The trustees, who are also directors for the PUTposes of company law. present their report and the

STRUCTURE. GOVERNANCE AND MANAGEMENT
The Charity's governing document is its rnemorandum and articles of assctiation incorKK)rated on 191Th
February 1999 and amended by special resolutr.on on 24th January 2017. The company is limited by
guarantee and therefore every member of the Company undertakes to contribute such amount as may
be required (not ex￿edIng £11 to the Company s assets if ￿ should be wound up while helshe is a
member or within one year after helshe ceases to be a member.
Members of the board of managemenL who a￿ directors foi the purpose of company law and Iruslees
for the purpose of charity law, who served during the year and up to the date of this reFX)rt are set out
on page 1.
Trustees are recruited through existing networks and the stsndard induction procedures from the
Community Foundab"on are applied. Trustees receive training regarding community work via various
training associations.
Miss Nora Rimmer is responsible for the day to day operation. Overall responsibility is shared with the
trustees on decisions.
OBJECTIVES AND ACTIVITIES
The Company is established for the following obiects:_
The promotion for the public benefit of urban or rural regeneTrtion in any areas of social and economic
deprivation land in particular the estates located in Runcom within the borough of Halton in the United
Kingdom known as Halton Brook, HaI￿v00d Park, Murdishaw, Palacefields and surrounding areas) by
developing and delivering seNices. projects and initiatives in the interest of the relief of povety. the
enhancement of community development and the ￿lief of those in need, by reason of financial
hardship, unemployment. ill health or other disadvantage.

The Trustees review the aims, objecb.ves and activtties each year to ensure that they remain focussed
on the objectives of the organisalion. The Trustees refer to the guidance given to them by the
Charitie5 Commission on public benefft during this process and assess how suc￿sSfUL the activities
have been and what beneffls have been brought to the groups of people the organisation is set up lo
help.
ACHIEVEMENTS AND PERFORMANCE
The viability of the community centres and residenls. involvement has been the main achievement of
Four Estates Limited in the year under review.
During the year the company received covid 19 government support tolalling £68.006.
The trustees conssder that the company will continue as a going concem for the next 12 months.
PLANS FOR FUTURE PERIODS
The tru51ees do not foresee any significant changes to the chanty'5 activibes and operab'ons_
PRINCIPAL RISKS FACING THE CHARITY
The trustees Gan foresee no significant risks or uncertainties facing the charity.
INVESTMENT OF POWERS AND RESTRICTIONS

FINANCIAL REVIEW
In the year ended 31 March 2021 the Charity's inu)ming resources exceeded its outcoming resources
by £56,001 leaving the reserves at £157.113 of which £73.379 are unrestricted and £83,734 are
restricted. The Tnjstees are satisfied with the resulls for the year. Principal sources of funding are
detailed in the notes lo the accounts.
RESERVES POLICY
11 is the policy of the trustees to build up unrestricled reserves to provide wothng capital to enable the
activities of the charity to continue in the event of a significant drop in funding and lo enable contracted
commitments to be met

This report has been prepared in accordance wrth the provisions applicable to CoMpan￿S entitled to
the small companies exemption.

The chanty is a private company limtted by guarantee. registered in England and Wales and a

STATEMENT OF COMPLIANCE
These financial statemenls have been prepared in Complian￿ with FRS 102, 'The Financial
Reporting Standard applicable in the UK and the Republic of Ireland., the Statement of
Recommended Practi￿ applicable to chanties preparing their accounts in accordance with the
Financial Reporting Standard applicable in the UK and Republic of Ireland IFRS 1021 {Charities
SORP IFRS 10211 and the Charities Act 2011.
ACCOUNTING POLICIES
Basis of preparatlon
The financial statements have been prepared under the historical cost basis, as modified by the
revaluation of certain financial assets and li3biltiies and investment properties measured at their
fair value through inwtne and expendrture.
The financial statements are prepared in sterling. which is the functKtrnal currency of the entity.
Going concern
There are no material uncertainties about the charity's ability to continue.
Judgements and key sources of estimation uncertainty
The preparation of the finanGial statements requires management to make judgements,
estimates and assumptions that affect the amounts reported. These estimates and judgements
are continually reviewed and are based on experience and other factors. including expectations
of future events that are believed to be reasonable under the circumstances.
Taxatlon
The company is a registered charity and no provision is considered necessary for taxation.
Fund Accounting
Unrestricted funds are available for use at the discretion of the trustees in furtherance of the
general objecbves of the charity-

Creditors and provisions are recognised where the charity has a present obligation resulting frotn

to settle the obligation can be measured or estsmated reliably. Creditors and provisions are
noTmally recognised at their sethement amount after allowing for any trade discounts due.
Financial Instruments
The charity only has financial assets and financial liabilities of a kind that qualify as basic
financial instruments Basic financial instruments are initially recognised al transaction value and
subsequently measured at the Ggrying value.

Every member of the Company undertakes tr) contn.bute such amount as may be required (not
exceeding £11 to the Company's assets if rt should be wound up while helshe 15 a member or
within one year after helshe ceases to be a member.
If. upon winding up or the dissolution of the company, there remains, after satisfaction of all debts
and liabilities, any propety whatsoever. the surplus shall be given or transferred lo some other
