This was separate paid employment as a Project Developmenl Manager lo his role as Director and Trustee which is unpaid. GOVERNANCE AND MANAGEMENT Goveming document The charity is controlled by its goveming document and constitutes a company limited by guarantee, as defined by the Companies Act 2006. Recruitment and appointment of new trustees New trustees are voted for and recommended by its members at the AGM. BACKGROUND The organisation was initially set up unincorporated to assist young people who were having difficulty engaging with the council and youth agencies in a bid lo create a skatepark for Reddilch in 1995. The organisation brought logether hundreds of young people after il rebuill the old Redditch BMX Track into one of the UK'S top freestyle dirt jumping parks which helped raise the profile and demonstrate demand for a purpose buiM Skatepark. In the year 2000 the Skatepark came into fruition afler a relentless high-profile campaign which saw the organisation working in partnership with Redditch Borough Council. Redditch Skatepark is recognised as the largest outdoor supeNised skatepark in the UK that makes a local impact on the lives of young people. Redditch Wheels Projecl became a company limited by guarantee and took on the skatepark with a land managemenl agreement with Reddilch Borough Council in 2000 and 2001 became a registered charity. OBJECTIVES AND ACTIVITIES The charity is established to provide or assist in the provision of recreational facilities in or near Redditch, Worcestershi re for young people with the object of improving their conditions of lrfe and in particular to provide such persons skateboarding. BMX, Inline Skating, Roller Skating. Mountain Biking and other leisure time actNities involving wheels. The charity manages Reddilch Skalepark and utilises this lo cary out the work of the charity- We utilise this positive youth sports culture to improve young people's conditions of life by introducing them into the skatepark lifestyle. Since Redditch Skateparks opening in 2000 was a considerable reduction in antisocial behaviour in the local area recognised by local councillors and the Office of National Statistics. At Reddilch Skatepark young people focus their energies on overcoming theirfear, gaining amazing riding skills. developing a high level of frtness, increasing their confidence and making new friends. All this can be carried wtth them throughoul their lives helping them to lead a mottvated. fulfilled and healthy lifestyle by being involved in something they enjoy. Young people involved in the Skatepark have gone on to become respected riders- sport related industry and media professionals as well as contributing to the charity by being involved in volunteering, events and ramp development projects, all contributing to a fuller social benefrt.

Public benefit The trustees confim they have referred to the guidance contained in the Charity Commission's general guidance on public benefit when reviewing the charity's aims and objectives and in planning future activities. Risk management The trustees have a duty to identfy and review the risks to which the charity is exposed and to ensure appropriate controls are in place to provide reasonable assurance against fraud and e￿Or. The trustees have in place the necessary policies and procedures for the operation of the skatepark and meet at least four times a year to oversee policy and finance matters. The dependence ofthe Skatepark upon the wealher and the continual maintenance of an outdoorwooden Skatepark to meet health and safety requirements has been identified as the major risk to tts long-tem sustainability. The trustees continue lo work on ways to address this which has included a new proposed streel course section and continuous development of the facility. ACHIEVEMENT AND PERFORMANCE Major Refurbishment The Skatepark is undergoing its largest refurbishment in ils 24-year history which is seeing the transfomiation of almost one third of the Skatepark into a progressive ramp area. We have listened to the views of Ihe young people who use the Skatepark to influence the design and requirements for the new build. The development has had to wait until material prices had dropped post Covid to frt in with budgets for the build. The development includes a 32ft wide Spine ramp lowered down to 5ft and a street course area that is raised off the floor as one large unit of ramp courses which will now bring a better balance of wheeled sports participants such as Skateboarding, Inline Skating and Stunl Scootering by increasing the participation adding to the high numbers of BMX Freestyle. The Skatepark closed 15th October 2023 for the winter season and work had commenced in late winter. Because of the safety and storage requirements we had lo close the Skatepark to complete the work. We were able to save on capital cost as we were kindly supported by social responsibility of timber and material suppliers and the whole developmenl is being built by our volunteers. This has included desolation of all the old ramps. We have also been helped by Translifl Bendi Forklift Solutions of Redditch and Redditch Skip Hire who have offered their services for free to help us. However, the users were still able to enjoy a newly built Pump Track. New Pump Track Facility The new Redditch Pump Track started construction in January 2024 and was open by April 2024. The Pump Track is a large open access facility sitting outside the Skalepat1( between the Skatepark and BMX Track arena. The pump track is a circuit of rollers, banked turns, and other features designed to be ridden by generating momentum through body movements, specrfically "pumping," rather than pedalling or pushing. The Pump Track is for various wheeled activities. including BMX & Mountain bikes, scooters, skaleboards, and even wheelchairs. We have welcomed this facilty that is a fantastic addition to the area. The Pump Track has been funded by Redditch Borough Council and built by Clark & Kent Contactors who have buill many Pump and BMX Tracks worldwide including Olympic facilities. Young people can access this also while the Skatepark is under reconstruction. This is an all-year-round facility, and we are planning events and projects at the Pump Track. This has boosted participation in the area. Outreach Event Redditch Wheels Project held outreach taster sessions at Abbey StadiuTn Sports Centre on 24th May for 48 boys (ages 13-151 from six North Worcestershire high schools in partnership with All Active Academy CIC, Redditch Police, Rubicon Leisure Activities included BMX Freestyle and Stunt Scooter sessions, boot camp, five-a-side football, and an anti-violence lalk. The event largeted young people at risk due lo low achievement. wellbeing issues. or potential involvement in crime. Participants had access to quality BMX bikes. scooters. and safety gear. and received infomiation about future opportunities at Redditch Skatepark and Pump Track. Feedback was positive. with increased interest in attending the facilities. Staffing Skalepark Supervisors staff the Skatepark and a Project Development Manager. Volunteer5 assist wtth staff support with First Aid. Park users will often lend a hand when it comes to generally helping oul such as cleaning and maintenance. All staff and volunteers are DBS checked, completed a Safeguarding in Sport online course by the NSPCC and first aid trained. There was one first aid course held this year for new starters and for those who needed to renew their first aid. Further training and development courses are encouraged to all staff. volunteers and board members. Much ofthe staff work has been in refurbishing the Skatepark. Publicity Redditch Wheels Project has a website, a good social media presence with our Facebook page having over 5,800 likes. We also have Instagram growing with over 900 followings and a twitter page. This enabled us to give regular updates about opening, weather conditions. events and news updates. Our social media has received very positive response regarding the new build. We also had a drone fly though and edit of the new build thanks to Lowry Driography which was a hit and received a positive response and has showcased Ihe new build in progress.

Membership We have a membership of those aged 1 to 25 years of 358. Of Ihis 358 live within the Borough of Redditch. We have 115 members fom outside the area Ihis includes members from Worcestershire, West Midlands, Shropshire and Warwickshire. Bedfordshire, Bristol, Cheshire, Derbyshire. Gloucestershire. Hampshire. Leicestershire and Oxfordshire. Of this we have 47 female, 309 male and hvo preferred not to say. SprKt and activty specific we have Stunt Scooter 169. BMX Freestyle 120, Other Wheels Activity 23, Skateboarding 21, Spectator 11, Mountain Biking 11, Inline Skating 2 and Quad Skates 1. FINANCIAL REVIEW Fund accounting Unrestricted funds can be used in accordance wilh the charitsble objectives at the discretion of the trustees. Restricted funds can only be used for particular restrided purposes within the objectives of the charity. Restrictions arise when spectfied by the donor or when funds are raised for a parlicular reslricled purpose. The Charity utilises a variety of funding which includes grants for revenue. projects & capital. contract funding and sales. We aim to keep entry prices low. Entry fees cannot be relied upon as a major source of income because of the weather and the expeclation to keep entry fees low as higher entry fees have been identified as a barrier to participalion. There was an expected deficit which was 17.802 as restricted reserves from grant funding were used to purchase materials for the new build. Cosl of raw materials and consumables was 32,112. VAT Registration Redditch Wheels Project is voluntary VAT registered. Rateable Value and Business Rates The rateable value of Redditch Skatepark is £2.000 per year. As a Charity we were immediatety entitled to 80 % mandatory relief and a further discretionary relief of 20 % was applied for giving 100 /0 relief fr¢yn business rales. In kind support- Appreciation and thanks The charity would also like to thank Crucial BMX, Skate Hut, Domier Plant Hire, ISG, Arnold Laver, Speedy Hire, Bryson Products, HSS Hire for supporting us in kind wtth reduced rate malerials, equipment, limber, tool donations, plant machinery, tool hire and PPE. Translift Bendi Forklrft Solutions of Redditch to provide a driver and truck to offload timber and Redditch Skip Hire for free skips to help us remove scrap from the demolished ramps. This has been a fantastic help over the year especially with the new build. Lowry Droneography. And of course. our volunteers who dedicate Iheir time to stsffing, maintenance and Ihe rebuilding of Ihe Skatepark. We have maintained a fantastic relationship with Redditch Borough Council. council officer5 and members and value their support over the years since 1995. We would like to thank Pineapple for supporting us with ourwebsite development and branding. A thank you to Warwickshire and West Mercia Community Rehabilitation Company Community Payback for the excellent work cutting the grass on the peripheral of the Skatepark. Health and Safety Redditch Wheels Project is responsible for all safety inspections under the terms of the new lease. However. repairs are conlinuous because Ihe age of the ramps, they are wood and outdoors. A daily pre-opening safety inspection is always carried out and our team of staff and volunteers carry out supervision and maintenance at Ihe skatepark. While the new build is taking place the Skatepark has had to be isolated as a construction site. The new build is addressing old worn-out ramps and the wider maintenance of the Skatepark. Risk assessmenls are reviewed annually. In line with our insurers requirements the wearing of helmets is only compulsory for under 16s. The use of helmets is strongly recommended though for 16s and over. FUTURE PLANS: A 12-year lease was signed on 5th March 2021. The lease also allows for more growth and development of the facility- The Olympics brought Ihe sports of BMX Freestyle and Skateboarding to the wodd stage again in 2024 with Kieran Reilly of Great Brilain achieving a silver medal in the Men's Park and Sky Brown wining a bronze medal in the Women's Park. In the long term the charity has a vision to Iransfomi Reddttch Skatepark into a wheel's sports hub of intemalional standard right in the ￿ntre of the country with great transport links. We realise Skateparks are commonpla￿. and we want to bring more

additional wheel's sports to the venue. We would like to enhance the customer experience by including a café, Bike and Skate shop, sports specific gym and play area to attract the comrnunity to the venue. We have met wtth consultants and have the support of Redditch Borough Council to lake our vision forward. We have medium temi plans to of continuing development ofthe ramp park courses and to develop a set offreestyle dirt jumps within the facility. We will be developing social areas for users of the Skatepark and a pop-up shop for refreshments and new signage. We are also exploring a community café facility.
