The Charity is constituted through Tameside Metropolitan Borough
Council in it’s capacity as Corporate Trustee
A nominated Member of the Council (in this case, Councillor John
Taylor) together with the Executive Director for Governance have
delegated authority to deal with any charity where the Council was the
Trustee and are authorised to deal with any necessary governance
including submissions to the Charity Commission.
Councillor John Taylor will approve expenditure in excess of £1,000 per
annum in accordance with the Scheme objective and this be reported
to future Trustee meetings.
Objectives &
Activities
The object of the charity is, in the interest of social welfare, to improve
conditions of life for the inhabitants of the area of benefit (Hyde, Greater
Manchester) with distinction of political, religious or other opinions by
the provision and maintenance of a recreation ground.
The Trustee has undertaken regular grounds maintenance and
cleansing duties as part of a scheduled programme of works in order to
maintain the area of open space at Pole Bank to ensure it is fit for public
use. These duties included monthly cleansing and litter picks,
fortnightly grass cutting throughout the growing season, maintenance
of shrubs and flower beds and routine arboricultural inspections to
ensure public safety.
In addition to this the Trust has achieved the following this year within
Pole Bank Park:

4 x Conservation days with Volunteers including:-
Site maintenance
Woodland management
Path clearing and pruning of overhanging branches
Cutting back the orchard margins

2x Health and Safety Site inspections (April & October)

1 x Tree Inspection Survey

Financial Review

The remaining reserve value of £8,815 was fully utilised in 2022/23. Although recommended good practice is for a Trust of this size to hold a minimum of 3 years revenue expenditure (being routine maintenance and administrative costs) in order to ensure future sustainability, it is important to note that the Council has committed to funding ongoing maintenance of the park through its core Revenue Budgets. This will ensure that the park is maintained to appropriate standards.
