With Or Without Assistance From Others, The Provision Of Facilities For Recreation And Other Leisure-Time Occupation In The Manchester Millennium Quarter Project Area And For The Surrounding Areas With The Object Of Improving The Conditions Of Life For Such Persons Having Need Of Such Facilities By Reasons Of Their Age, Sex, Youth, Infirmity, Disablement, Poverty And Social And Economic Circumstances.2.
