training and competition as part of a joint investment partnership with other pool user groups and the pool operator.

The club is a member of the Scarborough and District Swimming Association and hosts events promoting swimming, friendly galas and other competitive league events for local swimmers just starting out in their swim journey in the sport, or for leisure. The club offers support and volunteers to Scarborough and District Disabled Swimming Group as part of the club’s commitment to outreach for a wider participation in swimming by the local and regional community.

The charity’s trustees are responsible for the preparation of the accounts in accordance with the Charities Act 2011 (“the Act”).

The charity’s trustees consider that an audit is not required for this year under section 144 of the Act and that an independent examination is needed

It is my responsibility to:

Examine the accounts (under section 145 of the Charities Act

To follow the applicable Directions given by the Charity Commission under section 145(5)(b) and the Act, and

To state whether particular matters have come to my attention.

My examination was carried out in accordance with General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the next statement.

In connection with my examination, no matter has come to my attention which gives me reasonable cause to believe that in any material respect:

The accounting records were not kept in accordance with section 130 of the Charities act or

The accounts did not accord with the accounting records

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to obtain a proper understanding of the accounts to be reached.
