TRUSTEES REPORT
FOR THE YEAR ENDED 31 MARCH 2024
The last financial year has once again continued the recent upward journey that CDA has been building towards.
We started the financial year with 10 staff, and end on 16, furthering our abilities to offer servi￿S to those in
need in the county.
The residual repair works from the previous yearfs criminal darnage and break ins was completed early in the
financial year which ensured our buildings were back to full strength. This work 7Ma5, thankfvlly largely covered
by insuran￿, so no further capital outlav was reauired.
The biggest issue we unfortunately had to deal with was being de-banked by Barclays. This meant that they
closed our bank accounts with almost no notice, at the beginning of October 2023. With no ability to pay
suppliers, nor to a￿ept payments for outstanding invoices, we were essentially unable to trade. Loans to the
business from the CEO and Chair of Trustees ensured that salaries could be paid, and carefvl negotiation with
suppliers to delay or reduce payments allowed us to continue.
Whilst accounts with alternative banks were sought, the week before Christmas Barclays reinststed our
accounts which did allow us to trade and paid a somewhat derisory £41)0 as compensation- despite
acknowledging the fault was theirs. We now have an alternative banking facility with the Cothoperative Bank, to
which we will migrate in a controlled fashion over time, before closing the Barclays accounts on our temis.
The review of our suppliers continued, in an effort to keep costs in check and to keep local to Cumbria where
possible.
Having chosen not to actively seek funding in the 22-23 year. wanting to ensure we V￿re able to largely eam
core costs, in 24-25 year we have re-started grant applications now that the banking situation is resolved.
As a￿aYs, the Truste8s would like to extend th8ir Ihanks to all the staff for their continued hard work in
promoting the important work that CDA undertakes.

NOTES TO THE FINANCIAL STATEMENTS
FOR THE YEAR ENDED 31 MARCH 2024
1. General Information
Thè charity is a company limited by guarantee incorporated in England and Wales and a registered charity with charity
number 1088406. The registered office address is 5 Castle Street, Kendal, Cumbria, LA9 7AD.
The principal adivity of the charity is being the major specialist deaf charity operating throughout Cumbria for all county
residents experiencing any degree of hearing or dual sensory loss.
2. Accountlng policies
2.1 Ba$1$ of preparation of financial ststsments
The financial statements have been prepared in accordance with the Charities SORP (FRS 102) -
Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities
preparing their accounts in accordance with the Finanaal Reporting Standard applicable in the UK and
Republic of Ireland (FRS 102) (effective 1 January 2019}, the Financial Reporting Stsndard applicable in
the UK and Republic of Ireland (FRS 102) and the Companies Act 2006.
Cumbria Deaf Association meets the definrtion of a public benefil entity under FRS 102. Assets and
liabilites are initially recognised at historical Cost or transaction value unless otherwise stated in the relevant
accounting policy.
2.2 Golng concern
On 11th March 2020 the World Health Organisation announced that COVlD-19 was a global pandemic
which led to enforced restrictions and business closures being introduced by the UK Govemment. Whilst
the UK is now out of lockdown méasures, the ec￿nOMiC impact of the pandemic is still being felt. At the time
of approving the financial slatements, the Trustees have Considered the ongoing influence on the
operations and finances of the charity. New working methods have been sutcessfvlly implemented which
have allowed all seNices to continue to be delivered to se￿1￿ users.
The charity continues to undertake a cost reduction exercise to minimise costs and for this reason, the
Trustees consider the going concem basis to be appropriate, with a full assessment included in the
Trustees, Report.
2.3 Income
All income is recognised once the Charity has entillement to the income. It is probable that the income will
be re￿iVed and the amount of income receivable can be measured reliably.
The recognition of in¢ome from legacies is dependènt on establishing entitlement, the probability of receipt
and the ability to estimate with sufficient accuracy the amount receivable. Evidence of entitlement to a
legacy exists when the charity has SLrfficient evidence that a gift has been left to them {through kn¢)wledge
of the existence of a valid will and thè death of the benefactor) and the executor is satisfied thal the propety
in question will nol be required to satisfy claims in the estatè. Re¢eipt of a legacy must be ret￿gnised when
it is probable that it will be received and the fair value of Ihe amount receivable, which will generally be the
expected cash amount to be distributed to the charity. can be reliably measured.
Grants are included in the Stslement of Financial Adivities on a receivable basis. The balance of income
received for specifi¢ purposes but not expended during the period is sh¢)wn in the relevant funds on the
Balance Sheet. Where income is re￿ived in advance of entitlement of receipl, its recognition is deferred
and included in creditors as deferred income. Where entitlement occurs before income is received, the
income is accrued.

Other income is recognisèd in the period in which it is receivable and to the extent the goods have been
provided or on completion of the seNice.
2.4 Expendlture
Expenditure is retognised once there is a legal or constructive obligation to transfer economic benefit to a
third paty, it is probable that a transfer of economic benefits will be required in settlement and the amount
of the obligation can be measured reliably. Expenditure is classrfied by activity. The costs of each activty
are made up of the total of direct costs and shared costs, including support costs involved in undertaking
each activity. Direct costs attributable to a single activity are allocated directly to that activity. Shared costs
which contribute to more than one activty and support costs which are not attributable to a single activity
are apportioned be￿een those activities on a basis consistent with the use of resources. Central staff costs
are allocated on the basis of time spent, and depreciation charges allocated on the portion of the asset's
use.
Expendsture on raising funds includes all expenditure incurred by Ihe charity to raise funds for its charitable
purposes and includes costs of all fundraising activities events and non-charitable trading.
Expenditu￿ on chatitable activities is incurred on directly undertaking the activities which further the
charitys objectives. as well as any associated support costs.
All expenditure is inclusive of irrecoverable VAT.
2.5 Tangiblè fixed assets and depreciation
Tangible fixed assets are initially recognised at wst. After recognition. under the cost model, tangible fixed
assets are measured at cost less a¢cumulated depreciation and any accumulated impairment losses. All
costs incurred to bring a tangible fixed assel into its intended working condition should be included in the
measurement of cost.
Depreciation 1$ charged so as to all¢)¢ate the cost of tangiblè fixed assets less their residual value over their
estimated us8ful lives.

2.6 Debtors
Trade and other debtors are recognised at the settlement amount after any trade discount offered.
Prepayments are valued at the amount prepaid net of any trade discounts due.
2.7 Cash at bank and in hand
Cash at bank and in hand includes cash and short-term highly liquid investments with a short maturity of
three months or less from the date of acquisition or opening of the deposit or similar account.
2.8 Liabilities and provisions
Liabilities are recognised when there is an obligation at the Balance sheet date as a result of a past event, it
is probable that a transfer of economic benefit will be required in settlement, and the amount of the
settlement can be estimated reliably.
Liabilities are recognised at the amount that the charity anticipates it will pay to settle the debt or the
amount it has received as advanced payments for the goods or services it musi provide.
Provisions are measured at the best estimate of the amounts required to settle the obligation. Where the
effect of the time value of money is material, the provision is based on the p￿sent value of those amounts,
discounted at the pr&tax discount rale that reflects the risks spetrfic to the liability- The unwinding of the
discount is recognised in the Statement of Financial Activities as a finance cost.
2.9 Flnancial in8truments

The charity only has financial assets and financi81 liabilities of a kind that qualify as basic financial
instruments. Basic financial instruments are initially recognised at transaction value and subsequently
measured at their settlement value with the exception of bank loans which are subsequently measured at
amortised cost using the effective interest method.
2.10 Pensions
The charity operate5 a defined contribution pension scheme and the pension charge represents the
amounts payable by the Gharity to the fund in respect of the year.
The charity also operates a defined benefits pension scheme and the pension charge is based on a full
actuarial valuation dated 2 December 2018.
2.11 Fund accounting
General funds are unrestricted funds which are available for use at the discretion of the Trustees in
furtheran￿ of the general objectives of the Gharity and which have not been designated for other purposes.
Restricted funds are funds which are to be used in accordance with specific restrictions imposed by donors
or which have been raised by the charity for particular purposes. The costs of raising and adminislering
such funds are charged against the specific fund. The aim and use of each restricted fund is set out in the
notes to the financial statements.
Investment income, gains and losses are allocated to the appropriate fund.
