OVERVIEW
The Pharos Trust is the owner and operator of the Historic heritage Lightvessel LV18. LV18 has been situated in her own, purpose built, permanent floating berth alongside the Ha’penny Pier on the Waterfront of the historic port of Harwich, Essex, CO12 3HH, since 2011. LV18 is and was the last of the manned Trinity House Lightvessels in original condition and was the last to come off active station in 1995. Built in 1958 the vessel is on the National Register of Historic Ships No. 1916.
The trust was set up in 2002 and is managed and overseen by a small team of Trustees and run totally by volunteers who are mostly locally based retired maritime professionals. We work closely with the Corporation of Trinity House and Harwich Haven Authority and other local groups and heritage sites.The team has maintained and opened the vessel to the general public since 2011 on a broad seasonal basis. All marine work and maintenance is overseen and approved by a registered Ships Surveyor.
The vessel also houses an Ofcom Licenced 24 hour Radio Station which broadcasts on 1575 kHz Medium Wave and streams around the world on the internet.
The aims and objectives of the Lightvessel project are the ‘Restoration of former Trinity House Manned Light Vessel No 18 for use as a visitor attraction and heritage learning facility.’
ANNUAL REPORT
Further to the devastating fire caused by an arson attack on 2nd February 2024 the trustees and volunteers have endeavoured to restore the vessel back to her original, unique, condition. The restoration cost has been assessed at c.£300,000. The vessel was back open, in part, after 4 months of initial removal of debris, cleaning and painting by voluntary effort. Since this date the vessel has been open Free of Charge to the general public and has relied on donations to help the maintenance program.
In our annual return our income includes a total of £16,572 from Allianz Insurance Ltd with which we paid ICE Cleaning Ltd £16,572. This was an insurance claim payment as
a result of an arson attack the vessel suffered on 2nd February 2014. ICE Cleaning Ltd carried out the removal of debris and damage suffered as a result of the fire. We understand from the advice taken from the Charity Commission that this should be shown on the returns as income and expenditure and has been duly entered. The return covers the period when the vessel was open to the public in the year 2024 following the fire and has been overseen by a trusted professional who has great experience in such matters.
The disaster was covered by National Television News and Newspapers which brought much publicity to the project in a town and area that was shocked by the news. Many of the local families had had relatives who were in the employ of Trinity House, once a major employer, helping to protect the mariner over several generations and this was reflected in the reactions of many townsfolk who wished us well.
Over this period we have maintained a good public profile through media publicity and, indeed, our own radio station which was granted a full Ofcom Licence in 2024. With an iconic heritage presence on the main waterfront LV18 has been involved, and organised, many local events helping to attract visitors to the town and maintaining a community and educational resource.
We are currently pursuing a Heritage Lottery and other partnership Grants to enable the complete restoration of the burnt-out area of the vessel which, in the meantime, is approaching completion as a small exhibition and meeting space.
A new season is fast approaching and we are confident that, despite the damage caused by the dreadful arson attack, we will continue to thrive and expand in our endeavours to provide a unique and educational resource and heritage attraction.
