The charity was set up with the proceeds of a bequest from the late Donald Charles Broome who desired that his legacy should be used for the development of Scouting in the area covered by the Greater London South County Scout Council. 

The capital is invested and the income generated is used to make grants or loans to Scout Groups, Districts or the County to support projects which are intended to improve the quality of Scouting or make it available to more young people.
