## **(1) Introduction**
Every year 750,000 men self identify as victims of domestic abuse including 500,000 as victims of partner abuse. Ten men lost their lives at the hands of their partners in 2020/21 and while 225,000 tell the police, only half of male victims ever tell anyone they are a victim. In fact, 74% of the men that call our helpline say this is the first time they have told anyone and often they have suffered for three years before doing so. The helpline service continues to be at full capacity; answering calls from men, mothers, daughters, sisters and friends of victims. Never more so, has the charity been needed as now. More men are coming forward all of the time, we are there to support them.
The practical information, signposting and emotional support we give to victims is the foundation of the work we do. We have three IDVA’s one of whom alongside the Chair is a qualified Domestic Abuse Services Manager, a hugely talented and experienced group of trustees and a dedicated first class team of four staff.
Our Ambassadors and Honorary Patrons give their time freely sharing their experiences to help others as do our trustees – all of whom provide an important source of experience and expertise.
It would be remiss not to comment on the pandemic which continued throughout 2020/21. Our staff continued to respond and cope superbly with the 25% increase in calls and their added complexity/intensity. As soon as the pandemic broke, our trustees pulled together and led by the plans and experience of Lori Busch were able to ensure the charity was able to respond and adapt. The public have been as wonderful as ever in providing funding for the helpline through donations. We were concerned about the impact of the pandemic because fundraising events were cancelled, but the response to our appeals has been superb.
As well as direct services, we continued our advocacy work and are now being asked to sit on more statutory-led panels as official advisors. This includes advising the Government (Home Office, ONS, DWP, DLUHC, MoJ), police forces, health services, domestic abuse commissioner and also the Crown Prosecution Service. The Chair is an Expert Panel Member on the DLUHC’s Expert Reference Group on Safe Accommodation. We also were able to roll out our pattern changing course for survivors – which in 2021/22 were able to deliver across five police forces – which was created and led by our IDVA, Marilyn Selwood.
We continued to develop our Male Domestic Abuse Network which is the community of practitioners that we created. It has 484 members. We have held monthly webinars featuring the latest national and international research, continued to provide information on services and also used this network as a platform for inputting into statutory consultations. We also created

a newsletter which included the latest legislative changes, best practice, news and job vacancies.
Our formal training and training giving continued to be a success. It included 28 training sessions across the NHS, charities, the Armed Forces alongside wide range of presentations to employer and other organisations such as the CPS, Home Office, Tesco and Universities UK.
Other innovations included a domestic homicide review library (the first anywhere in the UK) for male victims, regular monthly newsletters to over 2,000 people who subscribe and also an online national services directory (Oak Book) which was launched on our 20[th] anniversary.
Our national conference for 2021 was held online again but this year was held just over one morning and was free. Over 400 people attended. We also for the first time asked two women – one who had lost her son and another lost her father to domestic abuse. This was groundbreaking and heart-breaking.
The charity also appeared in the media with our range of ambassadors on around 75 occasions – including the facilitation of a really important documentary (When Women Abuse Men) that appeared on Channel 5.
Our public policy work is very important in ensuring the voices of male victims are heard and in order to hold public bodies to account. We continue to be the “go to” organisation for Government which has helped the charity to shape the Domestic Abuse Act and the Statutory Guidance.

## **(2) National Helpline**
## (i) Quantitative
Following the large spike in calls in 2011/12 due to the Coronation Street storyline, the levels of calls received in 2012/13 and 2013/14 stabilised to c1,600 per year. In 2014/15, the calls fell to 1,450 due to the cessation of the evening helpline because of funding constraints. In 2016/17, due to additional funding from the public, we were able to expand the helpline coverage and as expected more men were able to get through and therefore receive the help they need. This was because we expanded the number of people working on the helpline to two between Monday and Thursday (10-2pm) which were always the busiest times. In 2018/19, the overall volume of calls were 2,049 and increased again in 2019/20 to 2,461 (the most ever) – 20% increase. However, calls from victims increased more significantly from 1,348 to 1,675 (24% increase).
In 2020/21, the helpline numbers plateaued to 2,427, albeit we supported more male victims (1,741) directly than in 2019/20. Partly, this is due to the better signposting to the office number for agencies who are in effect being diverted away from the helpline. It shows however, the helpline is now at capacity.
The experience from the helpline staff is that the line remains at capacity even with these extra staff. The minute one phone call ends, the phone rings immediately and anecdotally a number of callers have tried several times to get through before they do.

In many respects the figures above do not represent the full picture as they do not include the continued increase in email traffic, either direct to the office or to the various volunteers – and

also the website which is well used by victims who access key information without letting anyone know.
## (ii) Qualitative
The pandemic had a real impact not only on the volume of calls but also on type of calls. In general, the calls were more intense, complex and longer. The pandemic in effect made the domestic abuse that men were already suffering from much worse. Being in lockdown with an abuser exacerbates the psychological abuse they are enduring. Other issues emerged with increased suicide ideation, more calls from men with no recourse to public funds and most strikingly, an increase in the number of men calling who were being deliberately alienated from their children especially through breaching of child contact orders.
A number of key trends from male victims for the April 2021 to March 2022 as supplied to the Office for National Statistics showed:
- 74% sought help for the first time
- 93% state they are suffering from psychological/emotional abuse, 69% physical, 33% financial and 79% coercive control
- 61% of callers have children
- 29% of callers are aged between 35 and 44
- 96% of callers have female partners committing the abuse (3% male partners and 1% family members)
Additional 2021 annual statistics which are not reflected in the ONS Statistics showed:*
- 47% would never have called unless the call was anonymous
- 85% felt that the call they made was useful
- Average call length is 44 minutes in 2021 (the average call length was 33 in 2018, 43 minutes in 2019 and 44 minutes in 2020)

## **(3) Funding**
## **(i) Helpline Applications and Funding**
The helpline is the foundation stone of the charity and as set out above it has been at capacity for some time especially on Monday – Thursday mornings. The helpline costs c£60,000 per

year to run and the increase is reflective of the charity increasing the capacity on Monday to Thursdays due to increased demand through the pandemic. The charity is not intending to make reduce the capacity – more so, it is looking to expand when it can.
The trustees were concerned about the impact of the pandemic on donations and fundraising events. The charity added messages onto the website and the public responded to the point that once again, the costs of helpline have been covered. The trustees also were clear that the charity would not apply for funding from the Government as it felt the independence of the helpline continues to be vital.
## **(ii) Contracts/Grants**
The charity was awarded grants from six police forces to run its pattern changing course for male survivors which is an unique course. Overall 42 started the courses and 30 successfully completed the courses. The feedback was positive and included comments included:
“Very good course, tutors are very supportive and knowledgeable on this particular subject. I learned a lot from listening from other survivors who had been in similar situations to me, it helped me recover and realise I wasn’t alone. When my course ended I was still contacted to check my recovery was still on track. This course has been hugely beneficial to me and opened my eyes.”
## **(iii) Donations**
As set out in the previous report (2019/20), the charity was concerned about the impact of the pandemic on donations and fundraising. In the end, the public responded very positively and £72,130 was received (£70,831 in 2019/20 and £50,744 in 2018/19)
We are really grateful to all those donated to the charity.
Taunton Deane Borough Council continues to support the charity through the charitable rate relief on the Taunton Office.
## **(4) Patrons**
The charity is actively seeking new patrons as their financial support forms the bedrock of the organisation in terms of covering the costs of the office, rates and expenditure on equipment. Our patron income in 2020/21 was £3,452 and thank you to the patrons that we have.

## **(5) Finances**
At the end of the financial year (December 2020 to November 2021), the charity had a net surplus of £66,739 (the charity had an income of £156, 631 and expenditure of £89,892).
Previous surplus’ were £107,088 in 2019/20, £36,242 in 2018/19; £114,406 in 2017/18 and £2,518 in 2015/16. Much of the reason for the large surplus in 2019/20 was the funding from the Home Office was received after much of the delivery in 2018/19.
Figures at the end of November 2021 show that the charity had an overall balance of £488,763 with £119,073 in unrestricted/designated funds and £369,689 in restricted funds (which includes helpline funding which the charity’s trustees “voluntarily” ringfence).
The trustees agreed in October 2021 that there funding should be in place to cover contingencies of:
- Two years of helpline funds
- One year for balance of the charity to be able to be operational and cover any wind down
- Continue to aim to not operate a deficit
- Reinvest some of the net balance in the core infrastructure such as a freephone number, IT equipment and a digitised telephone system during 2021/22. In addition to look at further developing the practitioner’s network and the charity’s website.
## **(6) Governance and Staffing**
The charity ended the year with eight trustees which meets the Charity Commission’s Guidelines. These are also drawn from the world of communications/public policy, qualified practitioners, financial management, survivors, academics and a criminal solicitor. The board provide expertise from both their specific background and also as a collective body.
The trustees meet formally four times per year to agree and the charity’s strategy, budgets, service performance, staffing matters, internal policies and public policy responses. At every meeting, the trustees also review the risk register.
The charity has four employed members of staff.

Our national conference for 2021 (the ninth) was held online again but this year was just over one morning and was free. Over 400 people attended. We also for the first time asked two women – one who had lost her son and another lost her father to domestic abuse. This was ground-breaking and heart-breaking. This conference was eligible for CPD accreditation.
Other innovations included a domestic homicide review library (the first anywhere in the UK) for male victims and regular monthly newsletters to over 2,000 people who subscribe.
In addition, the national services The Oak Book directory which lists every service in the UK supporting male victims was published and now is on the website. This has received over 5,000 visitors in six months and was launched on the charity’s 20th anniversary on 28 November 2021.
## **(8) National Service Standards**
A key part of the charity’s vision and therefore mission is to develop the domestic abuse sector and associated organisation (police forces, commissioners, health, employers, judiciary and councils) to provide better support for men in their communities.
In addition, the charity plays a key role in the overall men and boys’ wellbeing sector alongside working in partnership with services that operate in associated fields such as sexual violence/abuse. The latter, through the Male Survivors’ Partnership (MSP) developed National Service Standards for male victims of sexual violence.
When funding from the Home Office became available, the charity were successful in being awarded funding to support the development of the equivalent for male victims of domestic abuse. The charity commissioned Lime Culture who created the Service Standards for the MSP to do the same and these were successfully created in December 2020. Thereby this forms another plank of core Service Standards in this field. There are available for download - at: https://mdan.org.uk/service standards/
These have been downloaded 178 times and feature in a range of Government documents.
## **(9) Training and Presentations**
The charity has expanded the training and wider support that it provides under its umbrella ManKind Initiative Domestic Abuse Support Service (MIDASS). As well as the one-day CPD–

accredited domestic abuse training (online and face to face), it now includes an e-learning course, presentations, conference speaking and also support for employers.
This included 28 training sessions across the NHS, charities, the Armed Forces alongside wide range of presentations to employer and other organisations such as the CPS, Home Office, Tesco and Universities UK.
## **(10) Public Relations and Policy Work**
## **(i) Media coverage**
The charity continues to have a high media presence and is the ‘go to’ charity for the media with regard to domestic abuse. There were c75 appearances in national and local TV, radio and newspapers were achieved. This included BBC Radio, ITV, GB News and national newspapers such as the Daily Telegraph and Daily Mail.
The charity also supports the media in putting together programmes and profiles of the issue even if it is not appearing itself. This included a very important documentary for Channel 5 which was delayed due to the pandemic and was broadcast in June 2021, 16 months after completion.
This coverage helps in encouraging men to come forward and breaking down societal attitudes around the existence of male victims.
## **(ii) 55 Key Facts and Research Hub**
The charity’s 55 key facts document (the first version in 2011 only had 12 key facts) on its website continues to be the prime statistics data source in the UK for facts on male victims and the statistics page on the website is the second most popular page. The charity also provides a unique service allowing academics and researchers to place their research on the charity’s website. This creates an important and unique central repository for research in the UK and across the world.

## **(iv) Policy Work and Submissions**
A key part of the charity’s work is advocating for male victims in terms of public policy and also holding public authorities to account.
The main policy work has been working with the Government on the Domestic Abuse Act which was passed by Parliament in April 2021. This included ensuring that the law is inclusive of male victims in the primary legislation and Statutory Guidance. On the former, there was a significant push from the wider domestic abuse sector to hardcode the primacy of heterosexual female victims in the primary legislation which the charity successfully argued as it went aganist the British Constitution and also a human-rights, inclusive and equality based approach.
The charity has also been working with other charities including in the health sector and in the sexual violence sector on creating an inter-personal violence against men and boys strategy as well as a men’s health strategy.
## **(v) Other activity**
The charity supports both Men’s Health Week and International Men’s Day in the UK. It is also a founding member of the Men and Boys Coalition, a network of charities, academics and professionals wanting to raise the problem of men and boys issues. The charity also joined the UK Says No More campaign run by domestic abuse charity, Hestia UK.
The charity also produces briefings and policy papers on issues such as the need for refuge/safe house provision and better local funding for services.

Whilst the charity has many supporters and active members, the charity’s success relies on the continuing support of our Voluntary Treasurer, Charity Manager and IDVA, Lori Busch. Not only does she keep the books in order but also provides great support for the day-to-day running of the office, the charity’s infrastructure, both financial and legal, and gives her invaluable time supporting funding applications. She speaks at conferences, organises our annual conference and trains professionals across the UK. She is the real driving force in all that we do. to ensure that the flnanclal 5tatement5 comply with the Companles Act 2006, The
trustees are also responsible for safeguarding the assets of the ¢harity and, a5 a150
required by charlty law, ensurln8 their proper application, and hence for taking
reasonable steps for the prevenlion and detectlon of fraud and othÈr irrpgularltles.
RESULTS
The results for the year and the charlty's flnanclal position are shown In the attathed
financial statements.
The surplu5 for 2020121 Is explalned by an Increase In publlc donatlons toward5 the
costs of opÈratlng the telephone helpllne and assoclated charlt?ble actfvltles.
RESERVES
Note 12 to the flnanclal slatements shows the reserves of the Charlty which have been
revlewed by thè trustees. This review encompassed the nature of the Income and
expendlture streams and the nature of the reserve5. The revlew ¢on¢luded that to allow
the charity to be efflclently mana8ed and to provlde a buffer for unlnterrupted 5ervlces
a general reserve equlvalent to three months expendlture Is consldered appropflate.
This level was maintained durin8 the ¢urrent flnanclal period.
The Charlly Trustee5 have agreed to create a Deslgn•t¢d Funds held for the purposes of
coverln8 any redund8ncles, should they be requlred, orto cover the cost of replacing one of the
Charity's assets.
RISK MANAGEMENT
The Trustees continue to keep under revlew any Major risks arisinE from or impacting
on the actlvltles of the company. We consider that the systems we have in place to
mitigate such rlsks as have already been ascertained appear to be adequate in normal
clrcum5tanc8s.

The trustee5 are responslble for keeping proptr books and records whlch dSsclose wlth
reasonable accuracy at any lime the financial posltlon of the charity and to enable them
to ensure that the flnanclal 5tatement5 comply with the Companles Act 2006, The
trustees are also responsible for safeguarding the assets of the ¢harity and, a5 a150
required by charlty law, ensurln8 their proper application, and hence for taking
reasonable steps for the prevenlion and detectlon of fraud and othÈr irrpgularltles.
RESULTS
The results for the year and the charlty's flnanclal position are shown In the attathed
financial statements.
The surplu5 for 2020121 Is explalned by an Increase In publlc donatlons toward5 the
costs of opÈratlng the telephone helpllne and assoclated charlt?ble actfvltles.
RESERVES
Note 12 to the flnanclal slatements shows the reserves of the Charlty which have been
revlewed by thè trustees. This review encompassed the nature of the Income and
expendlture streams and the nature of the reserve5. The revlew ¢on¢luded that to allow
the charity to be efflclently mana8ed and to provlde a buffer for unlnterrupted 5ervlces
a general reserve equlvalent to three months expendlture Is consldered appropflate.
This level was maintained durin8 the ¢urrent flnanclal period.
The Charlly Trustee5 have agreed to create a Deslgn•t¢d Funds held for the purposes of
coverln8 any redund8ncles, should they be requlred, orto cover the cost of replacing one of the
Charity's assets.
RISK MANAGEMENT
The Trustees continue to keep under revlew any Major risks arisinE from or impacting
on the actlvltles of the company. We consider that the systems we have in place to
mitigate such rlsks as have already been ascertained appear to be adequate in normal
clrcum5tanc8s.

AUDITORS
The Companles Act and the Charlty Act state that an Independent examination of a
company's accounts may take place where the gr055 income of the company is less
than £500,000 and the gross assets do not exed £2.8 million
Auditors will be 3ppointed should a grant appllcation requlre audited Accounts.
No such event has o¢¢urred and the trustees are recommendin8 that the company
should not appolnt auditors until audited accounts are required. Untll then the accounts
will be subject to an independent examination.
