Risk Management
The Executive Committee IECI has oveiall responsibility for ensurin8 that the charty has an appropriate

assurance that the charity's f unds are used In line wlth its charltable objerts, for the purposes forwhich
they were granted and fDr the public benefiL These controls Indude:

Centres and encourage the formation of Law Centre5 in the United Kingdom.

eu>nomically disadvantaged. Without Law Centre5 hundreds of thousands of people would have no

To become a Law Centre an or8anisation need5 to be vetted by the Law Centre5 Network, and then
voted in bythe current membershipat aGeneral Meeting. Toenjoythe benefits cf membershlp eath
Law Centre ha5 to comply with membershlp regulatlons, Includlng employlng at least 2 lawyers and
havlngan Independent managementcommittee drawn from the communlty It seNes.
On 31 M arch 2024 there were 42 Law Centres operatingthat are member5 ofthe Law Centre5 Network.
LCN also has 2 Affiliats5. Affiliate status15 intended Specifically for collegiate law clinics, operated by law
studentsunderprofe55ional supervision, to 31ty thernSe￿e5 wlth Lav4 Centres, work for access tojustice
and to SUE8est soclal welfarè law as a carèer path to a new gÈnÈratlon of leeal professlonals.
The Executive Commktee secured resourres to employ a Dirertorwith 12 staff to implement the

community organisBtions and the London Legal SupportTrust to fight the co8t-ol-living crisis
8cross the capital. Backed by the GTeater London Authorlty, the prolèct aims to Incraase 8dvice
capaclty to Londoner5 in hardship, and to dellver it in w8y8 that rèspond to their needs. After a
successful first year, when the project helped tbousands 8cce35 nearLy £1 Om in additional
Support. the Mayor Of London renewed itsfunding. W8 have also mobiliged our resource5 tohelp
Lawcentres natlonwide meet thi8 tundrBising challenge. Our offer in¢lwlèd opportunity brieflngs,
bid wriilngworkshops, and 1.1 bid cheGking and developmeni.Through thls we supported 31 Law
Centres with 63 grant applications. roising a total of £7.9m.
We hav8 also helped Lsw Centres bid for legal aid contracts In twotender oxercises. La8t winter,
this cover8d th8 expanded Housing Loss Prevention Advice Sèrvice (H LPASI 8s well 88 8eizing
opportunities f or contrgcts in additlonal arg8s of practlce. The88 contr8Cts were b£rely underway
when th8 tenderfortheir replacements opened in the autumn.Wtthin 8 month, 8v&ry Law Centre
had to bid to repla¢e eech of the multiple legal ald contracts It held and wanted to continue to
deliver.Within the firstweek.we brièf8d Law Centre8 onthe termsof the contracts. Inthe
secrmd and third we8k, we d8llvér•dfourworkshops toguide them through writlngihelr blds. In th8
fourth, we check8d and fed back on bid3 before theywere submltted.
In additlon. forihe f irst time In ov8r a d@cade, the government decided to support the creation of
[￿W legal aid lawyers through 8 pilottr81ning￿ant$ 8cheme.Teamingupwlth the company that
admlnlst8red the gr8nts, we improved the selection crlterla to get thè best candldat88 forth8job.

As for many charitie5, ralslng voluntary funds from trusts, foundatlong and indivlduals is a vlt21 sour
of income for LCN, enabllngu5 to fulfll our charitable objectives as effectively as p055ible. We are very

LCN believes that fundralsing should be an open, honest and respectful proce55. We aim to build and
maintain solid partnerships wlth our 5UPPOrters and donors. based on mutual understanding and
shared value5, In developing our approach to fundraisin8 we have taken account of the Code of
Fundraising Practice issued by the Fundralsin8 Regulator. LCN is regrstered with the Fur,draisin8

The level of unrestrlrted reserves and available r2sh ts sUff￿ntfor LCN to meet its obllg2ilons should tt
cease trading. With the award Df new multi-year grants, the EC anticipates that they will achieve a small
surplus in 2024 2025 and will aim to rebuild reserves to the level they believe 15 prudent given the
currentcircumstances in the UK. The EC noted th* LCN need5 to Secu￿ additional core funding 50 that
its flnancial position wlll be stronger In coming years and its resenJes Can be rebullt.

At Its meetSng on 15 July 2024. the Executlve Commtttee consldered wttether LCN ¥vlll be a goln8 concern for
the comingtwelve rnonths. The EC wa5 pfL7vided with draft end ofyearaccounts, Quarter 1202412025
Management Account5 inrluding the Balance Sheet. revlsed budget 2024-2025 with cash flow projections to
Ottober2025 and LCN Fundraising Strategy. They also CDnsldÈrÈd Charlty Commission Guidance as well as
Guidance from the Auditors.

against fraud, its leases and premises. and Dur current banking arrangements. Importantly the
Cpmrnittee considered the current fundlng climate. They asked whether LCN is robust enough to
address unexpected 5ituatvJns. Finally, they discussed the likelihood of the number of Law Centres
increasing or decreasin8 in comin8 ye6rs and what impart that would have. It wa5 also asked whether
LCN had considered mergingwfch othercharitie5. It wa5 agreedthat the Finance Sub.Committee should
monitor ca5hflow and funding opportunities on a re8ular basis alon85vJe the finance reports. It was
agreed to review going concem at eath ECmeetlnE.
The Executive Commlttee agreed that LCN is a zoing concern until Ortober 2025. They also noted that
It needs to continue to secwre core fundlng so that Its financial position will be stronger in coming years.
