## **Objectives and Activities**
The purposes of the Newington Green Action Group, as set out in its governing documents are:
To improve and enhance the area of Newington Green, including the park, with a view to improving the quality of life of the inhabitants of the area with a particular focus on the socially isolated and those without access to private amenity space provided that in so doing the Charity shall not relieve the local authority or other body of its statutory obligations.
Summary of main activities for the public benefit:
• To promote and raise awareness of equality and diversity, in particular, but not exclusively, by running activities that foster understanding between people from different backgrounds.
• To advance public knowledge of the history of Newington Green through events, research, record, education and promotion of its rich history including dissent.
• To encourage mutual support and joint aid among our members, local residents and local businesses with a view to building community resilience.
• To support conservation-led sustainable development, encourage high-quality social housing and measures to lower traffic congestion while working to care for and protect the unique qualities of Newington Green itself, and Newington Green conservation area.

**Achievements and performance**
We have also been working on our internal processes and structures. We are aware that NGAG leadership and membership doesn’t yet represent and engage the whole Newington Green community and that we need to do better. We are committed to tackling racial inequality in our area at the forefront of our mission. For example, we have acted on that mission when determining who we hire (for example the artists at Jazz) in a much more intentional way.
In January all trustees and our key volunteers underwent two training sessions with Impact Culture. This training has helped to develop and continue NGAG projects in a way that reflects our mission to make Newington Green a place where people - including marginalized members of our community - can flourish.
We are in a healthy financial position now that the Mary Wollstonecraft memorial is complete. We received a VAT refund grant that has gone into our unrestricted funds. We have received grant funding for our food project that covers our costs. We have started a crowdfunding campaign for our refugee project. The sales and membership fees we continue to make through our website shop are enough to cover our telephone and Zoom and website hosting subscriptions.
**Reserves** : We have committed to keeping 6k in reserves. That £6k works out as three months of funding for the food justice project which is our key outgoing that isn’t directly linked to a crowdfunding campaign.
## **Environment sub-committee:**
This sub-committee started with a number of public zoom meetings and a survey on traffic and transport views.
Some unexpected ideas sprung out of those meetings including a partnership with The Garden Classroom for a project called Garden on the Green. This project aims to transform a tired and underdeveloped space in the South West corner of the Green into a family-friendly area, with planting to encourage biodiversity and wildlife; additional trees to reduce air and noise pollution and natural paths and nature trails for children. This space has become a reality over the last few months, with engagement from a number of local schools.
The public meetings and survey also got the ball rolling on discussions of a ‘Liveable Neighbourhood’ for the Mildmay area. This is a scheme that the council has told us will be starting in earnest in the autumn.
We have recently partnered with Stokey Energy to explore putting solar panels on some NG buildings. We have begun to focus on Newington Green Primary as the best first project. It has a lot of flat roof space but there may be some issues about whether the structure can support the weight of standard solar panels. We are working with structural engineers to determine whether there is solution to this.
We continue to comment on and respond to requests from residents on planning applications that affect the heritage of the area. Most recently on a development on the corner of Mildmay Park and Balls Pond Road which has now been refused by the council.
## **Food Justice** :
With the closure of our large food hub at the Mildmay Club shortly after the last AGM we agreed that there was a clear need for food justice work in the area but that we needed to focus on projects more “owned” by residents if we were to guarantee sustainability rather than just be a crisis service.
As part of that we set up a co-op on an estate in an area in a premises Islington council let us use and were successful in bid to join the GLA’s Food Roots Incubator. Through that we are working with six other organisations. We are also part of an Islington Food Network that meets regularly to discuss best practice.
We have secured grant funding through DEFRA and Sustain for our current work and have partnership with Sainsbury’s Dalston through Neighbourly to get regular surplus food donations. We also have a food donation bin in the Sainsbury’s on Green Lanes.
Since October we have partnered with St Jude and St Paul’s School and Church to host a weekly foodbank. The church is also running a hot food offer on the same day. We have hired a coordinator for six months and tasked her with developing a food coop/community shop. Her main deliverables are finding premises for the long-term and securing grant funding.

**Community Support:**
We have kept up our community pairing service and our phone lines and regularly get referrals from other charities and local authorities. We have a small pot of money which we use to give emergency help to neighbours who need a bit of support.
Last Christmas, we delivered a box of treats to all Food Hub customers and any other people nominated by our members. That project was supported by a church group based in Hackney and the boxes were delivered by a dozen NGAG volunteers.
In December we started fundraising to bring a refugee family to the area through Community Sponsorship. We are halfway to raising the money we need and have our core team together. Our application to Hackney Council has been submitted and we have had favourable comments from them. We will be raising the rest of the money we need over the summer and autumn. It is likely we will be allocated an Afghan family who are already in the UK and need a permanent home.
## **Public Improvements:**
We have been involved with plans to improve the space at the junction of Ferntower Road and Newington Green after the area was raised at an AGM in 2019. We have had lots of positive feedback about the scheme now that it is in. A special thanks to the staff at Acoustic Brasserie who are doing the bulk of the watering.
Improvements to Newington Green playground are long overdue. We spent a few weekends speaking to parents in the autumn and put a survey out to NGAG members. Off the back of that we met with Islington Council to share the results of our survey. They agreed and allocated some money for the improvements. We now have two designs based on the brief we helped create and are taking them to our AGM.
## **Events:**
Jazz on the Green 2021: Approximately 750 attended Jazz on the Green this year. It was a mammoth task putting it on and dealing with date changes due to the pandemic. We were particularly proud of the diverse musical acts we had last year. A huge thank you to our main sponsor M&M Property, all the raffle prize donors, stallholders, volunteer stewards and all who attended and donated on the day. We raised enough to cover all costs, pay musicians and performers full rates.
This year’s Jazz on the Green is coming up next month and we’re partnering with Local and Live in Hackney.
Carols on the Green 2021: Approximately 250 attended this year. This year was the first time that we had St Jude and St Paul’s School choir join us. They were great and we hope to do something next year that involves both schools.
## **Financial Review**
Total charitable activities income for the year was £30,818 of which £3,919 was a combination of membership, donations and sundries, and £26,899 was grants.
Expenditure was £10,571of which £4,500 was spent on restricted funds. Our free reserves increased to £40,277 of which £6,000 has been designated for the food justice campaign. Restricted reserves of £3,979 which is related to the Refugee project which has not been completed.

Our work has been undertaken solely to prepare for your approval the accounts of Newington Green Action Group and state those matters that we have agreed to state to the trustees of Newington Green Action Group as a body in this report in accordance with the requirements of the Association of Chartered Certified Accountants as detailed at http://www.accaglobal.com/content/dam/ACCA_Global/Technical/fact/technical-factsheet-163.pdf. To the fullest extent permitted by law , we do not accept or resume responsibility to anyone other than Newington Green Action Group and its Board of Trustees as a body for our work for this report.

I report to the charity trustees on my examination of the accounts of the charity for the year ended 31 March 2022
## **Responsibilities and basis of report**
As the charity’s trustees of the Company (and also its directors for the purposes of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 (‘the 2006 Act’).
Having satisfied myself that the accounts of the Company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity’s accounts as carried out under section 145 of the Charities Act 2011 (‘the 2011 Act’). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5) (b) of the 2011 Act.
## **Independent examiner’s statement**
Since the Company’s gross income did not exceed £250,000 your examiner does not need to be a member of a body listed in section 145 of the 2011 Act, however, I confirm that I am qualified to undertake the examination and am also a member of ICAEW (FCA), which is one of the listed bodies.
I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe:
1. accounting records were not kept in respect of the Company as required by section 386 of the 2006 Act; or
2. the accounts do not accord with those records; or
- the accounts do not comply with the accounting requirements of section 396 of the 2006 Act other than any
- 3. requirement that the accounts give a ‘true and fair view which is not a matter considered as part of an independent examination; or
- the accounts have not been prepared in accordance with the methods and principles of the Statement of
- 4. Recommended Practice for accounting and reporting by charities, in accordance with the FRS 102.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

## **1. ACCOUNTING POLICIES**
## **Summary of significant accounting policies and key accounting estimates**
The principal accounting policies applied in the preparation of these financial statements are set out below. These policies have been consistently applied to all the years presented, unless otherwise stated.
## **Statement of compliance**
The financial statements have been prepared in accordance with Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2015) -(charities SORP (FRS 102)). They also comply with the Companies Act 2006 and Charities Act 2011.
## **Basis of preparation**
Newington Green Action Group meets the definition of a public benefit entity under FRS 102. Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy notes.
## **Going concern**
The trustees consider that there are no material uncertainties about the charity's ability to continue as a going concern nor any significant areas of uncertainty that affect the carrying value of assets held by the charity.
## **Exemption from preparing a cash flow statement**
The charity has opted to take the exemption available in Bulletin 1 and has therefore not included a cash flow statement in these financial statements.
## **Income and endowments**
All income is recognised once the charity has entitlement to the income, it is probable that the income will be received and the amount of the income receivable can be measured reliably.
## Donations and legacies
Donations are recognised when the charity has been notified in writing of both the amount and settlement date. In the event that a donation is subject to conditions that require a level of performance by the charity before the charity is entitled to the funds, the income is deferred and not recognised until either those conditions are fully met or the fulfilment of those conditions is wholly within the control of the charity and it is probable that these conditions will be fulfilled in the reporting period.
Legacy gifts are recognised on a case by case basis following the grant of probate when the administrator/executor for the estate has communicated in writing both the amount and settlement date. In the event that the gift is in the form of an asset other than cash or a financial asset traded on a recognised stock exchange, recognition is subject to the value of the gift being reliably measurable with a degree of reasonable accuracy and the title to the asset having been transferred to the charity.
## Grants receivable
Grants are recognised when the charity has an entitlement to the funds and any conditions linked to the grants have been met. Where performance conditions are attached to the grant and are yet to be met, the income is recognised as a liability and included on the balance sheet as deferred income to be released.
## Government Grants
Government grants are recognised under the accrual model meaning that grants relating to revenue shall be recognised in income on a systematic basis over the periods in which the charity recognises the related costs for which the grant is intended to compensate.

## **Expenditure**
All expenditure is recognised once there is a legal or constructive obligation to that expenditure, it is probable settlement is required and the amount can be measured reliably. All costs are allocated to the applicable expenditure heading that aggregate similar costs to that category. Where costs cannot be directly attributed to particular headings they have been allocated on a basis consistent with the use of resources, with central staff costs allocated on the basis of time spent, and depreciation charges allocated on the portion of the asset's use. Other support costs are allocated based on the spread of staff costs.
## Raising Funds
These are costs incurred in attracting voluntary income, the management of investments and those incurred in trading activities to raise funds.
## **Charitable Activities**
Charitable expenditure comprises those costs incurred by the charity in the delivery of its activities and services for its beneficiaries. It includes both costs that can be allocated directly to such activities and those costs of an indirect nature necessary to support them.
## **Support costs**
Support costs include central functions and have been allocated to activity cost categories on a basis consistent with the use of resources, for example, allocating property costs by floor areas, or per capita, staff costs by the time spent and other costs by their usage.
## **Taxation**
The charity is considered to pass the tests set out in Paragraph 1 Schedule 6 of the Finance Act 2010 and therefore it meets the definition of a charitable company for UK corporation tax purposes. Accordingly, the charity is potentially exempt from taxation in respect of income or capital gains received within categories covered by Chapter 3 Part 11 of the Corporation Tax act 2010 or Section 256 of the Taxation of Chargeable Gains Act 1992, to the extent that such income or gains are applied exclusively to charitable purposes.
## **Tangible fixed assets**
Individual fixed assets costing £1,000 or more are initially recorded at cost, less any subsequent accumulated depreciation and subsequent impairment losses.
## **Depreciation and amortisation**
Depreciation is provided on tangible fixed assets so as to write off the cost of valuation, less any estimated residual value, over their expected economic life as follows:

## **Trade debtors**
Debtors (including trade debtors and loans receivable) are measured on initial recognition at settlement amount after any trade discounts or amount advanced by the charity.
Subsequently, they are measured at the cash or other consideration expected to be received.
## **Cash and cash equivalents**
Cash and cash equivalents comprise cash on hand and call deposits, and other short-term highly liquid investments that are readily convertible to a known amount of cash and are subject to an insignificant risk of change in value.
## **Trade creditors**
Trade creditors are obligations to pay for goods or services that have been acquired in the ordinary course of business from suppliers. Accounts payable are classified as current liabilities if the charity does not have an unconditional right, at the end of the reporting period, to defer settlement of the creditor for at least twelve months after there reporting date. If there is an unconditional right to defer settlement for a least twelve months after the reporting date, they are presented as non-current liabilities.
Trade creditors are recognised initially at the transaction price and subsequently measured at amortised cost using the effective interest method.

The trust was eligible for a VAT refund on the statue expenditure (£18020) this was paid into the restricted fund. As the statue fundraising is now completed all surplus funds were transferred to unrestricted funds to further the charities aims.

The specific purposes for which the funds are to be applied are as follows:
The unrestricted funds can be used for any purpose in accordance with the charitable objectives at the discretion of the trustees.
The restricted funds were made up of three activities:
## **Food justice**
Based on our Covid experience of setting up a Food Hub at the Mildmay Club last year, we’re now addressing food insecurity in the local area via food co-op projects.
The co-op model is different from the Food Hub model: We help with initial set-up and food sourcing, and local members pay minimal amounts on a weekly basis for their food shop. A food co-op is owned and organised by its members, so it’s sustainable on a longer term basis.
Our first co-op was set up early 2021 and we are now researching to set up a second in the area.
## **Welcoming Refugees**
Over the last few months we have been working with local partners to help find accommodation for the Afghan families that our local authorities have committed to rehoming. We have also continued to support some local families who have No Recourse to Public Funds.
We are also working with Reset Community Sponsorship in order to welcome another refugee family to Newington Green - this would be on top of the twenty Afghan families Hackney and Islington Councils have committed to. We need to raise £9,000 which will cover the cost of a family’s move and integration into the community.
