The organisation is a chariiable company limiled by guarantee, incorporated on 23 January 2001. It was
registered as 8 charity in 2001. The company was established undèr a Memoiandum of Associalion which
established the objects and powers of the charitable comp8ny and is governed undei ils Atlicles of Association.
Structure and Management
The charitable company has a board of Trustees, who are dlr8ctors for the purpose of company law, who are
rèsponsible for the strategic and policy decisions and in supervising the Pro￿sseS ol applying for funding,
cairying out Pfojecls and cornpleting assessmenl and relurns. The board rneel al least quarterly, bul IxTrard
members are kept advised of issues in the interim months.
The day lo day responsibility for carrying out activities, making ftjnding appli(gtsons and devising policies,
strategiés or activities for the board to consider rests with the paid artistic dirèctor and staff.
Rècruitment and Appointm&nt of Trustees
Membars of the Iy)8rd will be Sel￿ted on th8 basis of their wofkn'ng expertise and experience. andlor their
background and olher expèriences and skills. The board as a whole will aim lo reflect the broad makeup and
cultural diversity of Birmingham and the Wesl Midlands.
As a general rule, there should be a relalionship between the charitable company and a person proposed for

Thè trustees consider the ty)8rd ol Irustees and the senior management team comprise the kgy managemènt
personnel of the charity in charge of directing and controlling. running and operating the charity on a day lo day
basis. All trustees give ol iheir lime freely and no trustee receivèd remuneration in the year. Details of trustees,
expenses and related party transaction5 ale disdosed in note 12 to the accounts.
The pay of the senior staff is rewewed annually and normally increasèd in accordance with cost of living

The last 15 months or so. Covid-19 crisis havè shown us that we nèver know what lifè has In store for

Terms like 'shielding', 'sell-Isolaling and 'social distancing,, even zooming, are now part of daily routine and
vocabulary. Beyond this, disproporlionale dealh ral8s across differenl communities have brought into sharp
focus the glaring gap befvleen the SLJburb8n rich and the urban poor, between the privileged and the
disadvantaged living in deprived. overcrowded neighbouihoods.11 has opened our eyes lo the unequal and unfair
world in which we livo. And il has once again opened up the perennial divide befvleen the Black and while
¢ilizens.
Thi5 h8s also been a period of powerful aclivism highlighting the legacies of slavery and colonialism Cfeallng
ommunilies of historically marginalised people. The tension between a slngular national identity and cullufal
diversity becomes particularly problematic when we question establishment narratives failing lo engage critically
wilh'dlfficull pasts. such as colonial exploilalion and domination.
As Covid-19 has lun rarnpanl acioss the globe, we are acutely aware Ihal massive investment is needed into the
economic and cultural spheres for example. in green investrnenl, new technologies and the arts. Can we expe¢i
job creation schemes? Slable new economic models of growth? More consideration for the environmen
For many artists Ihg impact of Covid-19 has been extremely overwhelming, ollen jèopardising their mental
wellbeing. Their performances were cancelled and paid work has dlsappe8red. In Sampad the Unp￿dIctablI4lY ol
the period has made u5 rèflect on how to best re-adjusl our lime and energies and on how to lead through the
cri815. It ha5 bèen critical lo frame the challenges ahead with a considered optimism that we will emeTge from the
crisis baek to a state ol norm81ily. 11 has been and Continues to be essential for us to find moments of renewed
hope. resilien￿ and creativity.
Some key quesiions we have been Considering are What is the $tate of the •rts field right now7 How ¢an
thè arts adapt to social behavioural chang*s7 What Is th¥ future for public Bpoce a$ a 'sh¥r•d space for
engagement,? How can we stay relevant and rèsilient?
The onus on organisalions like Sampad is lo scope praclical ways where we can Iruty engage wilh parti¢ipalory,
learning, ￿MfortIng and enjoyable activities across different age groups and communities. Our artists and
creatives have needed support and resou[￿S to maintain their practice and livelihood. We have had lo remodel
our own plans, source new partnerships, update our own intelligence and knowledgebase to develop
prograrnmas that are coherent, useful and pertinent.
Arts can and will be a powerful medium lo help readjust lo the challenges and opportunilies of the 'new nomal,.
Artists will play a key role in Iianslaling diverse narratives and help reconcile and soolhe fractured communities

As lockdown happened towards the end of March 2020. il was lo impact our whole 2020-21 Pfogramme - our
301h year. As a small organisalion, Sampad was in good financial shape before Covid-19 and has healthy
reserve levels. Since March 2020 we have made significant changes a¢ross the organls8tion lo safeguard our
future.

Our Diwali presentation ¢ommissioned by the University of Birmingham India In51ilute for example r6ached 7,971
people who actively engaged with this work.
We were able lo reinvent our Midday Mantra series lo take place on line- gimng a performance and discussion
plarform lo artists at a time when many slruggled to work whilst at the same lime giving audiences a change lo
meet artists new to them and take part in discussions around music and dance.

Diwali on the Screen
In previous y8ars we have worked with the Wesl Midlands Mayorfs Office lo piesenl 8 staged programme In
Victoria Square alliacting in the region of 20,000 people. In 2020, the challenge was about how lo celebratè
Diwali with great uncertainly around the pandèmic and government reslriclions. We worked in partnership with
the Mayor's offi￿ and also with University ol Birmingham India Institute lo design separate online events
which showcased a range ol talent- with 8 focus on regional lal8nl lor the Wesl Midlands Mayorfs Office and
local to international lalenl lor the Univer511y ol Birmingham Digital Diwali presentation.
Both events were
streamed vi8 YouTube and together have allracted over 80k viewers. The success of this has resulted in
similar comrnission from UOB for Diwali 2021.

Ovaeomè- Ralsing Awar•ness of Ovarian Cancer through Film
Ovacome- The Ovarian Cancel Support Charity appro8¢hed us during the lockdown period to produce a serles
of short films towards raising awareness of ovarian ¢ancer. Ovarian ¢ancer unfortunalely affects women
from all ￿MMUnitIes, and so these films were made lor people whose first or preferred language is not English.
We made four films. spokan in Bengali, Gujarati, Punjabi and Urdu. with filmmaker Sima Gonsai enabling
women from South Asian communities to overcorne language barriers in ordei to seek support. The films were

Clty of Emplre to Clty of Divarsity: A Vlsual Joumay
This project was much delayed due to Covid-19 with the appolntmenl of the Community Ard)ivist who will be
catsloguing and archiving over 10.000 ilems and images in Ihe collection over 18 months delayed to J8nuary
2021. We laun¢hed the project in October 2021 via a online discussion ev@nl which highlighted why the
collection was so important in the story of Birmingham. The projeci is now fully underway.

Bangladesh to deliver a series ol collaborative workshops as part of
Transforming Narratives Digital CollaboT81ions Progiamme. The workshops took place through Zoom and saw
female artists Yrom the women's refuge and Sampad share Iiadilional craft skills to express themselves and their
feminine power as well as learn about each olher's backgrounds.
Established in 1989, Sreèpur Village is a purpose-built community 50km from Dhaka in rural Bangladesh that
provides 8 refugè and safe havtsn for poverty-slricken single mothers and their children and equips them with
cnlcial livelihood skills
My City My Home- Creative writing competition for women
Launched in September 2020, My City My Hom• was a creative wrrting compelilion opan lo wornen from, or
with a conneclion to, Birmingham, Bangladesh or Pakistan. The identity and role of women is as diverse across
the cilias and countries as is 21st century soGiely. Our cities are a melting pol of cosmopolitan eultures. Yet,
there 15 distinctiveness and roots that ¢onnecl lo the p8sI. The aim ol the project was to give women the chancè
to tell their own story, in their own voice. We wanted lo hear about wh31 made people feel Ih8t they belonged,
and what made their uty their home
from its people, buildings and arts, lo their memories, journeys and
emotions. We were delighted with the response vAth over 260 entries. We expect lo launch the publication, a
book and onlina in autumn 2021.

Allhokjgh our education and outreach was expected to be significantly paused, as a result of restrictions, there
was a wide ranging activity taking pla¢e-
In Spring 2020. we commissioned two creative workshops as part of the Sofa School podcast seriès by
Arts Connect.
In Summer 2020, wè held a series of in person Craft workshops for young people as part ol Norton Hall'$
Summer School.
Our work continued in Washwwd Heath wilh Ctaate & Chonge taking placè online via WhalsApp and
Zoom, funded by Heart of England Community Foundation's Doing Things Differently Fund.
In Spring 2021 we Started our Tales of Togèther project commissioned by Birmingham & Solihull Mental
Health Foundation Trust which has targeted 10 individuals al risk of isolation to offer thtrm connectwily to
each olher and ¢realNe aclivily lo support them during this time.
For International Women'5 day 2021 and in partneiship with No Ordinary Experi•nce, we produced a digital
participatory takeover with young people. FNghl Ihe FairytBles. in support of oppiessed females everywhere.
Young people aged 12 10 15 years look part in Iiee digital workshops via zoom. and created incredible
artWOTk th81 was shared on all social media channels.

S8mpad's flagship programme for youn9 people is Yuva Gati iyoulh movemenll rea¢hed its 101h year in
February 2020. Sarnpad leads on thi5 exemplary Centre for Advanced Dance Trainlng's South Asi8n Dance
strand in p8rtnership with Dancexchange. This oulieach progr8mme train8 and mentors the next generation of
Soulh Asian dance artists leading lo accolades such as BBC Young Dancer of the Ye8r awards. 45 studen15
wero supported in the peiiod through the MOS grants scheme and also en9aging with a furthaT 150 students
across the ¢ounlry Ihrough Ihg oulieach progiamme.

in 2020-21 we hosted 8 University ol Birmingham Experience Arts Intem who was able lo mark
our 301h Year through a social media campaign as all our live piogrammed events as part of this campaign were
postponed or Can￿lled. We also developed a partnership with Birmingham City University to hosl
placements who supported us in producing the Diwali evenls, Lockdown Films and Asian Spring. These
schemes enable LJS to address, lo some extent. the acute under representstion ol Black and Asian people in the
arts- across all aspects of the sector. artisls, producers, technicians. administrators. We are Constantly looking
to attrad skill and talent lo support Ihe south Asian arts infrastructure.
There is a woeful under represenl81ion of black and Asian people in the arts- a¢r0s5 all a8pecls of the sector.
artists, producers. lechni¢ians, administrators. Samp8d can play a key role in providing inlernship5 and support
in particular, but not exclusively for, black and Asian young people who want lo a pul a loot in the door of the

- During the last year, although our fundraising efforts paused lo some extent al the beginning of
the year we wère able lo secure some key partnerships lo bring in incomtr connected to ¢ommissions or
projettts. We 5u¢cesslully secured funding for our Create & Change 2 project Ihrou9h the Heart of England
Found8tion Trust. In the Autumn, we were able lo reinstatè our Fundraising Officgr lo concentrate energies on
projects for 2021-22 forwhi¢h we have had some great success.

Al the end ol the 2019-20 financial year, we stood on Ihe cusp of our 30th Anniversary year with strong
programme plans lo mark this momentous mile51one and look forward lo the future. However, the wortd has
changed since then with the Coyid-19 pandemic.
Nots¥ilhslanding this this new Covid and post Covid world and a post-Brexit Briiain, Sampad's aspiration is lo
continue lo inspire people and communitie5 through our artistic programme, and promote opportunities to
develop new audiences and partieipalion through ongoing learning activilies. We arè reconfiguring our business
p18n foi this new worfd - lo ensure that we can continue to 5UPPOrt artists lo engage with communities and
audiences in different ways. Training and international partnerships remain a priority. We will continue lo strive
lor excellence and improved access, bul also innovation of practices through a sustained relalw)nship with a
number of partners includin9 the University of Birmingham and Birmingham City Univtsrsily.

We will be developing community outreach a¢livily for our 'From Clty of Empire to city of Diversity: A
Visual Journey, including a schools programme, volunteer programme and community event 8nd tours
which highlight the importance of the Dyche Collection ol images and items held by Birmingham Archivès.
During this year, the new exhibition lor Library of Birmingham gallery space will be developed and launched

Birmingham Cily Council and will continue to Wofk hard with both organisalions to ensure their priorities and
goals are fully mel. This support provides Ihe charitable company with a stable base from which additional
fundraising can be achieved.
The Charitable company receives funds lo be spent on projects in fuifilmant of its tharilable objectives. Artistic
success is the most important measure ol ils performance, bul in financial tèrms it aims lo cover 11$ core running
and adminlstration costs and make neither surplus or deficit whilst allowing for unexpected cosls or events.

The Sampad Board has considered Ihe guidance published by the Charity Commission in respect to Tesgrves

The nature of the charitys opèrations and principal activities are lo develop a deep and distinctive
strucluie of South Asian Arts in Birmingham and Britain through production, promotion, advocacy,
èducation and outreach 8clivily. Sampad aims to be inclusive in all its practices and will be as concerned
with the pursuit of excellence as il will be with widening access.

2.1 Basls of preparation of financlal statsments
The financial statements have been prepared in accordance with the Charities SORP {FRS 1021
Accounting and Reporting by Charilies.. Statement of Recornrnendèd Practice applicable lo charities
preparing Iheir a¢¢ounts in accordance with the Financial Reporting Standard applicable in the UK
and Republic of Ireland IFRS 1021 l&ffeclive 1 January 20191, the Financial Reporting Standard
applicable in the UK and Republic of Ir818nd IFRS 1021 and the Companies Acl 2006.
Sampad (South Asian Arts Development) meats the definltion of a public benefit entity under FRS

The financial statemtrnts have been prepared on a going COn￿M basis as Ihe Iiuslees believe that

expected level of income and expenditurè for 12 months from aulhorising these financial slatemenls.
The budgeted incomè and expenditure is 5uffi¢ient with the level of reserves for the Charity lo be able

Chaiilable expenditure comprises thostr ¢osts incurred by the charitable company in the delivery of Ils

management of the charitable company.

The charity is considered lo pass the tests set out in Paragraph 1 Schedule 6 of the Finance Act
2010 and therefore il meets the definition of 8 charitable Company lor UK corporation tax purposes.

to comply with the workplaces pènsion's law by making contributions to the new pension sd)eme for all

The company renewed ils memorandurn of understanding with Midlands Arts Centre for a period of 10
years from 7 March 2016 under which the iwo enlilies agree lo work together for mutual benefit. although
this does not constitute a legal partnership. This agreement grants the Charitable company a IKEn¢e to
o¢¢upy offices and use IT and fumiture. The￿ is in effe¢t a commitment lo pay a premises fee (cur￿ntlY
£17.370 per annuml and a services fee both subject lo annual reiriew for a further five years from the
