The Trustees, who are also DI￿torS of the charity for the purposes of the Companies Act 2006, present their report
with the financial statements of the charity for Ihe yaar ended 31 March 2025. The Trustees have adopted the
provisions of Accounting and Reporling by Charities: Slalement of Recommended Practice applicable to charities
preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of
Ireland {FRS 1021 leff8Ctive 1 January 2019).
Welcome Is a charitable company limited by guarantee. incorporated on 26 June 2001 and reglstered as a charlly
on 13 July 2001. The comp8ny was established under 2 constitution, the governing documenl. which underllnes the
company objectives, membershlp, aclivilies, meetings, and how the conslitutlon may be changed. In the evenl of
the company belng wound up members are required to contribute an amount not exceading £10 each.
The flnanclal statements have been prepared In accordance wlth the a¢¢ountlng policles set out in note 1 to tha
flnanclal stat8menls and comply wlth the ¢h8rity's governing document, th8 Compan5es Act 2006, FRS 102 "The
Flnanclal Reporting Standard applicable in Ihe UK and Republic of Ireland" and Ihe Charities SORP "Accounting
and Reportlng by Chariti&s'. Slalement of Recommended Practice applicable to charities preparing their accounts In
accordance with the Flnanclal Reporting Standard appllcable in the UK and Rapublic of Ireland (FRS 102)"

Th8 charity's objectives are:
a) to provlde open access and a single polnt of contact to a rang8 of drug and alcohol setvlces In Sollhull for those
Indlvlduals whose Ilves are adversely affected by subglanco mlsuse. These servlces include not only thos8 who use
subslanc8s, but also thelr friends and famlly (who are often also indlrectly affected),.
bl to work in partnership to ensure a seamless servlce is provlded for Ihose accesslng treatment pathways In the
borough of Solihull.,
c) to enable individuals to change thelr lives in a positive way through Ihe provision of support, advice, counselling
and care co-ordlnation services,
Signlficant actlvltles
The Gharity's stakeholdérs have continuèd to benefit from Welcome's provision of servic8s as a member of tha SIAS
(Solihull Integratéd Addiclion Services ) Partnership.
Welcome employs the Singlé Point of Engagement (SPOE) team, which plays a Grilical role in welcoming and
engaging cllenls into the service, carying out triage assessments b8fore allocating clients lo their Practitioner. The
charity also employs a small team of Adult Treatment Practitioners, one of whom has Addilional Responsibility
across the SIAS Partnershlp for18ading on Harm Reduclion and Needle Exchange Servlces.
Welcome charity is Ihe SIAS Partnership lead in the provision of young persons, seNices, Including early
intervention and prevention, trealment, and support for children affected by a family member's substance misuse
(known as Hidden Hami). We employ two YP treatment Practilioners and Hldden Harm Praclltioners 8s well as
a Hidden Hami Counsellor.
Welcome also continues to act as Marketing Lead on behalf of the SIAS Partnership. adding content to its website
and social media platforms, planning campaigns, networking and dellvering awareness sessions in the community.
This work is crucial in ensuring everyone in Solihull who might banofit from the service is aware of it and that the
service Is able to fully meet drug & alcohol treatmenl and recovery support needs in the Borough.
Ouring this financlal year, Welcome has contlnued to have responsibility for managing th8 recovery servlcas
Gommissloned within the SIAS Partnership. after another partner, Changes UK. which had delivered them
prevlously declared itself Insolvent.

Welcome Change CIC
Welcome Change CIC, a subsidiary underlaking of Welcome charity. has continuèd lo provide opportunities for
people who have recelved Ireatmenl and support through SIAS. as well as others with mental heallh issues or
disadvantaged in sociely, lo volunteer, build skills and confidence and maka positive contributions in Ihe community.
The CIC'S current enterprises indude a Community Centr8. 8 Community Garden and Iwo Community Hubs.
ASmlng to 'Encourage Enterprise and Support Communities.. our work through Welcome Change CIC continues to
support communities across East Birmingham including Shard End, Kitts GreenlLea Village, Tile Cross and Glebe
Farm.
Publlc benefit
The Truslees are 8wara of the obligations of the charity, whlch are set out in the Guidance Issued by The Charities
CommSssSon under the Companies Act 2006. They are confidant that the work of the charity in pursuil of Its objects
Is dallvering Publlc 8onefit. The Truslees will Comply with the future reporting r8qulrements in this r8gard.
Achievements and pérformance
Flnanclal position
The charity generated a net surplus of £13.627 (2024: £7.771) for the year ended 31 March 2025. The results for
the year are shown on pag8 9. The charity has tolal funds of £437,005 12024: £423,378) al the year end, The
Flnan¢ial position 81 the year end Is shown on page 10.
Prlnclpal fundlng sources
The princlpal funding source during the year ended 31 March 2025 continued to be from our programme delivery as
a SIAS Partner which ensures our charitable activities are met.
Resenies pollcy
W8lcome is committed to maintaining a level of reseNes that is prudenl to meet ongoing liabilities, sufficient lo
ensure that 811 service delivery commitments can be mel and to protect the long temi future of its operations. The
policy seeks to balance Ihese priorlties by holding a level of rese￿eS sufficient to:
ensure the availability of sufficient worklng funds in hand to ensurè that sp&nding commltmenls can be met and to
provide a breathing space In case of unexpected loss of income:
provid8 sufflclant funds for an orderly wind down In the event of a need to cease our actlvities.
The charlty has total funds of £437,005 {2024: £423,378) at the year end. of which £13,702 Is restricted <2024:
£14,319).
Plans for futurè perlods
The Board Is confident that Welcome remalns a strong organisation, with good reserves and r8silionce dorived from
Its skilled and loyal staff team.

Structure, governance and management
Governlng document
The charlty Is controlled by Its governing document, a deed of trust, and constllutes a limited company, limlted by
guarantee, as deflned by the Companles Act 2006.

Recrultment and appointment of new trustees
Under the governing document members of the Board are elected to serve for three years after which they musl be
re-elected at the next Annual Genaral Meellng.
We regularly revlew Ihe skills of our current Board to ensure the charily has the appropriate level of Skill and
expertise required to ensure it is effectively directed. If any ski51 gaps are identified we seek to recruit new Trustees
from the communities we serve, wilh the necessary skills lo join the board.
None of the trustees has any beneficial interest in the company. All of the truslees are members of the company and
guarantee to Gontribule £1 in the event of a winding up.
Organlsatlonal structure
W81come has a Board of Tnjstees which meets six weekly. Day-lo-day responsibility rests with the CEO who is
responsible for ensuring that the charity delivers the services specified and that seNlce level agreements are
achieved. The CEO along with the Service Manager and Senior Praclilioner have responsibility for the operational
management of the charity. staff supervlslon and ensuring the staff contlnue to develop Ihelr skills and working
practlces In Ilne wlth good practlce,
Inductlon and trainlng of new trustees
Any potentlal new Trustees ar8 invited to vlslt the charity and Ils tradlng arm and expedence Ils full range of
aclivltles in operatlon. Additionally, Trustees are kept abreast of ongoing work through a short presentallon at each
Board meeting by a member of the Welcome team.
Members of our exlstlng Board and any new Trustees undertake governance training and are Involved in an annual
Away Day to facilitate discusslons surrounding slraleglc directson for Ihe charlty and CIC.
Key management ramuneratlon
The remuneration paid lo the Ch2riVs employees is reviewed annually. The pay is benchmarked agalnst Pay levels
for othar roles with similar responsibilities elsewhere vlithin tha sector.
Natlonal Drug Strategy
Welcome is guided by both local and national drugs and alcohol ￿lIcIes. The Government h85 a publlshed Drugs
strategy and an Alcohol Strategy, but the lead responslbillly for commissioning drug and alcohol seNices rests with
local authorities.
Risk management
The trustees have 8 duty lo identify and review the risks to which Ihe charity Is exposed and to ensure approprlale
controls are In placa to provide reasonable assurance against fraud and error.
Throughout tho year, effective control over expendlture has been maintalned so that our cash balance at the year
end rèmains healthy. As part of our charlty's overall risk management, possible dangers to assels and future cash
flows have been assessed and deetned to be under satisfactory control.

Welcome is a private company limited by guarantee incorporated in England and Wales. The registered office
is 2 Highlands Court, Cranmore Avenue. Solihull, B90 4LE, England.
1.1 Accounting convention
The financial statements have been prepared in accordance with the charity's governing document, the
Companies Act 2006, FRS 102 "The Financial Reporting Standard applicable in the UK and Republic of
Ireland" and the Charlties SORP 'AC￿UntIng and Reporting by Charilies: Statement of Recommended

consolidated financial infomiatlon as the parent of a group. The charlty Is exempl under Sectlon 399(2A) of
Ihe Companl8s Act 2006 from th8 r8quirements to prepare consolidated financial statements.

has adequate r8sources lo continue in operational 8xlstence for the foreseeable future. Thus the trustees
contlnue to adopt the going concern basis of accounting in preparing the financial statements.
1.3 Charitabla funds
UnrestrScled funds are available for use al the discretion of the trustees in furtherance of their charitable
objectives.
Restrlcted funds are subjed to specific condltlons by donors or grantors as to how they may be used. The
purposes and uses of the restrlcted funds ar8 set out In th8 notes to the financial statements.
1.4 Income
Income is recognised when the charlty is legally entitled lo il after any perfomiance conditions have been met,
the amounts can be measured reliably, and il is probable thal income will be received.

1.5 Expenditure

year or less. If not, they are presented as non-current liabilities. Trade creditors ara recognised initially at
transaction price and subsequently measured at amortised cost using the effective Interest method.
Derecognltlon of flnanclal liabilities
Flnanclal liabllities are derecognlsed when the charity's contractual obllgations expire or are dlscharged or
cancelled.
1.10 Taxation
The charity Ss exempt from corporation tax on its charllab18 activities.
1.11 Employee benefits

Grants are credlled lo deferred income. Grants towards capital expendilure are rél8ased to the profit and loss

profit and loss account as the related expenditure is Incurred.
Crltlcal accounling estimates and judgements
In the applicallon of th8 charitWs accounting policies, the trustees are required to make judgements, estimates
and assumptions about the carrying amount of assets and liabilities that are not readily apparent from other
sources. The estimates and associated assumptions are based on historical exper¢enco and other factors that
are considerad to be relevant. Actual results may differ from these estimates,
