INTRODUCTION
The GSL welcomed everyone to the meeting and said how pleased she was to be holding our first face to face AGM for three years, she thanked all for attending and thanked the Leaders and the Exec. for their support.
WELCOME by CHAIRPERSON
The chair welcomed everyone to the First Baldock Scout Group AGM, and thanked parents, leaders and those representing the Distict as listed above. He welcomed our new DC (Robert Coldrey) to the meeting.

APPROVAL OF MINUTES OF PREVIOUS YEARS AGM
The minutes of last year were approved by Anne Nunn and seconded by Rob Hemmings.
CHAIRMANS REPORT Report from the Chairman of the Executive Committee of Baldock 1[st] Scouts - March 2023 I am delighted to welcome everyone to the first AGM in three years that we have been able to hold in person, rather than remotely. It is good to see everyone back in our Scout Hall. I am also delighted that we have all been able to return to Scouting in the traditional sense and hold indoor meetings over the wintertime. It is good to see everything returning to a normal, although we must never forget the people that we lost, the sacrifices that were made, and the effects that COVID has had on all of us.
Baldock 1[st] Executive committee has had another successful year, and I would like to give thanks to all the officers, leaders, and members of the committee for their help and support, especially having to return to the Scout Hut to hold committee meetings, although zoom meeting did work rather well. The financial report from our treasurer does show a worthwhile surplus on activities in the year 2022/2023.
We have benefited from increased rental income from the other users of the property. Our main tenant, Magic Moments, has now returned to 5 days a week, as demand for childcare increases. We also have other regular tenants that have now returned including a group from Christchurch, and we have a new tenant Redfin Models. They use our hall for racing model cars everyother Friday evening, which does sound quite exciting! There has also been an increase in bookings for birthday parties and other family celebrations. These do bring valuable revenue, and I would remind everyone that the hall is available to hire for all Scouting families, plus users from the local community as well. We have continued to invest in the fabric of the building but also spent money on unexpected repairs.

Sound Deadening pads to be fitted to the roof of the main hall

Repair to the entrance door and wooden surround in the old hall

Repair and replacement of external cladding to the exterior as required
The sound deadening pads were fitted by a working party in August last year and have made a substantial difference to the echo and noise reverberations in the hall. 30/40 children in the hall at one time can and do make a lot of noise, and the feedback from the leaders has been very positive. We have also maintained a substantial contingency fund held for the roof replacement, which is currently over its suggested lifespan. The roof is currently watertight, but we are aware the material used was of a lighter weight and will be quite costly to replace.
We have also started discussions with the local council to extend the lease on the hall, which ends in 2024, and we a have requested an extension for a further 25 years. We will report as soon as we have more progress on any negotiations.
We are very fortunate to have invested in new heat pump technology to replace our old gas heating system. This has kept our energy costs to a sensible level, plus the great work from our treasurer in getting a fixed rate two years ago on our electricity supply, so we have been very well insulated from the dramatic increase in electricity costs. This rate does come to an end soon, but fortunately wholesale charges are starting to come down. We should however be aware that our energy bills are likely to rise from the low levels we have been paying.
This year we are planning on fitting a CCTV system to the hall, and we are getting quotes from different suppliers. Unfortunately, we have suffered some low-level vandalism over the past few years, which has included graffiti and damage to the storage container at the rear, plus some damage to the window grilles. A new system will allow us to potentially identify perpetrators, plus act as an extra deterrent.
We are also looking to replace the wooden storage shed at the rear, which is quite rotten, and to also clear the area at the rear which has become quite overgrown with brambles and weeds. We will be organising a working party early summer to start on this work. Happy to take the names of any volunteers tonight!
We will also be holding our usual Scouts burger stool at the Street Fair in May. We are looking for lots of help from our Scouts and do please pop down for one of our lovely burgers or hot dogs. I do thank everyone for coming along tonight to support us, and hope you enjoy the rest of the evening.

Auditors Report 2022
Overall, the funds available to the group increased by £10,172.11 due to significant increased balances in the following group / section accounts: -
Group £5,788.88, Scouts £1,694.74, Knights £2,339.03
Group Costs
Repairs / maintenance
Repairs in 2022 totalled £7,137.77 compared to £17,381.35 in 2021 a decrease of £10,243.58 making a total of £24,519.12 spent in two years. This due to a variety of projects but notably the installation of a new heating system last year, exterior maintenance including the refurbishment of window grills. This year’s work includes acoustics panels fitted in the new hall along with the exterior cladding repaired.
Cleaning
Cleaning costs were £1805.62 in 2022 compared to £1604.77 in 2021 a difference of £113.06 due the hourly cost increasing.
Utilities
Gas and Electricity bills have decreased to £1711.82 (2022) from £1996.87 (2021) due to the more efficient heating system / LED lights. Currently the hut is using a fixed price tariff which is currently favourable in the current economic climate.
Group Income
Hire
Rent in 2022 £15,545.00 was received compared to 2021 £10,965.00 an increase of £4,580.00 This is due to: -
- More bookings e.g., Christchurch / Redfin / weekend events
This means hut rental in 2020 was approximately half that of 2019. The receipt of £10,000 from HDC covered this deficiency.

Are held with the aims of the funds to provide the necessary funds to

Note – unlike previous years there are no outstanding refunds / invoices awaiting payment. This effects the difference between this / last years balances by about £4,000.

Michael Robert Bullard was proposed as Independent Examiner by Irene Coldrey and seconded by Rob Coldrey.
5 ELECTION OF GROUP EXECUTIVE COMMITTEE
The following were put forward for re-election, and were proposed by Rob Hemmings and seconded by Rob Coldrey:

Anne Nunn a committee member for the last 5 years has decided to re-sign, we would like to thank her for all her work and support over this time.
We are very pleased to welcome Lee Perrott onto the committee and look forward to working with him. His election was proposed by Rob Hemmings and seconded by Rob Coldrey.
- 6 SECTION REPORTS
1ST BALDOCK BEAVER COLONIES TUESDAY and WEDNESDAY It’s been a very busy year for the beavers since last April 2022.
We began with an ambitious walk to Clothall church to look at the beautiful and very old stained-glass windows as part of our Faith and Navigator badges. We spent longer than planned in church so the journey back was made at pace to try and get home in time and we marched some very tired Beavers back into Baldock that night. Some of our highlights have seen us complete our Experiment badge where we made elephant toothpaste which the Beavers found very exciting. We’ve experimented with food, trying some traditional foods from Korea (Tuesdays) and Germany (Wednesdays). We have embraced our local area and enjoyed a bug hunt at Radwell Meadows, visited our local fire station on Weston Way and also enjoyed meeting some of the lovely little residents at our local Pets at Home store where we were allowed to hold and stroke some tiny furry friends. We finished our summer term off with a visit to the Fit 4 OCR where the Beavers loved the mud and water. For the first time this year we also attended the County led Beavers in Tents sleepover at Wymondley Woods. Where on one of the hottest weekends, our Beavers enjoyed sleeping out in tents overnight and completing some traditional scout and outdoor activities.
We have also completed some lovely craft activities which included making Christmas trees for the Church Festival, painted rocks for Father’s Day and made some very creative paper airplanes to complete our air activities badge.
Over the last year our beavers have been incredibly busy both at home and during meetings and we have given out an outstanding 435 badges over the year across both colonies.
We currently have 42 Beavers spread over two Beaver colonies utilising 6 leaders and 4 young leaders.

1ST BALDOCK CUBS- TEMPLARS and KNIGHTS
This year the cubs report was shown via a slide show of what the young people had been doing, this included: making models, walking, healthy eating, cyclo-cross, tree planting, quizing, climbing wall, a visit to the fire station, camping with camp fire cooking, growing things and yoga.
Both packs put on a joint concert at Christmas which was excellent and raised £508.38 for Water Aid, Fern Boughton said that we are very lucky to have such a talented group of young people.
Fiona Potts who is Akela for both packs, stressed that she needed more leaders in order to continue. 902 badges were presented between the two packs.

1ST BALDOCK SCOUT TROOP
Tremendous Year for Scouts!

As one of the largest troops in the District they have taken part in a wide variety of activities and events from cooking competitions and individuals completing expeditions and explorations.

Thank you to all the parents for your support with the parents rota and also the adhoc-requests, and most of all to the leaders (Chris, Catherine, Josh and Rob), who, by giving up their evenings and weekends allows so many young people to enjoy scouting. Not for getting the scout themselves for their commitment.
Challenges!
2022 has been a tremendous year for 1[st] Baldock Scouts, but it has also been extremenly challenging for the leaders. The team are still fatigued from the covid controls, together with consistently high attendance leaves very little respite for the team. Also transport strikes, work and home logistics makes last minute changes a frequent reality. There needs to be some level of change within the troop to ensure the on-going retention of leaders delivering the high-quality program to young people on a regular basis.
