Governance

The charity’s address is Bulmer Village Hall, Church Road, Bulmer, Sudbury, Suffolk CO10 7EL.

The charity is a village hall to be used predominately by the villagers, a small village of approximately three hundred dwellings, for recreational, social, educational and wellbeing purposes. The charity owns the building and the Parish Council holds the deeds to the land surrounding the hall.

The charity operates entirely for public benefit.

Trustees are appointed as both nominees and representatives of the village organisations that are regular users of the hall.

Brenda Edwards is employed by us as the hall caretaker/cleaner and was kept on throughout the pandemic causing the closure. Brenda not only carried out her cleaning role but checked the hall daily to ensure we complied with all insurance stipulations throughout this period.

Activities for the year 2020/2

Bulmer Village Hall attracts a wide range of users groups of all ages, thasst use the Hall for various activities including social, recreation, education and exercise purposes, catering for everyone especially the elderly.

However, the hall has been closed for much of the year due to the pandemic, opening briefly when allowed to do so in line with government legislation. As the balance sheet shows our income from hires only amounted to £169.75.

Due to the grants afforded to us by Braintree District Council in the total sum of £20,383.86 we have been able to upgrade and refurbish various areas, this has been ongoing in the current year because of the pandemic preventing availability of workmen.

We updated the floor, large electrical 5 year check, new car park lights and other small items of repair. Unfortunately at this time we had fly tipping in the car park, a back window broken, leaks in the kitchen and toilets due to lack of use, all of which resulted in expenditure.

Prior to holding a socially distance AGM in August 2020, which was brief as the secretary had issued by email all necessary documents, we were able to make awards to our two long serving trustees (in total 90 years service) who had resigned at the end of March 2020.

The fund raising activities were a sad miss for the villages as they enjoy the socially interaction this generate in the village.

Risk Areas and Risk Management

The Covid19 pandemic in line with all other village halls has given us challenges, which we have been able to meet throughout the year. All risks were fully assessed, any hirers signed to comply with the necessary legislation on the rare occasions we were allowed to be open. We kept regularly in touch with the village hall advisor at RCCE.

Accounts for the year 2020121 Cash and Bank balances of £29.364 which includes our reserves of £10.674. We are confident these reserves would cover two years of operating costs.
