Financial review
Policy on reserve.s
The TIu5tees believe that Lancaster District Homeless Actions (LDHAS) should hold financial reserves
sufficieiit to eiisure ihat tlie chai-ity can continue to operate and imeet the needs of clients should uiifoi-eseen and
potential financially damaging circumstances arise. They believe desigynated reserves sliould be set aside, to
cover contractual coinmitsnents to LDHAS staff, equipinent replacements, and other toreseeable costs, trom
time to lime.
The Trustee board of LDHAS has delennRned that unrestricted reserves should be held that are sufficient to
cover operating cost5 of LDFL4S foi. three months. The intention of this is that the Inajority of outstandinLJ Client
cases can be coinpleted and closed should LDHAS be unable to conti])ue iii operation.
The Trustee board may decide frolll time to time to hold designated reserves for specific purposes, such as
replaceTnent of IT ¢quiprnent. buildin(FS maintenance. software updates.
lil addition to the provision of three months operating costs, unrestricted funds should be set askde for the
following purposes:
Contractual commitment reserve ( l } - a reserve to enSi￿e that LDHAS is able to cover contracted payments to
all siaff as rediindancy, provision ot locuin Iiiaternih. cover. and the costs of any disciplinary and lor gyrievance
procedures which Tnay arise.
Contractual cominittnent reserve {2) - a reserve to cover utilities, insurance premiuins. equipment rental, Inobile
phone conti'acts.
Equipment reserve - a reserve to ensure that there is sufficient money to replace equipment when it becoimes
obsolete or beyond economic repair.
Premises reserve - a reserve to provide for the cost of relocating to new pr¢mise5 either al the expiry of tlie
ciirrent lease or if largJer premises are deemed necessary. Provision for reinstatement ot the current sile to
comply with the obligations under the current lease.
Development reserve - a reserve to allow LDHAS to undertake tlie developrneiit of new pi'ojects and areas of
work and to conduct ￿11 feasibility Studies on the advisabilit)i of such proposals.
We Imay also wish to list restricted funds that are held lo support specific projects, in particular where the project
runs beyond a year end. This reserves policy is Inonitored and reviewed by the tru5tee5 annually. This policy
implies coiiipliance with child and vulnerable adult safeguarding and othei. project pol icies.
