(2) To Promote The Education Of Persons Who: (a) Are Under The Age Of 25; And (b) Are In Need Of Financial Assistance; And (c) Are Resident In The Area Of Benefit; And (d) Have At Any Time Attended A School In The Area Of Benefit.
