tiwstces have adopted the provisions of Aeeounting and Reporting by Cl)arilies- Statement of Recommended Practice
applicable to cliaritics preparing Ilieir accounts in accordance witli the Financial Reporting Stsndard applicable in tlie
UK and Republic of Ireland (FRS 102) (effective l January 2019).
OBJFCTIVES AND ACTIVITIES
Objectives and aims
The principal aims of the eharity are the relief of poverty, unemployment, thc advancement of education and other
cliarilable Plirposes as defined in the charity's trust deed.
Public benefit stAtement
Tlie trustees confirm tliat Ihey have complied with the duty in S17{5) of tlie Cliariiies Act 201 I to liave due regard to the
Chai'ity Coirnnission's guidance on public benefit when setting lip their grant making policy for the year in oi'dei. to
aclii¢ve ils aims and objectives.
The li'ustees are satisfied that all granls made during the year are for the benefit of the public and that the benefit of each
and every grant is clearly identifiable.

The HR Pi'all Elooi'man Family Foundation is consliluted under a deed Irust dated 19th June 2001 as amended by a deed
of variation dated 28th November 2001.
Trustee appolntment And orgAnlsatlon
The mcmbLI'ship ol. Ilie board of trustees is detailed on page l. The trustees meet regularly to abree the strategy of the
charily, including consideration of grant making. The trustees also consider investment, reserves and risk management
policies,
The trustees meet at least twice 8 year under the tern]s of the trust deed. New tNstees must be appointed by a resolution
of the Iruslees. There should be a minimum of three and a maximum of fifteen Iwslees. No restrictions are placed by the
liusl d¢ed on the trustees power lo invest.

New Iruslees are pi'ovidcd with a copy of thc Irusl deed dal¢d 19tli June 2001 as amended by a deed of vai'iation dated

FINANCIAL REVIEW
Financial position
Tlie inveslmcnt portfolio relates lo a charities investment fund and is profcssionally managed by CCLA Investment
Manageinenl Ltd who opcrdle within specific guidelines that are set out and regularly reviewed by Ihe truslees. The
strategy is to rnaximise tolal returns witliin a¢eeplable levels of risk. The associated costs were borne on a ¢ommission
basis per transaction undcrtaken in the portfolio. Dividends were received from the investment portfolio of £25,444
(2023.. £25.093).
The trustees are satisfied that this level of cash is sufficient to fund the working capilal requirements of the Foundation
for the foreseeable ￿t￿re.

Tlie trustees are pemiilted by the trust deed to accumulate unrestricted funds, which are tlie free reserves of th¢ Chai'ity.

sufficient funds to covei. administration costs and respond to donation requests. The Trustees objective is to accuinulate
rcsei'ves uf £1,000,000.

'I'he cliarity invites appliLations for awards from both individual and organisations. The applicalions are reviewed by the
li-uslees befoi'e awards are made. All granls made are in line with ils charitable objectives.

Basis of prepai'ing the financial statements
The fI[￿n¢121 statements of Ilie charily, wliieh is a public benefit eniily under FRS 102. Iiave been prepared in
accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Ststement of
Recomtnended Practice applicable to charities preparing tlieir accounts in accordance wlili tlic Financial
Reporting Standard applicable in the UK and Republic of Ireland {FRS 102) (¢ffective l January 2019),.
Financial Repoiting Standard 102 'The Financial Reporting Standard applicable in tlic UK and Republic of
Ireland, and the Charities Act 2011. The financial stalements have been prepared under the historical cost
convention, with the exception of investments which are included at market value, as modified by the i'evalu8tion
of Certain a&s¢ts.
Income
All income is recognised in the Stalcment of Financial Activities once the charity has entstlement to the funds, it
is pi'obable that the income will be received and the amount can be measured reliably.
Expenditure
Liabilities are recognised as expcndilurc as soon as there is a legal or ¢onslrnclive obligation committing tlie
¢harity to that expenditure, it is probable that a transfer of economic benefits will be required in setilcment and
thc amount of the obligation can be measured reliably. Expenditure is accounted for on an accrnals basis and has
been classified undcr headings Ihal awegate all cost related to tlie category. Where costs cannol be directly
atli'ibuled to particular headings they have been allocated to activities on a basis ¢onsistent with the use of
retsources.
Grants offered subject to conditions which have not been met at the year end date are noled as a commitm¢nt but
not accrued as expenditure.
