In setling out the charity's objectives and plonning its significant activities. the Iruslees have given careful
consideration lo the Chorily Commission's guidonce on public benefit. The broad objectives and Ihe detoiled
activities sel oul below highlight some of the key benefits open to o wide cross section of society.
The principal objective, as set out in the Articles of Association, is to promote ony chorilable purposes for Ihe
public benefit by the advancement of education, the protection and preservation of health and the relief of
poverty, sickness and distress in particular. bul without limilolion, lor the benefit ol the communilies in

OBJECTIVES AND ACTIVITIES
Revlew of acllvltles for the year ended 31 March 2024
The charity enables people of the Rotherham Melropolilan Borough arep to gain access lo free. impartial,
independenl ond confidential advice and any ossistance they need lo help them lully porlicipate within the
community. To this end il strives lo ensure Ihal individuals do not suffer through lack of knowledge of Iheir rights
and responsibilities or ol the services available lo them. through being unable to express Iheir needs
effectively. It also uses its best endeavours lo exercise o responsible influence on the development of social
policies bolh locolly and notionally.
Our range of services has beneliled over the year from funding for a number of new projects. These include
projects providing energy advice and support, which has enobled us to help 203 people in monoging rising
fuel bills. and £1 53,526 over two y&ars lor the More Than Just Food project. The project supports local food
banks by providing odditionol support services to local people with the oim of addressing financial hardship
ond helping local people lo improve their circumstances so that they no longer need to occess food support.
In Jonuary we were pleased to have our funding for Heallhwalch Rotherham renewed for o further three
years with an uplift which enok)led us lo increase staffing resources within the leom ond expancl the reach of
the service.
Our heollh and wellbeing 5uppoII services were further underpinned by the renewal of our Social Prescribing
Support Sep/ice lor one year, funded by the Rolherham Inlegroled Care Board, ond advising people with a
long term heolth c.oridilion on how lo access well-being support.
We have also continued to receive funding through the NIIS lo continue delivering our Cancer advocacy
service. thi5 15 a much needed service providing support ond guidance lo some ol the m051 vulnerable in our
community.
As in recent years debt reloled issues continues lo be our highest source of enquirie5 ond inevitably leads lo
wider conversations around issues clients lace so we are pleased lo have continued delivery of our IVIAPS
debt contract and the leams performance through the year on delivering this seNice has been exemplary.
Towards the end ol the linanciol year, we were successful in securing £120.000 over two year5 to deliver a
digital inclusion projecl in partnership with other regionol Citizens Advice portners. This initiolive will help c105e
the digital divide and provide critical skills lo underserved populations.
We helped over 9156 clients over the COLJrse ol the year, with o wide ronge of issues. The lop three issues
laced by our clients were benefits and lax,. Universal Credit, and debt. We saw a slight decreose in overoll
demond compared with the previous year. however the problems that people bring to us are more complex
and complicated.
This has been a year ol growth and change for CARD. Following the retirement of Nick Bussey lowards the
end of the previous financial year, Duncon Gall was appointed as our new Chief Executive ol the beginning
of the year and o review ol senior management leam roles ha5 delivered o strengthened structure and a
more robust Se￿iCe delivery team. General recruitment ond retention has been a challenge at limes during
the year. A review of the Salary structure revealed that some pay levels were becoming uncompetilive, ond
following the introduction of a revised pay scale ond bands slaff relenlion ho5 greatly improved.
In July di5CU55ion5 begon on the development ol o new three year Slrategy wilh the leom and formed the
basis ol the annual trustee away doy in November. These events have led lo the board approval of our new 3
year Strategic Plon lor 2024-27. The focus of Ihe new Plan is improved acce55, especially for local people.,
financial 5uslainabilily, strengthened partnerships., ond enhanced digital services.
In June we heard the unfortunate new5 thal our long term partner, Kiveton Park Independent Advice
CentrelKPIACI had decided to ceose operation. Aller discussion wilh the Kiveton board. team ond RMBC we
agreed lo Ironsler their slafl lo CARD and continue to offer Ihe services previously supported by KPIAC.

We established the new post ol Fundraising ond Communications Officer with Ihe aim of increasing general
awareness of our charitable status, and enhancing our research and campoigns capacity.
After Ihe extended delay on the market developmenl and Ihe news our planned ollice in partnership with
RMBC would now not be available for the foreseeable future we begun enquiries for an alternative site. Our
seurch for a new office site was finally successful towards the end of Ihe yeor, when our new premises al 2
Upper Millgale became available. Terms were agreed during the lasl quarter of 2023124 and preporalions
Started for the move which was planned lor completion in the first port of 2024125.
We are v8ry grateful lo the Rotherham Melropolitan Borough lor their continued financial and olher support
for our services., lo our partners in the community with whom we were oble lo build on our successful oulreoch
services aimed al some of the most vulnerable of our clients,. and to our volunleers who form an essential part
of our leam and are critical to our success.

Citizens Advice Rolherham ond Di51ricl provides legol advice in any area of social law lo the community of
Rolherhom lo ensure its citizens do not svller through a lock of knowledge ol their rights and respon5ibililies.
We aclively work in supporl ol raising issues ol social injustice lo enable improvements in social justice for all.
The local citizen5 odvice's purpose is lor the benefit ol the community in Rolherham Metropolitan Borough
Council via the advancement of education, the protection ot health and the relief of poverty, sickness and
dislress, through the provision of a free, confidenliol and imporlial service ol advice, information ond counsel
for the public and lo assist the implemenlalion of such advice, information and counsel.
The public benefit Ihal flow5 from the purpose by the advancement ol education is increased knowledge ond
Ironslerable vocational skills of those employees and volunteers who participate in Citizens Advice training
ond the creation of training ond work experience opporlunilies leading lo prolessionol and personal
development and lo o belter quality of life. The public benefit that flows from the prolection ol health is
improvement in overall heollh and well-being. improving the quality of life of clien15 and their resourceluln8ss
for living. The public benefit that flows from the relief ol poverty is a reduction in poverty and hardship vio the
maximisolion of client's income and a reduction in social isololion. These public benefits are provided through
the provision of advice, information and odvocacy on a number of dillerenl areas of Welfare Low such 05
sociol security benefits. debt advice and counselling, consumer, pension guidance. education. employment,
health. housing, immigrolion. legal, relationships plu5 the training and volunteering opporlunilies we oller. This is
evidenced through regular internal and external qualilalive ossessmenl and case studies., including regular
collolion of client data.

Reserve5 poIIcy
The Iruslees have esloblished the level of re5erve5 that the charity ought to have Ilhat is those funds that are
freely ovoilablel. Reserves ore needed lo bridge the gap between expendilure on services and receiving
income from gronls. The Board of Truslees consider il prudent lo cover the equivalent 013 monlhs expenditure
on their reloted aclivilies. The actual unreslricled reserves at 31 March 2024 ore £468,392 which is in surplus of
our targel figure, (based on the 2023/2024 expenditure of £l,145,553101 £286,388, by £182,004. In colculaling
reseNes. the trustees have excluded from lotal funds tangible fixed assets of £1.287. However, the above
doesn't lake into occount the designaled funds of £50,000, sel oside to fund Ihe furnishing of our new building.

Deslgnated Funds
These funds comprise unreslricted funds thot have been set aside by the Board of Trustees for o particulor
purpose. Our main designaled fund is to cover Ihe cosl ol an expected office relocalion in 2024. Further
details are set oul in the notes to the accounls.
Future plans
Allhough Ihe continued concerns around the shorl term nature of our funding remain, and we enter the new
year forecosling a significant deficit, we ore conlidenl Ihat Ihe oddilional resource5 and focus of the
organisalion now in place will support our ambitious plans lor operating o truly susloinoble organisolion.
Through our core funding grant from RMBC, which is in place lill 2027. and the Help lo Claim ond MAPS grants
which continue through the next finoncial year we have a secure fovndolion lo build on. However, this is still
considered short term funding ond there is no cerlairily these will continue past 2025 as such our locus will be
ensuring we conlinue lo deliver great outcomes on these much needed services ond position ourselve5 to
deliver these under future granls if Secured by National Citizens Advice.
As we look lo diversify our income lo support these core funded projects we are olso looking forward lo
delivering a new Digital Inclusion project. This is in partnership with our LCA colleagues in the region and while
delivering o much needed service for clients also gives us a strong basis lor future partnership working across
South Yorkshire.
In addition lo our linanciol lorecasling we also look foNard lo developing our new office space and the
return lo a high slreel presence. this is o considerable organisalional change ofter having worked loigely lully
remote since 2020. The first lew months will be key in embedding our new working orrangemenls with the
team, clients ond stakeholders. This is o key deliverable ol our RMBC core funding offer and o much needed
resource lor the people of Rolherham where demand lor our service continues lo be al record levels.

Truslees
The company is governed by o Board of Trustees, which is responsible for setling the slrolegic direction of the
company and for e5tabli5hing policy ond line managing the CEO. He has now been in post for nearly six years,
his role is lo oversee the doy to day operations ol the compony. Trustees ore appointed by Ihe board
following consideration of the skills ond experience required. Up lo o maximum of one third ol the trustees can
either be nominoted by member organi5alion5 or co-opted members, ond these can be appoinled at an
ordinary meeting of the trustees. All other Iruslees ore oppointed at the annual general meeling. All Iruslees
shall retire from office ol the third annual general meeting after appoinlment but may be re-elected. We
appointed a number of new trustees in the p05t few month%, bul three hove decided lo slond down, we
currently have eight Iruslee5.
On initial appoinltnenl all trustees are briefed by the Choir and the Chief Executive Officer on Ihe Local
Citizens Advice's status, current Locol Citizens Advice issues, the financial situation and plon5 for the lulure. An
induction pack is given lo all new Iru51ees which includes Ihe following documents..

As soon as possible after induction, Iruslees are ollered the opportunity to attend external online Iroining on

given access to Citizen5 Advice Trustee Board Iraining information, a comprehensive package of information
on the roles and responsibilities of trustees.
Arrangemenls for settlng remuneratlon of key manogement personnel
Rotherham ond District Citizens Advice LCA does, from lime lo time, review staff pay scales in response to C051
of living increases or recruitment challenges. When such a need arises we undertoke a review of similar
advertised pos15 in the area and presenl o business case lor the salary chonoe lo the finance and HR
Sub-committees, who will consider the recommendation and moke a deC￿S1On. In the 8venl o chonge is
agreed this will be formally reported lo the full trustee board ol their next meeting.

Charily Structure
The Boord of Trustees (Management Commitleel decides on the slrategic policies to pursue based on the
information disseminaled from the sub commillees. Meetings are held orice each quarter. The Board of
Trustees have the linol say on all key appoinlmenls of staff and will sit on interview panels where appropriale.
Any Local Citizens Advice involvemenl in projects must be ratified by the 8oard.' however, Ihe Chief Executive
is responsible for idenlilying potèntial project5 and partnerships. Day to day 51alling issues ore dealt wilh by the
Chiel Executive and discussed at the Board meeting,. ony disciplinary or grievance procedures are dealt with
Ihrovgh the Board or the HR Sub-commillee 05 appropriate. Day to day expenditure is oulhorised by the Chief
Executive up lo £ 1000, onylhing over £ l O(K) requires two authorised signatories.
Below the main board is the Finance Committee. The Finance Committee consists of Treasurer and at least
Iwo other truslee5. plus the Chief Executive. Finance Director ond Projects & Services Director. Meetings ore
held c)nce every two month5 in between the Board ol Tru51ee meetings.
The role of the Finance Commillee is os follow5:
To oversee linoncial conlrol of the LCA.
To receive reports from the CEO and Finance Officer including monthly and cumulative financial
management Igporls.
To opprove and establish appropriate financial procedures.
To review linoncial procedures al appropriole intervals and al least onnuolly.

The financial statements ol the chariloble compony. which is a public benefit enlily under FRS 102,
have been prepared in accordance wilh the Charities SORP IFRS 1021 'Accounling and Reporting by
Charities.. Stalemenl ol Recommended Proclice applicable lo chorities preparing their accounts in
accordance with Ihe Financial Reporting Slondord applicable in the UK and Republic of Ireland IFRS
1021 lefleclive l Jonuory 20191,, Financial Reporting Slondard 102 'The Finoncial Reporting Standard
applicable in the UK and Republic ol Ireland, and Ihe Companies Act 2006. The linoncial slalemenls
hove been prepored under the hisloricol cost convention.
Preparollon of the accounts on a golng concern ba$l$
The choriloble company's main sources of income ore gronls lor the provision of services from Citizens
Advice ond RMBC. The contract with RMBC runs until 31 March 2024. A renewal of the grant has been
ogreed in principle up lo 2027. The contract with Money Advice Service hos olso been renewed lo 31
March 2025. Based on this Ihe Iruslees believe that the compony is a going concern.
Income
Income is recognisecj when IFie chorily hos enlillemenl lo the funds, any perlormonce conditions
ollached lo the items ol income hove been mel, it is probable thol the income will be received and
the omount con be measured reliably. the following specific policies are applied.,
Donations income from government ond other grants, whether 'capilal' grants or 'revenue' gron15, IS
recognised wher) the chorily has entillemenl lo the funds, any perlormonce conditions allached lo the
grants have been mel, il is probable thot the income will be recieved and the amount can be
measured reliably and is not deferred.
Charitable activities - income from service contracts is accounted for when earned. Where grants are
considered to be performance relaled, income is recognised lo the exlenl that the services outlined
had been performed by the year end. Where income has been received but Ihe related service had
not been performed by year end, the balonce is corried forward as delerred income.
Expendltvre
Liobililies are recognised as expenditure a5 soon os there is a legal or construclive obligalion
commilling the charity to that expendilure, il is proboble that a Ironsfer of economic benefits will be
required in selllement and the amounl of the obligation can be measured reliably. Expendilure is
accounted for on an accruals basis and l)05 been classified under headings thal aggregole all cosl
reloled to the category. Where costs connol be directly attribuled to parlicular headings they have
been ollocated to activities on a basis consistent with the use of resources.
